TÓTH NIKOLETT PhD rend őr alezredes, adjunktus, ÁGNES Nemzeti Közszolgálati Egyetem Rendészettudományi Kar 2 RITECZ GYÖRGY A terrorizmus hatása a turizmusra Az európai emberek – szélesebb értelemben a Föld legtöbb lakójának –, így a turisták életét egyre jobban érinti, befolyásolja a terrorizmus, illetve az elkövetett terrorcselekmények. A globális törekvésekkel bíró nemzet- közi terrorista szervezetek aktivitása csökkent a nyugati világban, ugyan- akkor a terrorizmus továbbra is korunk jelent ős globális fenyegetése ma- rad, mivel a megjelenését és meger ősödését eredményez ő, els ősorban társadalmi okokat, nem sikerült felszámolni. 1 Jelen tanulmány azt vizsgálja, hogy ténylegesen kimutatható-e és ha igen milyen mértékben a terrorcselekmények visszatartó hatása a turisták- ra, illetve a turizmusból származó bevételekre. A tanulmány célja, hogy eltér ő paraméterekkel rendelkez ő országok statisztikai mutatóiban meg- vizsgálva érzékelhet ővé tegye a terrorcselekmények hatását az érintett országokra. 2 1. számú ábra: Terrorizmus a turizmus ellen 1 Ambrusz József: Rendvédelmi ismeretek. Ritecz György: A terrorizmus hatása a turizmusra Napjainkban az euró-atlanti térségben is szinte mindennapossá, a napi hírek részévé vált a terrorizmus, az elkövetett terrorcselekmények, így ezek hatással bírnak a turizmusra, a turisták gondolkodására, terveire és tetteire. Fogalom tisztázás Mindenekel őtt szükséges lenne a terrorizmus egyértelm ű meghatározása, de sem a nemzetközi, sem a hazai tudományos életben elfogadott, erre vonatkozó fogalom nem létezik és a terrorcselekmények objektív kutatása is rendkívül sok akadályba ütközik. 3 A terrorizmus 4 szó a latin ijedtség, rémület jelentés ű f őnévb ől származik, mely fogalomnak nincs nemzetkö- zileg elismert definíciója, azonban tartalmilag a fegyvertelen, civil embe- rek vagy vagyontárgyak ellen elkövetett er őszakot jelent, f őként politikai célok kikényszerítése érdekében. 5 Ezzel együtt is megállapítható, hogy a „nemzetközi terrorizmus fogalma historikus és szociológiai értelemben üres fogalom, amely tartalmi és formai összetev őiket tekintve eltér ő cso- portok, mozgalmak, politikai entitások és nemzetközi jogi szubjektumok formális békehelyzetben polgári, illetve katonai célpontok ellen irányuló, széles értelemben vett politikai célokat szolgáló, konspiratív, illegális fegyveres tevékenységét öleli fel .” 6 Tudományos, illetve a nemzetközi szintéren egyértelm ű konszenzus a fogalom terén nincs, de a tartalmi elemek szinte mindenhol azonosak. E mentén alakultak a védelmi elképzelések, feladatok, szervezetek, és a történelem során e kihívások számos formájával kellett szembenézni. Napjaink talán legsúlyosabb problémájává a terrorizmus vált, a XXI. szá- zad a terror elleni háborúk jegyében kezd ődött. 8 A terror kifejezést bet űszóként használva, jól körülhatárolhatóak a ter- roristák stratégiájának f ő elemei: 9 T ervezz E lrettents R obbants R ombolj O kozz pánikot R eklámozz Az el őbbi megközelítéssel összecseng, de pontosabb, részletez őbb a Global Terrorism Database (GTD) 10 által használt definíció. A továbbiak- ban ezt vesszük alapul, tekintettel arra is, hogy a GTD adatbázis adatait használjuk 11 fel a tanulmányban.     Public Trust in the Myanmar Police Force: Exploring the Influencing Factors Thura Aung and Win Win May Edited by Radka Antalíková, PhD 2 · Abstract / Acknowledgements Abstract While a number of studies have investigated the factors theoretical framework, the present study examined influencing public trust in the police in developed whether Bamar and non-Bamar from both urban and countries, similar research is still quite rare in developing rural areas expressed different levels of trust in the countries. This study is the first to explore this particular police. Findings revealed that people from urban areas topic in Myanmar, a developing country. Specifically, had a lower level of trust in the police than people from this study measured the level of public trust in the rural areas, while no difference was found between police and investigated factors that influence public the Bamar and non-Bamar populations. In addition, trust in the police by collecting survey data in both Myanmar people’s attitudes towards the police as a urban and rural areas of Yangon Region, Myanmar whole were substantially influenced by their perception (N = 401). Using conflict theory as the guiding of police accessibility.     The State Law and Order Restoration Council The Myanmar Police Force Maintenance of Discipline Law The State Law and Order Restoration Council Law No. 4/95 The 12th Waning of Oo Tagu, 1357 ME (26th April, 1995) The State Law and Order Restoration Council hereby enacts the following Law: C hapter I Title and Definition 1 . This Law shall he called the Myanmar1 Police Force Maintenance of Discipline Law. 2. All members of the Myanmar1 Police Force shall be subject to this Law, wherever they may he. 3. The followings expressions contained in this law, shall have the meanings given hereunder:- (a) Ministry means the Ministry of Home Affairs; (b) Minister means the Minister of the Ministry of Home Affairs: (c) Police Director General means the Director General of the People’s Police Force; (d) Divisional or State Police Force Commander means the officer who supervises and controls the members of the Police Force within the Division or State; (e) Gazetted Officer means an officer of the rank of Police Captain and above; (f) Officer means a person of the rank of Police Second lieutenant and above; (g) Superior Officer when used in respect of a person who is subject to this law includes officers and also Police Warrant Officers and Police Corporals; (h) Police Corporal means a person who is currently holding the rank of a Police Corporal in the Myanmar” Police Force; (i) Member of the Police Force means’ persons who have been appointed as members of the Police Force in the Myanmar Police Force and persons who have been appointed as members of the Police Force in the Myanmar Police Battalions before and after the enactment of this Law; (j) Police Deserter means a member of the Police Force who, with the intention of leaving the Myanmari Police permanently, is absent without leave or who is absent without leave for 21 days or more; (k) all words and expressions used herein and defined in the Penal Code but not hereinbefore defined shall be deemed to have the meanings respectively attributed to them by that Code.
