UPSTATE AIRPORT ECONOMIC DEVELOPMENT AND REVITALIZATION COMPETITION NOTICE OF FUNDING AVAILABILITY May 2021 Background New York State is making available up to $230 million in funding to promote, revitalize and accelerate investments in Upstate commercial passenger service airports, helping to create airports for the 21st Century. This new investment opportunity, administered by the New York State Department of Transportation (NYSDOT), is open to owners of Upstate public-use airports that currently provide or propose to provide scheduled commercial passenger air service. NYSDOT will be accepting applications for this opportunity through September 15, 2021. An additional $20 million will be allocated through the competitive Aviation Capital Grant Program which supports general and business-related airports. Eligible Airports Airports eligible for funding: Commercial passenger air carrier service for national, international and interstate markets; and Specialized service for commercial aircraft/corporate jets. Examples of eligible activities include, but are not limited to the planning, design and construction of: Improved security-screening. Terminal expansion or rehabilitation. State-of-the art boarding concourse and concession areas. Opportunities to move passengers more safely and efficiently with improved distancing during and after the COVID-19 pandemic. New innovations in contactless technology and an increased focus on cleanliness and disinfection. Funding Availability Funding available for award: $230 million. Project Sponsors must submit an application for proposed projects or a program of projects detailing the scope, benefits, schedule and costs. Maximum Award A project award shall be no less than $5.0 million for any project or program of projects. Project Review Process Candidate projects will be evaluated on their ability to meet eligibility criteria (Attachment I) and their rank in a data driven scoring process conducted by subject matter experts. Secondary Selection Factors In addition to the formal evaluation criteria, project selection is permitted to incorporate into the final selection of eligible projects a secondary set of criteria which includes airports which did not receive funding in the previous rounds, geographic balance, and incorporation of strategies to mitigate greenhouse gas emissions. Application Application may be found at this link: https://www.dot.ny.gov/upstateairportsolicitation Complete the fillable PDF and submit via email to NYSDOT via [email protected] 2 | Page Important Requirements and Information For full consideration, all projects must: o Conform to all Federal and State requirements, design specifications and construction standards. o Identify all activities which require Federal Aviation Administration (FAA) approval and ensure all activities are eligible to receive FAA funding. o Meet appropriate service life requirements for implemented project or service. o Have an eligible Sponsor who has a New York State Statewide Financial System (SFS) vendor ID which may be obtained at: http://www.osc.state.ny.us/vendors/. o Have a complete application, submitted by the deadline, with all application attachments and supporting documentation included. o Identify any property rights to be acquired for the proposed project in the application. The Sponsor is responsible for and must certify that it will undertake the acquisition of these property rights and must be reflected in the project schedule. Failure to identify needed property rights or to properly acquire them in a timely manner may void the award. o Include a Critical Path Method (CPM) schedule to ensure project activities are completed within the required thresholds. Once project selections are made, applicants will be notified whether their application(s) have been selected or not selected for award. Responses will be posted weekly as questions are submitted during this solicitation offering. Projects are required to be completed within 24 months of award. MWBE Requirements Eligible recipients must comply with all MWBE and SDVOB requirements. For contracts funded with 100 percent state funds, the applicant must follow: Minority and Women Owned Business Enterprises (M/WBE) program rules and regulations. The M/WBE program is a state-regulated program that promotes business opportunities on state contracts for minorities and women. All commodity/services procurements greater than $25,000 and construction contracts greater than $100,000 are subject to M/WBE requirements. All municipalities are subject to the same thresholds. Applicants are required to assess appropriate contract goals and demonstrate a good faith effort to utilize M/WBE firms. Contracts must include a 6 percent SDVOB goal as derived from the NYSDOT’s SDVOB Goal Plan when: . Construction contracts are greater than one hundred thousand dollars ($100,000); or . Contracts greater than twenty-five thousand dollars ($25,000) for design and construction-related professional services (Architectural/Engineering); or . Contracts greater than twenty-five thousand dollars ($25,000) for procurement of materials (commodities). If any part of the project effectuated by either the Grantee’s employed workforce or through a pre-existing qualification-based consultant contract, then the SDVOB goal is not applied to that portion of the work.
