These crimes amount to war crimes represented by the indiscriminate and intended attacks on protected objects. The large-scale and indiscriminate shelling led to expected massive exodus. The report confirms that the terrorists of HTS stole the houses of the civilians who fled. As the fighting intensified, HTS forces arrested, tortured and executed the civilians, including journalists for expressing anti-HTS opinions. Female workers in the media field received worse abuse and were discriminated on a gender basis in a systematic way that included preventing them from moving freely. Moreover, HTS attacked densely populated areas arbitratliy causing the spread of fear among the civilian residents who live in governmental areas. In a related context, HTS issued a statement condemning this report on the basis of equating the victim with the murderer. Additionally HTS called for visiting its areas of control to address the situation there. This is done through collecting, analyzing and sharing information on the humanitarian situation in Syria. Separately, Kurdish sources released info that it was an aid convoy, which had been about to enter the Afrin area through the Ziyarah crossing.

Through its network of enumerators, the Assistance Coordination Unit ACU documented violations of the truce committed by the regime and its Russian ally as of the date of this report. There has been no change in the control map over the past week; No Joint Turkish-Russian military patrols were carried Russian warplanes targeted with two airstrikes the ,٢٠٢٠ December ٧ On .٢٠٢٠ November ٢٤-٣٠ out between surroundings of Idleb city; the first airstrike targeted Shekh Bahr area, whereas the second airstrike targeted a chicken warehouse near the town of Kafr Jales.     WEEKLY CONFLICT SUMMARY | 23 - 29 MARCH 2020 SYRIA SUMMARY • NORTHWEST | Conflict activity increased between the Government of Syria and the Hayyat Tahrir al Sham (HTS) dominated opposition in the northwest this week. Turkish military re-enforcements arrived in Idleb, conducting additional patrols along the M4 highway. Inside Turkish backed Operation Euphrates Shield areas, clashes between opposition armed groups increased. • SOUTH & CENTRAL | Attacks against Government of Syria (GoS)-aligned personnel continued in Daraa Governorate, also spreading to Rural Damascus Governorate. Clashes between armed groups in As-Sweida resulted in a high number of casualties. • NORTHEAST | Shelling exchanges around Turkish-backed Operation Peace Spring areas continued, with opposition armed groups fighting each other. Also, attacks against Syrian Democratic Forces (SDF) personnel in northeast Syria continued, affecting civilians. SDF implemented a curfew in northeast Syria in response to the Covid-19 pandemic. The Government of Syria (GoS) shelled 21 locations 33 times2 during the week according to ACLED. This included one event where a Turkish observation post in Najiyeh village came under shelling. Opposition groups shelled GoS held Saraqeb and Kafr Nobel three times this week. There were only nine shelling exchanges between the sides during the previous reporting week.

    HUMANITARIAN ACCESS TEAM (HAT) SITUATION REPORT Hawala Registration in Idleb Governorate JUNE 15, 2017 Executive Summary Since mid-May 2017, Hay’at Tahrir Al-Sham has taken several noteworthy steps toward regulating the hawala sector in northwestern Syria. These actions could pose a significant challenge to international and local humanitarian organizations implementing projects in northwestern Syria due to potential donor-compliance issues related to Hay’at Tahrir Al-Sham. This report provides a brief overview of the hawala market in northwestern Syria, a summary of the steps that Hay’at Tahrir Al-Sham has recently taken to establish control over this sector, an analysis of the goals of Hay’at Tahrir Al-Sham recent actions, and an assessment of the immediate impact with respect to the hawala market. On May 9, Hay’at Tahrir Al-Sham attempted to formally regulate the hawala industry in Idleb by establishing a new governing body, the General Institution for Cash Management and Customer Protection, and demanding that hawalas in northwest Syria register and pay associated fees. Hay’at Tahrir Al-Sham’s attempt was initially unsuccessful; few hawala agents in northwestern Syria accepted Hay’at Tahrir Al-Sham’s new regulations. Subsequently, Hay’at Tahrir Al-Sham waived all fees, and as a compromise, hawala agents in Idleb governorate registered with Hay’at Tahrir Al- Sham. This regulatory initiative occurred shortly after multiple large-scale fluctuations in the USD-SYP exchange rate, the consequence of a substantial cash infusion into opposition-controlled Idleb in mid-April as a part of the Foah and Kefraya evacuation negotiations.
