I’m delighted to be here and it gives me great pleasure to welcome you to the IET International Radar Conference 2018 in Nanjing city. I know that the aim of this conference is to introduce the latest technological developments and academic research hot topics of radar technology, especially the latest research and applications of civilian radar technology. It’s fantastic to see so many esteemed experts and technicians across Radar in this room. I’m sure you’ll agree that the next few days will be unique in providing opportunities for subject-matter experts like yourselves to exchange achievements, views and ideas with peers. As Professor Teng Long mentioned in his introduction, I am President of the Institution of Engineering and Technology – most people refer to it as the IET. We are one of the world’s largest engineering institutions with 169,000 members in over 150 countries. We have a Royal Charter and Her Majesty The Queen is our patron. We offer membership to individuals from a range of engineering disciplines, sectors and interests. And as a multidisciplinary institution we reflect the increasingly diverse nature of engineering in the 21st century. By inspiring both today’s and tomorrow’s engineers and technologists to drive innovation, it will ultimately benefit society. We also want to develop skilled individuals and promote and share knowledge – for example, the IET has more than 100 local networks and 22 technical networks – including the IET Radar, Sonar and Navigation Network. These enable engineering and technology professionals to communicate with each other around the globe. We are a respected international publisher and we have an invaluable resource called ‘Inspec’, which has more than 16 million abstracts and specialised indexing to quality research literature in physics and engineering. We work internationally, with offices and staff in the UK, Asia Pacific, India, the USA and China. Our work here in China more broadly includes a partnership with Chinese government bodies to deliver a professional registration programme for Chinese engineers. We also publish the best research that is coming out of China and we support the professional development of Chinese students – helping them become ready for the world of work and giving them international exposure. We also run a range technical conferences aimed at bringing the best researchers and engineers together – we are always looking for topic ideas that address the latest challenges so it is a great pleasure to be one of the sponsors for this well respected event. Back to today… It has been a great pleasure to work with the Beijing Institute of Technology to organise this event – this is our 4th time working with you on the Radar Conference. IET International Radar Conference was initiated by The Institution of Engineering and Technology and Beijing Institute of Technology on 2008. The first conference was held on April 2009 in Guilin, China. The second one was held on April 2013 in Xi’an, China. The third one was held on Oct 2015 in Hangzhou, China. This series of conference will be held twice every five years, that means the next one will be held in 2020, in the beautiful autumn season in China. This year’s conference also got the sponsorship from Radar Society of Chinese Institute of Electronics, Signal Processing Society of Chinese Institute of Electronics, and was co-organized by the 14th Research Institute of China Electronics Technology Group Corporation (CETC), Beijing Institute of Spacecraft System Engineering (ISSE), National Key Laboratory of Science and Technology on Test Physics & Numerical Mathematical (TPNM NKL), Overseas Expertise Introduction Center for Discipline Innovation of Novel Radar Theory and Key Technology (National 111 Center), China Hi-Tech Industrialization Association Intelligent Information and Processing Industrialization Branch. As one of the organizers of the conference, I would like to take this opportunity to extend my appreciation to all the organizations and individuals who have contributed their time and efforts to this conference. Over the years, Radar has grown up and become a powerful tool in various civilian and military applications. Academic conferences on radar have emerged one after another. IET International Radar Conference 2018 is the fourth IET International Radar Conference series in China after the first three successful conferences held in April 2009, Guilin, April 2013, Xi’an, and October 2015, Hangzhou, respectively. Becoming more and more active, this conference continues to provide a platform for radar experts and technicians to exchange ideas and achievements by introducing the latest technological development and academic research hot issues of the radar technology. This conference is organized by Beijing Institute of Technology and sponsored by the Institution of Engineering and Technology (IET), Beijing Institute of Technology (BIT), Radar Society of Chinese Institute of Electronics (CIE) and Signal Processing Society of Chinese Institute of Electronics. Falun Gong, also called Falun Dafa, is a traditional Chinese spiritual practice that includes exercise and meditation. Its principles are based on the values of truthfulness, compassion, and tolerance. The practice began in China in 1992 and quickly spread throughout China and then beyond. By the end of 1998, by the Chinese government's own estimate, there were 70 - 100 million people in China who had taken up the practice, outnumbering Communist Party member. Despite the fact that it was good for the people and for the stability of the country, former President JIANG Zemin launched in July 1999 an unprecedented persecution of Faun Gong out of fears of losing control. Today the persecution of Falun Gong still continues in China. As of the end of March 2004, 918 Falun Gong practitioners have been confirmed to die from persecution.

    WRESTLING WITH THE CENTRAL STATE: COMPARATIVE ETHNIC REGIONAL AUTONOMY IN CHINA AND RUSSIA by Sansar Tsakhirmaa (Sier San) A dissertation submitted to the Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland June, 2018 © Sansar Tsakhirmaa (Sier San) 2018 All Rights Reserved Abstract This dissertation compares ethnically-based identity politics in two constitutionally- defined multi-ethnic states, China and Russia, by focusing upon one type of prescriptive institution, territorially-based formal autonomy designated at the sub-national levels for ethnic minorities. Intriguingly, some of these ethno-regions have been more capable of actually exercising the formally promulgated autonomy than others. What can explain the variations across different ethno-regions in terms of implemented autonomy outcome? This dissertation develops an analytical framework that consists of a response variable, an ethno-region’s implemented autonomy outcome, an explanatory variable, an ethno- region’s inter-ethnic boundary-makings, an intervening variable, titular elites’ bargaining capacity, and two condition variables, formal arrangements of center-periphery relations and party-state relations. An ethno-region’s implemented autonomy outcome is assessed in terms of compliance with the corresponding autonomy-establishing legal document(s) on three dimensions, political participation, economic development, and cultural promotion among the ethno-region’s titular ethnic population. To arrest him, authorities offered 500,000 RMB as a reward to informers who gave tips leading to his arrest to police. He was arrested at the home of a Christian in Xuchang City, Henan Province. Based on the information from a Christian serving his sentence in the same prison, HE Zhexun was imprisoned in a separate area and not allowed to contact other prisoners. But can an autocrat purge his rivals by political prosecution in a limited autocracy where power-sharing arrangements tie his hands? Empirical observation from China, an institutionalized autocracy with a history of politicized anticorruption, sheds light on this question. Xi Jinping’s anticorruption campaign provides network evidence that the autocrat is untying his hands and purging rivals despite the constraints on his power. Studying the network where purged elites are nodes and their colleague relations are ties, this paper argues that the emphasis on political prosecution against an elite explains his centrality in the purged network, which suggests that political prosecution drives the campaign as much as cleansing graft does. The independent variable, emphasis on political prosecution, is estimated by the ratio of intraparty duration to procuratorial duration. Centrality, as the dependent variable, is constructed by PageRank algorithm. The finding suggests that an autocrat in a limited autocracy is capable of reneging on power sharing.
