    UTENA, LITHUANIA (by Turkish Partners) About the District Utena District is an area of heights, hills, thick woods and picturesque lakes situated in the North-western part of the Aukštaičių Highlands of Baltijos group of hills, in the basin of the river Šventoji. Ethnographically it belongs to East Aukštaitija, administratively – to the Utena County. It is surrounded by six administrative areas, i.e. the districts of Rokiškis, Ignalina, Molėtai, Anykščiai, Zarasai and Švenčionys. The area of the Utena District is 1229 sq.km. It is smaller than the average area of the country’s districts (by 2.1%) and covers 1.9% of Lithuania’s territory. History Utena is one of the oldest places in Lithuania. Its beginning is associated with the Narkūnų mound that is mentioned on numerous occasions in Sword-bearers' chronicles. Archaeologists believe that a settlement existed here as early as in the II millennium BC King Mindaugas' letter of the year 1261 is the first written source where of a wooden castle on the banks of the Utenėlė rivulet was mentioned. The legend has it that the castle was erected by the legendary duke Utenis. During the conquests of Lithuania by the Sword-bearers in 1373-1375 Utena and the surrounding areas were severely devastated, the Utena castle was destroyed in 1433. A settlement on what today is the confluence of rivulets started only as late as in the 14th century. In 1416 it already had a church, a manor was established, trade fairs started taking place, merchants moved in and inns were built. During its 700 years of history since the first mention (in 1261) Utena suffered all kinds of disasters.

Utena parks project was awarded with the National Landscape Award in 2012 The National rules governing the landscape award were prepared and adopted in 2007 First competition was organized in 2008, second in 2012, next one is planed in 2016 The National award is conferred in even year The selecion of the project In 2012 the winner was selected from 29 localities, which were presented by 27 candidates. The candidates were: –13 local municipalities; –3 Directorates of protected areas; –3 communities; –3 public institutions; –2 individual persones; –2 companies; –1 school. The final report consists of the main text, the executive summary and the Investment Guide (in English). The Investment Guide is designed to provide information on the pulp mill project for potential foreign investors. The main text consists of 12 chapters, covering the analysis of the pulp and paper markets, raw materials, candidate mill sites, environmental assessment, mill design, construction and operation plans, estimation of required capital investment and financing plan, project’s financial analysis and evaluation, investment environment study and the current state of the existing paper product industries. The study team consists of consultants representing UNICO International Corporation and other consulting firms of Japan, and consulting engineers of Sweden’s Jaakko Pöyry Consulting AB, led by Mr. Masaaki Shiraishi of UNICO. The Lithuanian counterpart is the Industrial Strategy Bureau of the Ministry of Economy and a steering committee was established to confer upon important agenda, organized by representatives of the Ministry of Economy, the Ministry of Environment and the LDA and chaired by Mr. Osavaldas iuksys, Vice Minister of the Ministry of Economy.     CIVIL EMERGENCY PREPAREDNESS AT THE IGNALINA NUCLEAR POWER PLANT EMERGENCY PREPAREDNESS AT IGNALINA NPP A.KAIRYS, IGNALINA NPP, LITHUANIA VILNIUS, October 1998 26 REVIEW OF THE IGNALINA NPP SAFETY AND EMERGENCY PREPAREDNESS In this report I am supposed briefly to account for activities already performed add still ongoing regarding the Ignalina NPP safety upgrading and personnel preparedness to act in cases of accidents. The Ignalina Nuclear Power Plant (INPP) contains two RBMK-1500 reactors, the first unit went into service in December 1983 and the second unit become operational in August 1987. This type of reactors differ from those RBMK-1000 operating in Russia and Ukraine nor only by a higher power level but also by improved safety systems one of these specially designed and improved Accident Localisation System (ALS). The power generated at Ignalina NPP is approximately 50 % lower in cost than at alternative electric power sources. In 1993 Lithuania set a world record for the share of nuclear- generated electricity produced in one country, with nuclear energy providing 88,1% of power produced in Lithuania. In 1996 and 1997 the Ignalina NPP generated 85,8 % and 81,3 % of all the country's electricity respectively. The Government and the Ministry of Economy of the Republic of Lithuania and also INPP management implemented and continues to implement the plant safety upgrading measures, to eliminate emergency situations or to reduce it maximally and to eliminate it in the shortest time periods. It is reasonable to stress the fact that the Ignalina NPP is unique in the scope and comprehensiveness of studies carried out to verify design parameters and level of risk.
