(Hey) is pleased to submit this qualifications package for stormwater management services for the Village of Mettawa. Hey has provided state-of-the-art stormwater management and civil engineering services for over 40 years with a significant focus on assisting communities with their drainage and flooding concerns. Our staff is highly skilled in comprehensively assessing drainage infrastructure and developing improvements to build more effective drainage systems geared toward cost-effective flooding relief. Our stormwater management work experience ranges from studies and program planning to project design and implementation. The key staff members proposed for this project have worked on a wide variety of drainage infrastructure projects throughout the urban areas of northeastern Illinois. We have also worked closely with the Lake County Forest Preserves on assessment of, and improvements to, drainage infrastructure on the preserves located within the Village of Mettawa. Project Staffing PROJECT STAFFING AND KEY PERSONNEL The entirety of our staff are dedicated water resources professionals. From wetland scientists to water resources engineers, we have chosen to specialize in the nuances of water resources and stormwater management, specifically in the Chicagoland area. We bring the expertise of a senior lead staff with many decades of collected experience in Lake County to all of our projects. The organizational chart below highlights the key staff that will be assigned to this project. As is our standard approach, we have included independent quality assurance and quality control review with from our Chicago office lead, who will not be assigned a day-to-day project role to ensure the highest level of service and accuracy for our work. All of these dedicated professionals are currently working on similar project work, but maintain a minimum of 20 percent availability to execute the Village of Mettawa Stormwater Management Plan. We understand that the Village wishes to begin work immediately upon consultant selection and we are committed to the availability of staff to meet that goal, and will establish an efficient and expedient schedule upon agreement on scope of services to satisfy Village needs. Firm Experience FIRM EXPERIENCE With the depth of experience highlighted below, we will be able to efficiently and cost effectively assess and solve the drainage issues described in the RFQ. Our experience ranges from small residential level drainage improvements to municipal-level and regional drainage studies. In addition to assisting many communities, we regularly perform similar drainage assessment and design projects for IDOT, LCDOT, MCDOT, and CCDOTH. Our experience spans the full breadth of drainage assessment and solutions in the Chicago region. Hey has a strong presence and understanding of the northeastern Illinois, and particularly Lake County regulatory environment. In addition to this experience, we have assisted the Lake County Forest Preserves with drainage assessment and review for the majority of the sites at the Old School, Grainger Woods Conservation, Captain Daniel Wright Woods Preserves, and the Adlai E. Stevenson Historic Home, developing a deep understanding of drainage within the Village. Hey staff has also served in the chairman and vice–chairman positions for the Technical Advisory Committee for the Lake County Stormwater Management Commission (LCSMC) for more than 20 years. Hey also helped develop the technical guidelines for floodplain mapping studies for LCSMC.
