This is the first time that the Combined Commanders’ Conference has been held on board an aircraft carrier. The Prime Minister inspected a Tri-services Guard of Honour this morning at INS Garuda at Kochi, before arriving on board INS Vikramaditya, where he was received by the three Service Chiefs. The Gentleman Cadets displayed tremendous enthusiasm, vigour and zeal, marching to military tunes with pride and élan. Congratulating the newly commissioned officers on successful completion of their training at IMA, the COAS emphasized the need to achieve professional excellence in all sphere of Military Training and advised Gentleman Cadets to “Never Stop Learning”. The COAS Medals being awarded to winners by the COAS Gen Dalbir Singh COAS reviewing the passing out parade at Dehradun 8 Sainik Samachar January 1-15, 2016 Gen Dalbir Singh COAS awarding COAS Banner to Hajipir Coy also inspected the Guard of Honour given by the Gentleman Cadets and presented the medals to award winners. The coveted award the Sword of Honour was presented to Academy Under Officer Lalit Thapiyal. Gen Dalbir Singh COAS taking report from the Parade Commander at IMA Dehradun - Col Rohan Anand January 1-15, 2016 Sainik Samachar 9 235TH ANNIVERSARY AND REUNION Madras Sappers War Heroes Remembered n the occasion of the O235th Anniversary, Reunion and the Biennial Regimental Commander’s Conference (BRCC) of Madras Sappers, a wreath laying ceremony was held at the War Memorial of the Madras Engineer Group and Centre to pay homage to the War Heroes, who have sacrificed their lives for the sake of our nation. Lt Gen RM Mittal, Colonel Commandant of Madras Sappers, Brigadier Devaya, Commandant MEG & Centre, Senior Subedar Major, Senior NCO, Senior Sapper and a Senior Recruit paid homage to the martyrs by laying wreaths at the War Memorial. As the bugles sounded the last, a two minute silence was observed. This was followed by glittering ceremonial parade commanded by Colonel Santosh Reuben was reviewed by Lieutenant General Sanjiv Talwar, Engineer-in-Chief of the Indian Army and was witnessed by a spell-bound crowd of more than two thousand service personnel and their families. Marching to the tunes of Kadam Kadam Badhaye Ja, Vetri Vetri, Haa Toroi the proud Thambis paraded the presidential colours and reinforced the popular belief that the Madras Engineer Group is synonymous with pride & professionalism. He also released a postal first day cover on this occasion. As a mark of respect, on behalf of a proud and grateful nation the Reviewing Officers felicitated ‘Veer Naaris’ (Widows of Battle Casualties) on this occasion. - Dr MS Patil 10 Sainik Samachar January 1-15, 2016 JAG Department Celebrates 32nd Corps Day he Judge Advocate General (JAG) TDepartment, the judicial and legal wing of the Army responsible for dispensation of justice to all ranks celebrated its 32nd Corps Day in New Delhi on December 21, 2015. In most cases, civil-military relations literature focuses on civilian control in a democracy or the breakdown of that control. The focus of this research is the opposite: either the returning of civilian control or maintaining civilian control. Moreover, the approach taken in this dissertation is different because it assumes group identity, and the military’s inherent connection to society, determines the civil-military relationship. This dissertation provides a qualitative examination of two states, Pakistan and India, which have significant similarities, and attempts to discern if a group theory of civil-military relations helps to explain the actions of the militaries in both states. Both Pakistan and India inherited their military from the former British Raj. The British divided the British-Indian military into two militaries when Pakistan and India gained Independence. These events provide a solid foundation for a comparative study because both Pakistan’s and India’s militaries came from the same source. Second, the domestic events faced by both states are similar and range from famines to significant defeats in wars, ongoing insurgencies, and various other events.

A government for the new state of Iraq was formed in November 1920, with Emir Feisal being proclaimed King of Iraq on 23 August 1921. The United Kingdom signed a treaty with Iraq in October 1922 defining the relationship between the two sovereign states. This treaty imposed limits on the sovereignty of Iraq and maintained British interests in the country. In 1925, the area around Mosul, which was rich in oil deposits, was ceded to Iraq from Turkey.

    CAPABILITY BASED FORCE STRUCTURES FOR INDIA 2015-2025 By Maj Gen G D Bakshi SM, VSM (retd) Force Structuring can be done in two ways – Threat based or Capability based. Traditionally, Indian Force structures have generally been premised upon a threat-based analysis in the post-independence period. Indian Military history, howver, can be studied in terms of the three local Revolutions in Military Affairs (RMAs) that ushered in very major changes in the socio-political realm. In fact South Asia has largely been a civilisational and not a political entity. There were only three episodes of unification in its 5000 year long history. The three unifications of South Asia were in fact effected by local RMAs that replaced the attrition mindset with a manoeuvrist orientation. These three RMAs ushered in significant changes in the Indian political and economic spheres. The three RMAs were:- - The Elephant Based RMA of the Mauryans. This unified India in the wake of Alexander’s invasion. Kautilya in fact first unified India from Afghanistan and Baluchistan frontier regions down to Karnataka. He achieved this by using War elephants in the mass to generate “Shock and Awe” and usher in unprecedented rates of mobility in all types of terrain. He was a master of Information warfare. The Kautilyan Paradigm provides the essence of an Indian Strategic culture that has tended to persist over the millenniums and reasserted itself whenever India became a unified entity. - The Cavalry, Field Artillery and Musket based RMA of the Mughals. This unified India under the Mughal Empire by an intelligent combination of Horsed Archers, Field Artillery and Muskets.

    1 I N T R O D U C T I O N It is indeed a great privilege to have been asked to deliver the inaugural late Lt Gen Hanut Singh Memorial Lecture, in honour of this iconic Cavalry General and battle field leader, who remains a role model for many across the Indian Armed Forces. • I thank Lt Gen Vinod Bhatia, Director, Centre of Joint Warfare Studies and also Lt Gen Ashok Shivane, DGMF, for having given me this opportunity. • The subject I am covering today is vital to all of us assembled here: “Military Leadership in the 21st Century”. But it is even more vital to the Nation, for the Indian Armed Forces are the ultimate guarantors of our Nation’s Security and well being, and how this instrument of ‘Last Resort’ performs will be largely determined by the leadership that steers this organization in peace and leads it in war. • Seated here today amongst the audience are some of the iconic leaders of yesteryears, some of whom have rubbed shoulders with the legendary Gen Hanut. The presence of our Hon’ble Raksha Mantri is greatly motivating for all of us. Having interacted with him on a number of occasions, I can say with conviction that the operational preparedness and well being of the Armed Forces are in very steady and capable hands and very close to his heart.
