God you granted our servant Maurice Michael Cardinal Otunga the grace to be an exemplary pastor at the Church, making him a symbol of humility and love for the poor and less fortunate in the society, Owhile denying and detaching himself from the pleasures of the world. Grant, we beseech thee, that we may also learn to respond faithfully to the demands of the Christian vocation, converting all moments and circumstances of our life into opportunities of loving you and our neighbours with joy and kindness, and of serving the kingdom of God with humility.

We humbly request you to grant your servant, Cardinal Otunga, a share in glory of heaven, which is promised to those who serve you well. Through his intercession, bless the Church, our country, our families and children, and grant us the favours we humbly request... (say your intentions). Through Christ our Lord. Amen.

2 Preface UNITING, HEALING AND RENEWAL OF OUR NATION... GOD’S GIFT The social teaching of the Church is one of the most educative documents of the Church on how we should live our faith and with others. In fact, if we want to unite and heal our nation, we need to apply the social teaching of the Church. It teaches that human life is sacred and that the dignity of the human person is the foundation of a moral vision for society. There are ten principles of the Catholic social teaching namely: Human dignity, Community and the common good, Rights and responsibilities, Option for the poor and the vulnerable, Participation and subsidiarity, Dignity of work and the Rights of workers, Stewardship of creation and Solidarity. Admittedly, if well understood and practised, the social teaching of the Church can be a springboard for a stable nation where the human dignity is respected and promoted. Specifically, we are called to solidarity with our fellow human beings. The teaching on solidarity provides a robust and useful understanding of the social obligations of individuals, communities, institutions and nations. Human beings must learn to live with one another and should not exclude others. We need to strengthen our cultural values and teach our children values found in our tradition. This means that unless we reclaim our cultural identity, we shall continue to be divided as Kenyans. One of the core aspirations of the Constitution of 2010 is national cohesion in a multi-ethnic society. Sadly, ethnicity continues to be used as a tool to divide individuals, communities and to fan violence. One’s ethnic background becomes a factor to determine their access to public resources and the manner they interact with their neighbours and other citizens. This year we purpose to address some of the issues affecting our cohesiveness as a people. In so doing, we could have a breakthrough in bringing about healing, unity and renewal of our country. In the first week, we shall discuss the pertinent and important theme of Environmental Conservation and Protection. The Church believes that we must, by all means, protect our environment. Today, many people are suffering from lifestyle diseases and specifically what they are eating and how they are treating the environment. This has led many people to spend a lot of resources in medical attention to the extent that they affect the general economy of families. On care for our common home, Francis reminds us that ‘’we should care for this world which is the home we human beings share in common with all other creatures. The

3 environment is not something outside us: we are an integral part of that world. It means care for each and every being and for the generations to come.’’ Family Values, which we shall discuss in the second week, have suffered immensely through the introduction of alien values that tend to disintegrate families. As Christians we must claim our family values if we want to build our society in a better way. In this regard, all institutions - family, Church, school and society at large - must pay their role. Corruption will be our topic for the third week. Corruption is a dishonest or fraudulent conduct. It is the abuse of entrusted power for private gain. Corruption threatens development, ethical values and justice, it destabilises our society, endangers the rule of law, delays our development, contributes to poor building quality and layers of additional costs. Corruption continues to manifest in all sectors of social, economic and political life despite the progressive legal framework which, if properly implemented, would curb the vice. Socio-Political Inclusion will be our topic for the fourth week. The challenges that the nation is facing include divisions that have been fanned by cut-throat political competition between different coalitions and actors. These divisions are supported by the growing gap between the rich and the poor due to rising cost of living and rampant unemployment, especially among the youth. We should never allow ourselves to exclude anybody from our society. Such exclusion would be arbitrary and is against our Christian calling as well as the spirit of the Constitution. Since Independence, impunity seems to have infected our country. Impunity is the prevention of punishing an offender of an injurious action because of the person’s social status or connectedness. In the fifth week we shall deal with Respect for the Rule of Law. Laws are there to ensure that all live in harmony, if well followed, they reduce conflict in society. Christians are obliged to obey laws, except those that go against God’s commandments. We cannot have unity and cohesion if some people will be exempted from following the laws of the land. As we seek to address the issues of unity and healing, let us do it in the spirit of Lent. Lent is a time of prayer, fasting and alms giving. These discussions will take root if there is actual prayer and fasting. Let us give our country another chance in these coming days by allowing the spirit of forgiveness and reconciliation to take root in our hearts. Lent in the Catholic Church n the Christian tradition, this is the period in the liturgical calendar from Ash Wednesday to Palm Sunday (Sundown). This annual commemoration prepares the faithful through prayer, repentance, giving alms and self- denial. The event is linked to the Passion of Christ and the celebration of his IResurrection. It is also in this liturgical period that catechumens are baptised on Easter.

Why 40 days? he number 40 is important in the life of Christians. and the Israelites, for example, wandered in the desert for 40 years as they prepared to go to the Promised Land. Moses was on Mount Sinai for 40 days and 40 nights Twithout eating or drinking water, where he had gone to receive the tablets of the Covenant God made with the Israelites. In the time of , it rained for 40 days and 40 nights. spent 40 days and 40 nights on Mount Horeb without food. In the New Testament, was led to the wilderness where he fasted for 40 days and 40 nights.

Why the Kenya Lenten Campaign? n the spiritual mood of Lent, the Catholic Church in Kenya felt the need to inform the public of the problems affecting society and advocate for change. Through the Lenten Campaign, the Kenya Conference of Catholic call Ifor all Christians and people of goodwill to join them in addressing these problems and advocate for change. By joining the bishops in advocacy, individual efforts, our small voices become much louder and each individual’s action is multiplied.

ikujua, one of the villages in Kwetu County, was endowed with mountains and natural forests. The mountains were the source of streams of freshwater and home for various bird and animal species. The villagers always had enough to Seat as the soils were fertile. As years went by, the village population grew. Human activities like farming, setting up of industries and demand for land increased. People moved into the forests and destroyed the water source and natural habitat for animals. Forests became bare and rivers dried up. The situation was worsened by industries which dumped waste chemicals into rivers and lakes, affecting marine life. These activities affected the ecosystem, causing low yield in food production. Sikujua village was ravaged by severe hunger, malnutrition, strange diseases, prolonged droughts, floods and landslides. All these was caused by the destruction of the environment. The increased environmental problems and calamities became a major source of concern to the community, which came together to discuss the predicament. Local religious and political leaders, the government’s environmental agencies and other stakeholders in environmental conservation and preservation were invited to advice and help to advocate for the protection and restoration of the environment. They resolved to raise awareness within the community on tree planting, good farming practices including the use of organic fertilizers, crop rotation, agroforestry and protection of wetlands. They proposed ways of improving waste management and reached out to local industries to adopt environmentally friendly waste disposal. As a result, the society enjoyed the benefits of a clean and healthy environment for all. Judge: Situation analysis Pope Francis (Laudato Si, 2016) pauses an urgent challenge to protect our common home … to bring the whole human family together to seek a sustainable and integral development, which resonates with the Catholic Social Teaching. We are damaging our relationship with our “common home” as we harm the environment. In so doing, we are damaging our relationship with other humans, particularly the vulnerable, the poor and future generations. We are forgetting our interconnectedness with the earth and humanity who depend on our good stewardship of the gift of creation. (No.13)

7 The state of our common home is scaring: climate change is the greatest life threat our earth has ever seen. It is caused by humans and has led to the depletion of freshwater and loss of biodiversity, global warming, negative impact of carbon- intensive economies on the natural world and human life, social and environmental impacts of mining. In our society today, the environment is threatened by human activities that have caused environmental degradation, global warming and climate change. These effects have reached levels that threaten human security and the ecosystem in general. We have witnessed deforestation, poor farming practices, improper waste disposal and management that are leading to depletion of the natural resources like air, water and soil; destruction of the ecosystem and habitats; extinction of wildlife and pollution. (UNEP). We have experienced long spells of droughts, flooding and unpredictable weather patterns due to climate change that can be directly linked to poor decisions on our ecosystems, energy, natural resources, urban expansion, infrastructure, production, consumption and waste management. Pope Francis is inviting us to embrace the “Gospel of Creation”, that considers the world the way that God intended it. He warns us of consumerist and profit- driven economic ideologies of exploitation, and a throwaway attitude towards nature and human life itself. He advises us to slow down and look at reality in a different way. We are called to solidarity as one human family with shared responsibility for others and for creation. There is need for international collective actions: (to switch from fossil fuels to renewables), and international agreements and legislation not only in relation to climate change but also biodiversity and the oceans. It is time to act, change our lifestyle and consumption. Believers and nonbelievers, families and communities are invited to make a difference in small but tangible ways. A deeper spiritual “ecological conversion may be attained through consumer choices, education and cultivation of ecological virtues such as reducing wastefulness and environmental awareness creation for all”. Prof Wangari Maathai (2004) reminded us that: “Protecting and restoring the environment contributes to peace; it is peace work ... I always felt that our work was not simply about planting trees. It was about inspiring people to take charge of their environment, the system that governed them, their lives and their future.” Pope Francis insists that injustice is not invincible (Laudato Si no. 74) and we believe that we seek to live out God’s vision of renewed relationships with Him, ourselves, one another and creation.

Spiritual reflection The theme of this Sunday is the temptation of Jesus. God gave us the governance of creation. He expects us to be good stewards of the creation. But now and then we are tempted to violate the creation through our selfishness and greed. Just as Jesus was challenged to remain faithful to the Father, we have the same challenge. God wants us to profess that he is in control and we should never doubt his love. The second reading reminds us that our trust of God must be manifested in our lives and proclaimed by our words.

ora Sisi village was well known for its family values and good morals. The village was cohesive, progressive and had established and respected institutions of leadership, marriage and family. Everybody had a role to Bplay. Mothers spent time with their daughters and fathers were with their sons, nurturing them on values. With time, however, the village was caught up in secularisation and external influence. People started leading careless lives and never bothered about the affairs of others. It did not matter the age or gender. Marriage and family values were no longer held with high esteem; leading to broken families, marriages and other institutions of formation. With secularism also came along technological improvements. In the absence of parental guidance and with a disintegrated village, the youth turned to the uncensored social media for solace and guidance. The result was the increase of social vices like crime, prostitution, drug abuse and radicalisation. The churches which taught good morals and values and were once vibrant, now seemed backward. People joined groups that promised better things than values. Unknowingly, cultism, materialism and idolatry became a way of life. With the carefree lifestyle, poverty rates rose and jobless youths turned to gambling in the hope of getting rich quickly. Consequently, the dignity of work and productivity was compromised, crime rates increased as people, especially young people, had gambled away all they had. Theycould do anything to get an extra coin to gamble. Some community members got concerned and sought to redeem their moral bearing by devising ways of rehabilitating and restoring the village’s moral glory. They vowed to work to reclaim and instill good morals, the sacredness of marriage and the role of family in raising disciplined children. Slowly, the community regained its morality and family values. Order was restored and community laws were reinforced and followed. Each person played their role and the village prospered.

Judge: Situation analysis The family is the first and basic social unit of society. The family is nature’s established association for the supply of mankind’s everyday wants. For a civilisation to succeed, the family must succeed, and right now, it is not. The family in today’s

11 society faces many challenges including drug addiction, crimes and militia groups among the youths, same sex attraction, child abuse, negative media influence, lack of discipline, balancing work and family, materialism, poverty and divorce among others. All these are symptoms of the spiritual and moral crisis confronting our society today. The crisis stems from the secularisation assaulting the family and society. Worst is the people’s indifference towards the spiritual and moral crisis, which has given rise to cultures that totally disregard values. Family values like prudence, love, caring, modesty, self-discipline, trustworthiness, responsibility, respect, fairness and fidelity are no longer being cultivated. Some of the social evils we are witnessing today such as corruption, infidelity, indiscipline, unrest in schools and irresponsible parents stem from lack of family values. Parents and those charged with raising children have neglected their responsibility. The#Ifikie wazazi on youth immorality in urban areas is just a tip of the iceberg. Many vices can be attributed to lack of moral formation in families; social and economic policies, directly or indirectly, play a role in influencing family values. The Church, another social institution, is aware of the problems facing the family, which is the principal cell of human society. It calls us to reflect on how the family is related to the plan of God in Salvation. This call is articulated in her Catechism, that calls us to a moral life and uses it as its framework. The teaching of Jesus about the two great commandments of love - to love God above all things, and to love one’s neighbour as oneself - sums up the Ten Commandments: the first three concern love of God, and the other seven the love of neighbour. In the public discourses, the Church further teaches that people have a right and a duty to participate in society, seeking together the common good and well-being of all, especially the poor and vulnerable. But this ought to be done conscious of marriage and the family as the central social institutions that must be supported and strengthened, not undermined. Therefore, motherhood and fatherhood must be exercised responsibly, with full consideration of a proper hierarchy of values. This means that married couples must be open to life. Granted, motherhood and fatherhood are not exercised in a vacuum. In making their decisions, couples are entitled to consider the “physical, economic, psychological, and social conditions” which they confront. These present the setting in which responsible parenthood is practiced. In light of this desire, the Holy Father encourages everyone to look with hope to the future and recommend behaviour, which preserves and fosters love within the family, namely, by saying “Can I? May I?”, “Thank you” and “I am sorry” and never allowing the sun to set on a quarrel or misunderstanding, without having the humility to ask for forgiveness. 12 Readings Genesis 15:5-12.17-18 Philippians 3:17-4:1 Luke 9:28-36

Spiritual reflection For the family to succeed, it must journey with God. This is what did. He completely trusted God. With God, things cannot go wrong. We are called to leave the worldly life for a godly one. Families that are faithful to God’s word will prosper even if they meet obstacles along the way. Just like in the transfiguration, God shone his light to those who follow him.

ogando residents prospered and lived in harmony for many years. They worked hard to support themselves and pomptly paid taxes. They had beneficial community programmes such as collection of garbage, cleaning Lthe market and planting trees. All elders knew that they had social and collective responsibilities of educating the young on moral values, respect for others, fidelity, trustworthiness, faithfulness, integrity, honesty, justice, and above all, fear of God. The Logando community was keen on agricultural projects, ensuring there was sufficient food for every family and excess to sell to the neighbouring Macho Magumu region whose residents cared less about good morals and fear of God. Their health as a community improved tremendously. They also started table banking for various groups of youth, women and men. They always ensured school fees for their children was paid on time, made good contributions to their churches and were involved in making decisions on all church projects. The community prospered and generated immense wealth through hard work, moral uprightness and faith. The villagers wanted to continue improving lives and enhance development. They unanimously picked one of the elders to midwife the noble venture. Numerous other projects were started and finished on time and in the standard they prescribed. Their leaders remained faithful, transparent and accountable to the people. With time, the trusted leader started to work only with those who supported his ideas. He took to proposing projects instead of allowing the people to decide as had been the practice. The result was immense implementation discrepancies and mismanagement of resources. The community sent a delegation with a petition to the elders. Surprisingly, the team was compromised and instead supported those overseeing the disputed projects. The community sought the intervention of religious leaders but some of them chose to keep quiet while people continued to suffer. As a result, some community members stopped paying taxes and took to giving bribes. Development and social projects like schools, roads, markets were built based on ‘who you know’ and whether you support the ruling team. The tax collection systems changed; villagers had the choice between paying directly to the government what was due or paying less to line other people’s pockets. The result was failed institutions and systems as selfish interests took pole position.

15 Judge: Situation analysis Corruption is the abuse of power for private gain. It encompasses unilateral abuses by government and non-government officials through embezzlement and nepotism. There are other vices perpetrated by both public and private actors such as bribery, extortion, undue influence and fraud. Corruption arises in both political and bureaucratic offices and can be petty or grand, organised or unorganised. Corruption often facilitates criminal activities such as drug trafficking, money laundering and acquisition of fake land title deeds. In simple terms, corruption is the loss of integrity, which is described as “wholeness or completeness; soundness; genuine; unadulterated state; morality; high principle.” Corruption is a disease, eating away not just at Kenyan politics but at our economy and society. Theft of public resources keeps food away from the needy, medicines from dispensaries and salaries from our most valued public services. Corruption is the source of climate change as we have been interfering with mother nature to enrich ourselves without caring for the future of the generations to come. Corruption in Kenya is growing at unimaginable levels, with the situation getting worse by the day through wanton thefts of public and private resources by those charged with safeguarding the wealth. Farmers have been disfranchised and graft has compromised our economies and social life. Kenyans seem to have accepted corruption as a way of life. The root-cause of the vice is impunity, which has bred a clique of highly connected individuals who believe that they are untouchable. Some economists and budget experts hold that major graft scams are mooted at the budget-making level, both in the private and public sectors. People are in a hurry to get rich by blatantly allocating public money to themselves, brokers or businesses by manipulating budgets or through obvious misplaced priorities in the four key phases of formulation, adoption, execution and control. At the individual level, we often overlook the role we play in sustaining systems that reward dishonesty and scheming. How many of us pay to access jobs that we acknowledge we are not qualified for? How many projects in learning, health and even religious institutions stall despite people denying themselves to raise enough funds to complete the ventures? How many times have people fund-raised, only for the funds to be diverted? How many of us have used our offices to unfairly give undue advantage to some over others? As parents, how many times do we ‘reward’ our children for doing basic chores? Later in life, are we able to relate this family ‘bribes’ to what happens in public life? How often have we heard of family meetings to resolve rape cases out of court, leaving the victims to suffer silently? When the county government cannot raise enough funds to construct roads because we are not paying levies, do we have the right to question its development record? 16 There is an urgent need for self-evaluation. We should not be seen to be shifting our goal of attaining a graft-free society. We must remain steadfast and come together to fight corruption at all levels. Luckily, we have started seeing suspects being arrested and arraigned in courts.

Spiritual reflection Lent is time to repent. We have seen that crime and corruption only takes us away from God. God is calling us to change our ways. When Moses was called by God, he abandoned his own ways and accepted the Lord’s proposal to return to Egypt and liberate his people. You and I are being called to liberate our country, Kenya, from the chains of corruption. This journey to freedom is long and hard. And just as the children of Israel were tempted many times to return to their old ways, we too will be tempted to want to become rich, influential and powerful. The second reading reminds us that even as Christians, we are prone to temptations and could easily fall.

abadiliko was a multi-ethnic county with diverse rich cultures and traditions. Their main economic activities were farming and trade. The neighbouring county of Twende, though not well endowed with good Mrains, was blessed with natural resources and a rich culture too. Twende was economically better than Mabadiliko and had good policies on how to share the benefits derived from their natural resources. There was equitable distribution of resources amongst the various groups based on their well-identified needs. This governance system was made possible by the community elders’ oversight roles and the inclusiveness and active participation of all. With time, the community of Twende opened up to foreign cultures and adopted practices that affected their leadership and daily activities. The community that for generations had prided itself of cohesion and equitable resource sharing and distribution, started falling apart. Resources were no longer distributed on a need basis but rather on one’s influence. Eventually, people started fighting over leadership slots to protect their own interests as opposed to working for the benefit of the Twende community. Some groups ended up being excluded in the process. At some point, the residents of Twende requested for a review of the governance system. Their desire was to get a formal and democratic system where elections would be conducted every three years and address all social and political inclusivity. Many candidates vied for the available leadership positions during the polls. One of them was Mr Tumbo, who had returned from abroad. The residents had a lot of hope in him due to his wealth, overseas experience and advanced studies. He presented a beautiful manifesto and promised to uplift the living standards of the residents. He won the election with a landslide and to his supporters, change was inevitable. Within the first three months in office, he exhibited his true character: arrogant, not taking advice from the elders, religious leaders and other stakeholders. He appointed his political, social and business friends to senior positions and rewarded them handsomely. In doing so, he neglected the provisions of the laws on inclusivity of the marginalised, minority, gender, youth and persons with special needs. He failed to engage residents in public participation forums. Mr Tumbo presided over the political, economic and social deterioration of his community . He mismanaged the resources, suppressed peoples’ voices and brought the economy and the peoples’ welfare to their knees. 19 The people realised that his entire manifesto and pre-election promises were all meant to hoodwink them to vote for him. Residents started to regroup and agitate for change and better service delivery. They on several occasions convened at Mr Tumbo’s office compound where they staged sit-ins, making his office inaccessible. The police could not intervene as the processes were peaceful and within the law. This prompted Mr Tumbo to seek dialogue with the citizens and addressed issues of exclusion, public expenditure management, fair allocation of tenders to youth, women and people with special needs. The results of the people’s initiatives and action started bearing fruits. Public participation in economic and social issues was enhanced and Twende County’s past glory was restored.

Judge: Situational analysis In any modern democracy, it has been established that stable and sustainable political systems require constant input from all parts of society. The inclusion of all these groups into the political processes is important for the health of the political system and for socio-political integration in general, i.e. for communal and individual’s identity with the nation state and its governments. Kenya has suffered greatly due to bad social and political policies and practices that entrenched exclusion and marginalisation. The political class has extensively exploited the social vulnerability of the people, widening the drift of ethnic differences at the expense of national identity. From the experiences of elections since 1992, we can conclusively argue that there are close links between social exclusion and violent conflict and insecurity, both in terms of causes and consequences. This can range from civil unrest to violent armed conflict and terror activities. Severely disadvantaged groups with shared characteristics (such as ethnicity or religion) may resort to violent conflict to claim their rights and redress inequalities. Group differences are not enough in themselves to cause conflict, but social exclusion and horizontal inequalities provide fertile ground for violent mobilisation. Hence, the concept of social inclusion can help in conflict resolution because it identifies some of the causes of conflict. By analysing why some societies with sharp horizontal inequalities suffer conflict and others do not, it has become evident that conflict occurs most frequently when socio-economic and political horizontal inequalities are combined. Despite having a progressive Constitution, vibrant laws and policies, Kenya still has a long way to go in maintaining law and order. The gap between the rich and the poor is unacceptably huge in a society that seeks justice and peace. Kenya’s quest in its Vision 2030 to grow by 10 per cent every year must ensure inequality is reduced and all people benefit equitably from development initiatives and resource allocation. There is need to activate and promote legal avenues that provide for public participation and citizen’s engagement in the policy- making, formulating strategies and actions to overcome exclusion of groups or individuals. This will ensure inclusive benefits of growth and development, socio- political tolerance, social accountability and creation of awareness to the public on issues of governance, service delivery and respect to the rule of law.

Spiritual reflection Just as the people of Israel did not reach the promised land by themselves, God had to intervene. We need to be reconciled to God and other members of the community. When we are cut from others, we eventually cut ourselves from God. The young man in the Gospel separated himself from his family but this led to misery. The elder son also wanted his brother to be excluded but the father reiterated that they were both his sons.

alimali, the headquarters of Mjini County, grew fast due to availability of devolved funds and other financial allocations for urban development by the national government. Many moved from rural areas to seek Memployment in the town, which soon became overpopulated. Casual and lowly paid labourers occupied the informal settlements in the town’s outskirts. People illegally allocated themselves a road reserve and areas set aside for other community projects. They named the zone Kijiji Chetu and built schools, churches, mosques and hospitals. After some years, the national government revealed plans to expand the road from Kijiji Chetu to Malimali . Mzee Msafi, a shrewd businessman well known for his flashy lifestyle and connections to key local politicians moved quickly and corruptly acquired ownership documents for the Kijiji Chetu land and plotted to evict the dwellers, hoping for compensation once the road expansion project kicked off. Kijiji Chetu residents established Mzee Msafi’s grabbing scheme and sought the court’s intervention. Their case was dismissed as they didn’t have any land ownership documents. They were dissatisfied with the ruling, staged demonstrations and brought down the fence erected around the disputed land. Mzee Msafi used the police to evict the residents. Two locals and one police officer died in the commotion. A resident who trained on land laws convened a meeting of leaders and village elders to deliberate on the next step. They also invited the officials from the relevant offices and Mzee Msafi. It was established that the land Mzee Msafi claimed to be his was partly communal and a road reserve set aside before any of them moved in. After establishing the truth, the slum dwellers resolved to vacate the land within six months to pave way for community development projects, including the road expansion. They agreed not to pursue any compensation. The Kijiji Chetu leadership was mandated to initiate legal action against Mzee Msafi and his collaborators for illegally acquiring titles with the intention to defraud not just the local community but also the national government.

Judge: Situation analysis Laws are important for a society and the conduct of citizens. They allow for easy adoption of societal changes, protect fundamental rights and wad off conflicts between social groups and communities.

23 Our Constitution, in the preamble, recognises divine law by expressly acknowledging the supremacy of the Almighty God of all creation. Accordingly, the divine law calls on all of us to do what is morally good as commanded by God, our guide. Despite this guidance in the Constitution, the rule of law is elusive in our society. Why is it so? The institutional reforms and separation of power contemplated in the Constitution have never been fully implemented. As a country, Kenya has high levels of impunity, with numerous people not being held to account for their actions. Part of the problem is the political class’ total disregard to transparency, personal responsibility and integrity. The Church’s teaching emphasises the importance of the rule of law in safeguarding the ideal value of human dignity. But the rule of law, in itself, may not always be enough to adequately protect human dignity. Law is a social instrument to foster fundamental values in society and culture. If legal norms depart from fundamental values, the law cannot adequately safeguard human dignity. The Church’s moral teaching on the rule of law is that the law must be consistent with human dignity. Spiritual reflection St Paul’s letter to the Philippians relates to the law and salvation. Double application of the law is an assault of the dignity of the human person. The woman was discriminated against and Jesus challenges all.
