He also chairs the Boards of Directors of EDB Investments and EDBI. Dr Beh was Permanent Secretary of the Ministry of Law from 1 July 2012 to 30 November 2014. Prior to the Ministry of Law, he had been Managing Director of EDB from 1 August 2008 to 30 June 2012. He held various portfolios over the years including leadership roles in the development of Singapore’s Biomedical Sciences industry cluster, as well as overseas assignments in EDB’s North American operations. Members: Mr Tai Lee Siang Group Managing Director, ONG&ONG Singapore President, Design Business Chamber Singapore Mr Tai Lee Siang is currently the Group Managing Director of ONG&ONG Singapore, a multi-disciplinary consultancy firm providing total solutions encompassing Urban Planning, Architecture, Engineering, Landscape Architecture and Interior Design. Mr Tai has practised as an architect and urban planner since 1990. Mr Tai is also currently President of Design Business Chamber Singapore and also sits on the board for the DesignSingapore Council. On the Design front, Mr Tai held the position as President of Singapore Institute of Architects from 2007 to 2009. In 2010, Mr Tai chaired the formation of DesignS – an alliance comprising 8 Design-centric Associations to promote Singapore Design Brands. Mr Simon Ong Group Managing Director / Co-Founder, Kingsmen Creatives Mr Simon Ong is the Group Managing Director and co-founder of Kingsmen, a leading communication design & production group. Besides providing strategic directions for the growth of the group, he is also responsible for the creative directions and the planning and implementation of group’s operations. 2 Mr Ong is also actively involved in the creative industry. He is Chairman of the Design Development Committee of the Singapore Furniture Industry Council as well as Chairman of the Creative Sector, Design Industry (Design Manpower, Skills, & Training Council) of the Workforce Development Agency of Singapore. Mr Chris Lee Founder and Creative Director, Asylum Mr Chris Lee is the Founder and Creative Director of Asylum, a highly respected creative company that uniquely comprises a design studio, a retail store and a workshop. Asylum focuses on cross disciplinary projects that include interactive design, product development, environmental & interior design and graphic design. Asylum has been recognised with more than 100 international awards. Mr Lee is also very active in creative education in Asia, where he lectures and gives talks at universities and conferences. He became the Founding President of The Design Society in 2009, a non-profit organisation that aims to promote visual culture through exhibitions, workshops and education. He is also the recipient for ‘Designer of the Year’ and ‘Design of the Year’ categories in Singapore’s President Design Award 2009 and 2010 respectively, and is currently a Board member of DesignSingapore Council. Mr Peter Overy Managing Director, IDEO Singapore Peter Overy is Managing Director at IDEO, Singapore. He is responsible for setting the strategic direction of the business in Singapore and South East Asia, pushing creative excellence across its portfolio of work and nurturing design talent across disciplines. Peter has been at the helm of major innovation projects across multiple ministries in the Singapore government; the Ministry of Manpower, Ministry of Community, Youth and Sport, and Ministry of Health. His work includes the redesign of the award-winning Ministry of Manpower’s Employment Pass Service Centre, which catalysed a new approach in citizen-centered service design within the public sector. Mr Tim Kobe Chief Executive Officer, Eight Inc. Mr Tim Kobe founded the globally recognised strategic design firm Eight Inc. in 1989. Today, Eight Inc. has offices in cities in the United States of America, Europe and Asia including Singapore. Eight Inc is a leader in innovation and branded experience working 3 with companies such as Apple. Eight Inc. also received the top award for the Architectural competition ‘High Density on the High Ground’ and was selected to represent the United States at the Architecture Biennale in Venice Italy. Eight Inc. works across many traditional disciplines: strategy, architecture, exhibition, interior design, product, communications and branding. Many projects have received international design awards and have been published in Asia, Europe, and the United States. Ms Priscilla Shunmugam Founder and Designer, Ong Shunmugam Ms Priscilla Shunmugam is the Founder and Designer of Ong Shunmugam, a contemporary womenswear label, which she started in pursuit of wanting to define Asian culture and its centuries of craftsmanship and creativity. Since its inception in 2010, Ong Shunmugam has focused on the quest of crafting beautiful clothing that put a contemporary spin on traditional clothing such as Cheongsam, Samfu, Sari and the Kebaya. Ms Shunmugam has been featured in the “In the Mood for Cheongsam” exhibition at the National Museum of Singapore, the 2012 Grey Goose Guild, as well as the prestigious Paris Fashion Week with Future Fashion Now. In 2012, her fashion label won the Breakout Local Label title at the Singapore’s Cleo Fashion Awards and won the Designer of the Year award at the annual ELLE Singapore Awards. Mr James Kaw Director, Singapore Innovation Centre, Procter & Gamble Mr James Kaw is the Director of P&G's Singapore Innovation Centre and is responsible for the overall development of Centre, including its management and operations. He focuses on two major efforts - building an organisation composed of experienced and new research and development professionals and building a new state-of-the-art facility in Biopolis. Mr Kaw works closely with the heads of Global Business Units and multiple corporate function leaders to manage P&G's business and operations. He is also working with the Global Business Development organisation to strengthen partnerships with external stakeholders, such as academic institutions and suppliers, to achieve competitive advantages through win-win approaches. Mr Kaw has extensive experiencing bringing innovation to Asia over the past 35 years in the company. 4 Mr Low Cheaw Hwei Head of Design, Philips ASEAN Pacific & Philips Design Consulting Asia Mr Low Cheaw Hwei is Head of Design, Philips ASEAN Pacific & Philips Design Consulting Asia. He has held several senior executive positions including Global Head of Product and Service Design for Philips, Creative Director for Consumer Lifestyle portfolio, responsible for overall creative direction and design strategy, as well as Head of Design for Asia, in addition to his global role. Mr Low joined Philips Design in 1991. Through the years, he has led Philips Design in thought leadership, design management, won multiple design and innovation awards and achieved numerous commercial successes. Mr Low has addressed various international forums and seminars, particularly on topics of innovation and branding. He also chaired numerous design platforms including the Singapore International Design forum 2005 and the organising committee for ICSID World Design Congress Singapore 2009, and currently sits on advisory boards to a few design institutions in Singapore. Mr Loh Lik Peng Founder and Director, Unlisted Collection Mr Loh Lik Peng is a hotelier and restaurateur who founded Unlisted Collection - an umbrella brand that binds all of his design-driven boutique hotels and restaurants in Singapore, London, and Shanghai together. Presently, Mr Loh is a member of Singapore Tourism Board's Tourism Consultative Council as well as the Honorary Secretary of Singapore Hotel Association and Vice Chairman of Shatec Institutes. In 2005, the Singapore Tourism Board awarded Mr Loh with the "New Tourism Entrepreneur Award" for his work in transforming a simple shop house into Hotel 1929. State of the Arts: Government, National Identity, and the Arts in Singapore Abstract In the 1960s, countries in Southeast Asia such as Indonesia and Malaysia were wreaked by ethnic violence. Race riots broke out in Malaysia in 1969 between Chinese and Malays. In 1973 and 1974 anti- Chinese riots and pogroms erupted in Indonesia. Amidst a sea of ethnic unrest, the Singaporean government became aware that the multiethnic nature of Singapore rendered it vulnerable to riots.Memories of the 1964 race riots and the 1950 Maria Hertogh riots were still fresh. The government hoped that the creation of a cohesive national identity would reduce the risk of ethnic and racial violence. In this project I examine the development of national identity in Singapore from 1965-1990 to see how the government and civil society interacted to create a national identity.

    Economics Explorer Series Monetary Authority of Singapore 1 MONETARY AUTHORITY OF SINGAPORE A brief history of MAS, its roles and functions as well as its organisation structure. Economics Explorer Series Monetary Authority of Singapore Brief History of Prior to 1971, the various monetary functions associated with a central bank were performed by several government MAS departments and agencies in Singapore. As the country progressed, the demands of an increasingly complex monetary and banking environment necessitated a re-organisation and consolidation of functions, in order to facilitate the development of more dynamic and coherent policies on monetary and financial matters. In 1970, Parliament passed the Monetary Authority of Singapore Act, by which MAS came into being with the necessary powers to carry out its functions. MAS officially began operations on 1 January 1971, with the authority acting as a banker to and financial agent of the Singapore government. MAS was also entrusted with the mandate to promote monetary stability, and formulate credit and exchange rate policies conducive to the growth of the economy. In 1977, the government decided to bring the regulation of the insurance industry under the wing of MAS. The regulatory functions under the Securities Industry Act (1973) were also transferred to MAS in 1984. Following its merger with the Board of Commissioners of Currency, Singapore (BCCS) on 1 October 2002, MAS further assumed the function of currency issuance. Currency Issuance The Board of Commissioners of Currency, Singapore (BCCS) was established as the sole currency issuing authority in Singapore by the enactment of the Currency Act on 7 April 1967.

    Government and the State LEGAL SYSTEMS IN ASEAN – SINGAPORE CHAPTER 3 – GOVERNMENT AND THE STATE THIO Li-ann* A. INTRODUCTION: THE ADOPTION OF A MODIFIED VARIANT OF THE WESTMINSTER PARLIAMENTARY SYSTEM Upon attaining independence on 9 August 1965 after peacefully seceding from the Federation of Malaysia, Singapore retained a legal system that is essentially based on the British legal system, a colonial legacy, importing the common law and the Westminster model of parliamentary government, with some notable modifications, including a written constitution. Article 4 declares that the Constitution “is the supreme law of the Republic of Singapore”; hence any legislation which is inconsistent with the Constitution is void, to the extent of that inconsistency. The Westminster model of representative democracy is predicated on a bipartisan or multi-party system, where the ultimate political check resides in the ability of an opposition party to defeat the incumbent government at general elections and form an alternative government. This check of political turnover is absent in Singapore as the ruling party has a dominant majority in Parliament. B. PRINCIPLES OF CONSTITUTIONAL GOVERNMENT Separation of Powers Singapore has a unicameral Parliament which currently has 84 elected seats. 82 of these seats are held by the ruling People’s Action Party (PAP) while the other 2 are held by Chiam See Tong (Singapore People’s Party) and Low Thia Khiang (Worker’s Party). Government is based on a variant of the separation of powers principle, organised around the familiar trichotomy of powers: the legislature, the executive and the judiciary. Unlike the UK Parliament, the Singapore Parliament is a body constituted under, and deriving powers from, the Constitution.

Zuern Singaporean Identity and Contemporary Culture: The Nationalization of Capitalism and Modernity What makes a place unique, that gives it its distinct identity? Its people. Its landscape. Its place in the world. Its passage through time. Promotional Ad Campaign by ‘Uniquely Singapore,’ Singapore Tourism Board Becoming independent and sovereign only in 1965, Singapore has emerged as one of the most economically successful and controversial nations in South East Asia. While Singapore is often celebrated for its remarkable economic success, measured through its passage from Third-World to First-World status in a short time, it is also notorious for its controlling, socially conservative government. Despite the controversy, the Singapore government makes no apologies for their state policies. Instead, it celebrates what is perceived as the unique foundation for its success. It is from this notion of uniqueness that this project begins. As someone who has lived in Singapore for a number of years, my time away has also enabled me to look back at Singapore with a critical eye; indeed, what is it that makes Singapore unique and gives it a “distinct identity”? I turn back to the promotional campaign’s top answer: “its people.” How are the people of Singapore, its citizens, fashioned? What is the relationship between the state and the citizens of Singapore? Naruse 1 Through this paper, I examine three components of citizenry in Singapore – capitalism, modernity and (ethno)nationalism – that construct the ideal Singaporean citizen. The relationship between these three components, I believe, can be understood as a triad: The Singaporean Citizen Triangle (ethno)nationalism The nation- state Singaporean citizen capitalism modernity Each of these imaginaries – nationalism, capitalism, modernity – figures in the Singaporean citizen’s identity as registers and logics through which the Singaporean citizen’s identity is read.

In The Company of Citizens: The Rhetorical Contours of Singapore's Neoliberalism Abstract: This essay explores how the language and priorities of the corporate world seep into the halls of government, and the ensuing implications of such rhetoric. Situating my analysis in Singapore’s National Day Rally addresses from 1960 to 2018, I uncover two rhetorical signatures unique to Singaporean neoliberalism: the location of national character in economic performance, and the act of packaging and selling the nation to its people. I conclude by examining the implications of a corporate constitution of the nation for evoking affective ties to the nation, and by considering the value of Singapore’s case to broader critiques of neoliberalism.
