Zakona o prostornom uređenju ("Narodne novine", broj 153/13) - u nastavku teksta Zakon i članka 52. Statuta Grada Splita ("Službeni glasnik Grada Splita", broj 17/09, 11/10, 18/13, 39/13 i 46/13 - pročišćeni tekst) Gradonačelnik Grada Splita je Zaključkom (Klasa:350-01/15-01/00034; Urbroj:2181/01-09-01/06-16-55) od 13. rujna 2016. godine utvrdio Prijedlog Izmjena i dopuna Generalnog urbanističkog plana Splita za javnu raspravu (Prilog 1) 1.Podaci o objavi javne rasprave Sukladno članku 96. stavku 3. Zakona, Služba za prostorno planiranje i zaštitu okoliša, objavila je javnu raspravu o Prijedlogu Izmjena i dopuna Generalnog urbanističkog plana Splita dana 16. rujna 2016. godine na web stranici Ministarstva graditeljstva i prostornog uređenja i na web stranici Grada Splita, a 19. rujna 2016. godine u dnevnom listu "Slobodna Dalmacija". (Prilozi 1.1., 1.2.,1.3. i 1.4.) Također je obavijest o javnoj raspravi dostavljena JU Zavodu Splitsko-dalmatinske županije (Prilog 1.5.) 2.Popis sudionika u javnoj raspravi koji su pozvani s posebnom obavijesti o javnoj raspravi Sukladno članku 97. Zakona, upućena je posebna pisana obavijest o javnoj raspravi javnopravnim tijelima određenim posebnim propisima, tijelima jedinice lokalne samouprave, te gradskim kotarima i mjesnim odborima unutar obuhvata Prijedloga Izmjena i dopuna Generalnog urbanističkog plana Splita (Prilog 2.1) 3. Podaci o javnom uvidu i javnom izlaganju Javni uvid u Prijedlog Izmjena i dopuna Generalnog urbanističkog plana Splita trajao je 15 dana i to od 28. rujna 2016. godine do 12. listopada 2016. godine. Javno izlaganje provedeno je sukladno članku 99. Zakona 6. listopada 2016. godine u Domu Hrvatske vojske, Poljudsko šetalište 1 u Splitu, sa početkom u 17 sati, te se o istom prilaže prijepis tonskog zapisa (Prilog 3). Evidencija prisutnih na javnom izlaganju pozvanih sudionika u javnoj raspravi daje se u prilogu (Prilog 3.1.) 4.Mišljenja, prijedlozi, primjedbe na Prijedlog Izmjena i dopuna plana U roku naznačenom u objavi javne rasprave zaprimljene su ukupno 832 primjedbe, prijedlozi i očitovanja. Od ukupno evidentiranih primjedbi , pristiglo je 230 istovjetnih i 30 ponovljenih primjedbi koje se zaprimljene na više načina (osobno na protokol, e-mailom, poslane poštom) 4.1.U roku označenom u objavi javne rasprave zaprimljene su: 4.1.1.Primjedbe javno pravnih tijela i ostalih tijela pozvanih posebnom pisanom obavijesti: -HAKOM (br.3, 10,62) -Sveučilište u Splitu (br.27,222) -Promet d.o.o.(br.121,208) -Hrvatske ceste(br.586) -HŽ Infrastruktura (br. 646) -EKO Kaštelanski zaljev (br.679) -HaPS (br.682) -DAS (br.688) .Lučka uprava Split (br.761) -DUZS (br. 769) -Ministarstvo kulture,Konzervatorski odjel Split (br. 776) -JU za upravljanje PŠ Marjan (br.782,789) .Ministarstvo unutarnjih poslova (br.814) -Ministarstvo zaštite okoliša i prirode (br .825) 4.1.2.Suglasnosti I mišljenja javno pravnih tijela -Hrvatske šume d.o.o. Primjedbe susjednih gradova i općina - Grad Solin (br.672,816) 4.1.6.0stale primjedbe su primjedbe građana,udruga i tvrtki 4.2.Nakon roka objavljenog u objavi javne rasprave zaprimljeno je ukupno 13 primjedbi i to: 4.2.1.Primjedbe javno pravnih tijela -Hrvatske vode (br. 828) 4.2.2.0stale primjedbe građana i tvrtki Popis i sažeci svih zaprimljenih očitovanja, mišljenja, prijedloga i primjedbi s obrazloženjima o razlozima njihova neprihvaćanja, odnosno djelomičnog prihvaćanja daju se u Prilogu 4, a izvornici očitovanja, mišljenja, prijedloga i primjedbi čuvaju se u arhivi nositelja izrade. Sukladno članku 102. Zakona, sva očitovanja, mišljenja, prijedlozi i primjedbe obrađeni su od strane odgovornog voditelja u suradnji s nositeljem izrade Izmjena i dopuna Plana, te je pripremljeno Izvješće o javnoj raspravi o Prijedlogu Izmjena i dopuna GUP-a Splita. U tijeku obrade primjedbi, očitovanja i mišljenja odgovorne voditeljice izmjena i dopuna plana su Ministarstvu prostornog uređenja i graditeljstva uputile dopis u kojem sukladno članku 84. Zakona traže očitovanje u svezi s rješavanjem primjedbi s javne rasprave koje se odnose na mogućnost ozakonjenja bespravno izgrađenih objekata u obuhvatu Park šume Marjan (prilog 5). Utvrđuje se Prijedlog Izmjena dopuna Generalnog urbanističkog plana Splita prosljeđuje na javnu raspravu. 2. Zadužuje se Služba za prostorno planiranje i zaštitu okoliša, da objavi i provede postupak javne rasprave o Prijedlogu Izmjena i dopuna Plana iz točke 1. ovog Zaključka. 3. Za vrijeme trajanja javne rasprave na javni uvid izložit će se Prijedlog Izmjena i dopuna Generalnog urbanističkog plana Splita u prostorijama gradske uprave, Obala kneza Branimira 17, Split (zgrada ex ,Banovine"). 2. Javni uvid trajat će od 2B.rujna 2016. godine do 12.listopada 2016. godine, a Prijedlog izmjena i dopuna GUP-a Splita može se pogledati svakog dana od 9 do 15 sati. 3. Prijedlog izmjena i dopuna GUP.a Splita bit će objavljen i na mrežnoj stranici Grada Splita:www.split.hr u rubrici Prostorno-planska dokumentacija, pod naslovom Planovi na javnom uvidu 4. Javno izlaganje održat će se 06. listopada 2016. godine (četvrtak) u 17 sati, u Domu Hrvatske vojske, Poljudsko šetalište 1, Split. 5. Pozivaju se svi zainteresirani da sudjeluju u javnoj raspravi tako da daju svoja mišljenja, prijedloge i primjedbe na Prijedlog Izmjena i dopuna GUP-a Splita. Renco Buric Senior Project Mentor: Domagoj Nikolic RIT-Croatia 2019 Abstract Major sports events are a double edge sword as they produce large revenues, but can become a liability, if the built venues are not properly used and maintained. This content analysis study shows that Split, Croatia achieved a great success by hosting Mediterranean games in 1979 through the building of the sports and accompanying infrastructure, which has fallen into neglect in the last few decades. The current opportunities of larger scale sports events in Split fall mainly in the area of those relatively smaller in size (marathons, duathlons, etc.), accompanied by hallmark events of other nature which all should serve as a chance for building capacities for hosting major sport events in the more distant future. Keywords: sport events, sports infrastructure, infrastructure sustainability, hallmark events, Split Introduction From all different kind of events, sport events are still in the leading position when it comes to enthusiasm and passion. International competition between individuals, trying to be the best in what they do, can hardly be compared to any other event in terms of drama and appeal, which makes this type of event quite unique. We finished the year 2008 with over 11 million tourist arrivals and 57 million tourist overnights. The financial result is even more remarkable. At the moment, we expect to earn over 7.1 billion euros in tourism in 2008 This year, Croatian tourism made its new qualitative shift in the increase of quality accommodation capacities, service quality and new facilities. Country Brand Index, the world’s leading brand monitoring organization, has recognized this and proclaimed Croatia a Rising Star – a destination that would become more important and demanded in the world over the next five years. Namely, within all the segments of Croatian tourism there is consciousness about the possible negative influence of the world economic crisis, but also a certain level of optimism for 2009, the year which, under the condition of active partnership and careful politics in tourism, can bring Croatia the preservation of its relative share in the world tourist environment and in relation to the rivals from the European Mediterranean Sustainable development of tourism relying on natural resources and historical & cultural heritage is the basis for the future national tourism strategy that will determine the development of Croatian tourism. Our response to the demanding year 2009 will surely include excellence in each segment at affordable prices. In addition to raising the quality, the key is also in the opening of new markets and contribution of local self- government in destination promotion because guests do not merely come to the hotel – they primarily come to the town! We will therefore certainly ensure substantial increase in the funds for promotion of Croatian tourism on foreign markets where consequences of the economic crisis are already felt.
