Minutes of the meeting held on Wednesday 16th May 2018 in Fylingthorpe Methodist Church.

Public Question Time Oliver Knight came to the meeting to inform the Parish Council about his plans to transform Bay Tree, which was a residential home for the elderly, into a recording studio. He will be in charge of setting up the project and running the studio. It will appeal to a wide range of people including bands, artists and schools. The building will be refurbished according to what is needed as a studio including sound proofing. It should be in demand as other such studios are very well used. Therefore bringing in people to use the studio should not be an issue. The Parish Council was interested in all Mr Knight had to say with regard to his plans and strongly encouraged him to take his application to North York Moors National Parks.

Police Report A mobile phone reported missing in Sandsend which was later found. There were reports of violence in Stainsacre and Robin Hood’s Bay. In Stainsacre one person was arrested and in Robin Hood’s Bay the group causing trouble left before the police arrived. In High and Golden Grove there were reports of burglary, nothing was found in Hawsker and in Golden Grove nothing was taken and two mountain bikes were found after another burglary. There were two road related offences reported. One driver driving at speed and a male driver reported by a horse rider for driving too fast past her. Not followed up because an incorrect car registration was given. Reports have been made of door to door sellers acting suspiciously for which enquiries are ongoing. There have been three domestic incidents reported this month.

3. Minutes of the last Meeting The minutes of the meeting held on Wednesday 18th April 2018 were signed as a correct record.

4. Matters Arising Dick Hoyle confirmed that he had received the cheque for £250.00, a donation for Bank Top playground, from the Mayor of Scarborough fund. A letter of thanks will be sent.

5. Planning NYM/2018/0169/LB Application for installation of replacement timber windows and door at Kirkham House, Shell Hill, Robin Hood’s Bay. The Parish Council supported this application because the double glazing is in keeping with the building. Concerns were expressed that the door should be a solid construction. NYM/2018/0216/FL Application for change of use of land to domestic curtilage (retrospective) (revised scheme refusal of NYM/2017/0503/FL) at land adjacent to Field House, Robin Hood’s Bay. No objections NYM/2018/0232/FL Application for installation of replacement timber windows and doors together with rebuilding of boundary wall at York House, King Street, Robin Hood’s Bay. The Parish Council supported this application but has concerns that the character of the building is not compromised. The date, 17th May 2018, for the planning meeting for the proposed Timber Tea Hut in Robin Hood’s Bay was noted.

6. Clerk’s Report 1) The new General Data Protection Regulations were discussed. There is little change need by the Parish Council. All addresses that need to be accessed are kept by the Parish Clerk on a safe site on a computer with the permission of the people involved. 2) Training on how to use a defibrillator is to take place on Tuesday 3rd July in Hawsker Village Hall at 6.30 p.m. and will last about an hour. The cost for this is £240.00, payable to Ambulance Service, shared between Hawsker cum Stainsacre and Fylingdales Parish Councils. 3) The consultation concerned with Fylingdales school becoming a federation with Hawsker school was discussed. Each school will keep its own identity with one permanent head teacher for both schools. Both senior schools in have appointed new head teachers and are working together. The biggest impact is on the post sixteen year olds. The joint governing body is looking at provision for sixteen years with need for more ‘A’ levels and vocational training opportunities.

7. 8. Councillors’ Reports Graham Irving reported that people have been keeping toilet doors open at Bank Top toilets to avoid paying. There has also been some deliberate damage to the doors. Posts are needed so the doors open only to 90 degrees, this may help stop the damage happening. To date £1,100 has been received from the toilets. Dick Hoyle reported that Kingston Field has been used for a quoits match. The entrance to Kingston Field is very muddy and for access reasons something needs to be done. Dick Hoyle will follow this up. Area 3 to be informed about the steps between Wedgewood House and the Coffee Shack up to Brigarth , also steps from the Square up to the cliff being dangerous and needing attention. Carolyn Watkinson reported that there has been a problem with a visiting school leaving rubbish in Fylingthorpe playground. More bins are to be requested from Paul Thompson. The Bogglers group are celebrating fifty years and have donated £740 to Bank Top playground. A letter of thanks will be sent. Claudia Sutterby asked about a pot hole in Station Road. This will be reported to John Woodhead. The parking problems in King Street continue. The policy in Kingston Field is strictly no dogs but problems with dog poo continue. New signs are needed. It was also reported that there has been a no to a 20 MPH sign at Fylingdales school the reasons for which are difficult to understand. £575.00 has been raised for a bench in memory of Maggie Birch. Two green oak benches cost £600.00. This will provide the memorial bench and the replacement bench on Church Lane.
