    STATE PARKS AND RECREATION LPRO: LEGISLATIVE POLICY AND RESEARCH OFFICE BACKGROUND BRIEF HISTORY AND OVERVIEW Oregon’s state park system originated in 1921 when the State Highway Commission was authorized to acquire TABLE OF CONTENTS properties dedicated to the protection of roadside forests and scenery. The legislature expanded that authority in HISTORY AND OVERVIEW 1925 to include acquisition, improvement, maintenance, and supervision of land for parks, parking places, camp OREGON STATE PARKS sites, public squares, and recreation grounds. The 1925 SYSTEM legislature also authorized the use of state highway funds TRAILS PROGRAMS for these purposes, so in these early years, funding to grow the system to a network of over 200 park areas WATER TRAILS came from a combination of State Highway Funds (from gasoline taxes), private land donations, and federal funds. GRANT PROGRAMS HERITAGE PROGRAMS During the early 1980s, voters separated the park system from Oregon’s transportation system, eliminating access STATE FAIR AND EXPO to the State Highway Fund for parks purposes. In CENTER response, the legislature created the Oregon Parks and Recreation Department (OPRD) in 1989, distinct from the OFFICE OF OUTDOOR Oregon Department of Transportation. RECREATION STAFF CONTACTS In 1998, voters approved Measure 66, which amended the constitution to dedicate 15 percent of Oregon Lottery funds to state parks, beaches, habitat, and watershed protection. The 15 percent is split 50/50 between OPRD and the Oregon Watershed Enhancement Board. In order to maintain lottery funding, Oregon voters had to reauthorize the constitutional dedication of lottery funds by 2014. Measure 76, approved by voters in 2010, accomplished this by amending the Oregon Constitution to continue the dedication of 7.5 percent of net Lottery Fund revenues to OPRD.

I threw stones into rivers, canoed on rivers and lakes, and walked in many streams. The first time I remember visiting the ocean was around ten years old on a day trip with my family to a beach in Maine. It was cold and rocky! Beaches didn’t figure in my life much. I can dig up memories of a handful of beach visits after that cold dip in Maine; a couple of trips along the Florida Keys with friends and colleagues during college; a brief stop at Cape May to introduce my 6-month old son to the surf in 1972. My beach visits got more regular for ten years starting in the mid- 1990’s when we joined my husband’s family for a week every summer on the beautiful beach of Cape San Blas, Florida. One summer, my husband and I walked the 8 miles to the tip of the cape, slept out and then walked back to the rental house the next morning. These trips gave me a deeper connection to the beach. I also took a few walks on the beach of Charleston, South Carolina, where one of my brothers lived. There, I enjoyed the warmth of the beach. So, before my 60th year, I had played in the surf of the Atlantic Ocean and the Gulf.

In order to better understand the challenge, this research report examines specific examples of road, path and trail building in this and the last century in the USA. America has a long history of road building from the wagon trails and railroads of the 19th century to the highways and freeways of the 20th century. Long pathways and trails specifically designed for human-powered travel have not been a priority for infrastructure investment due to the rise of the automobile. As a result, there is no coherent and intentionally built network of these types of paths. The successes and failures of all types of trails, pathways, and even highways, can inform our decision-making about whether and how to move forward with the Oregon Coast Pathway (OCP).
