This is a very good book and well worth reading even if you saw and enjoyed the Tom Hanks movie. It is different from the movie in many ways because I am pretty sure that the movie is based partially on this book, partially on Jim Donovans book, and partially on Hollywoods penchant for historical dramatic license. This book is very well researched, very easy to follow and read, and with a surprising amount of humor in it. It is a book that clearly had to wait for the end of the Cold War, reunification of Germany, and half a century to pass before most of the secrets surrounding the Rudolf Abel and the U-2 incidents could be told. I say most of the secrets because even a half century on Mr. Whittell could not convince some of the surviving players to open up about the subject at hand. One of the best aspects of the book is that the author vividly gives you the inside story of all of the sides, players, and communities involved in the story without being overly judgmental about any of the protagonists motivations and yet he does a great job of elucidating those motivations. You get the CIAs story, the East Germans story, the KGBs story, and the Soviet militarys story, the stories of all three national governments involved and the stories of their respective leaders, all told from their own point of view without prejudice or bias. The reader also gets a nice portrait of post-war American and Soviet societies. If, like me, you lived through the aforementioned post-war period, the entirety of the Cold War, and remember the U-2 Incident, Francis Gary Powers, Rudolf Abel, and the spy swap it is a poignant and chilling book that will probably shake loose some of the most frightening memories of your childhood and adolescence. And it is those frightening and chilling aspects of the tale which makes Mr. Whittells talent for finding the humor in the stories all the more amazing. Whittell does a wonderful job of weaving so many diverse and seemingly unassociated story lines into a cogent, logical, and well connected whole that goes from a million miles wide to eventually narrowing down down to a pinpoint meeting on a bridge in Berlin. I was transported back to those scary days where they made us watch the Bert the Turtle film at school, hide under our desks at school to prepare for a nuclear attack, and warned us little kids to watch for the bright flash of an exploding bomb. I never thought there were commies hiding under my bed but we all knew they were out there ...trying to destroy our free country and our way of life.     The Regulation of Labor Juan Botero, Simeon Djankov, Rafael La Porta, Florencio Lopez-de-Silanes, and Andrei Shleifer1 May 2003 Abstract We investigate the regulation of labor markets through employment laws, collective bargaining laws, and social security laws in 85 countries. We find that richer countries regulate labor less than poorer countries do, although they have more generous social security systems. The political power of the left is associated with more stringent labor regulations and more generous social security systems. Socialist and French legal origin countries have sharply higher levels of labor regulation than do common law countries, and the inclusion of legal origin wipes out the effect of the political power of the left. Heavier regulation of labor is associated with a larger unofficial economy, lower labor force participation, and higher unemployment, especially of the young. Libraries & Ideas This article was written by Library Director Drew Brookhart, and was published in the March 25th edition of the Columbus Telegram. The value of library service is often difficult to measure. Do we look at the number of books that are checked out? The people that come through the door? How do we compare these measures of use with the resources the community contributes for services? During the great recession, libraries, along with nearly everything else, were faced with budget constraints. Some overextended communities were even forced to foreclose on their libraries by either passing their operations to for-profit companies or simply closing the doors. These few tragedies aside most libraries were left articulating their worth in various ways. San Francisco undertook a study in September 2015 which projected an overall return on investment of between $5.19 and $9.11 for every dollar spent. Carnegie Library of Pittsburgh estimated that they have generated $6.14 per $1 of budget provided; Florida public libraries showed that approximately $6.40 of the total value per $1 of the budget was created; South Carolina State Library’s economic impact was $4.48 per $1 spent; and Phoenix Public Library results showed a value of $10 or greater per $1 spent.     One Hundred Years of Economics at Swarthmore Joshua Hausman1 Swarthmore class of 2005 This paper presents a history of the Department of Economics at Swarthmore College from the founding of the college until 1970. Two themes dominate this narrative. First, the history of economics teaching at Swarthmore is one of nearly continuous growth and professionalization. When political economy was first offered at Swarthmore in 1872, there was only a single year-long course in the subject. It was taught by Maria Sanford, whose post- secondary education was at a Normal School, and who doubled as the sole professor of history at Swarthmore.2 In 1972, in contrast, the Swarthmore Economics Department offered twelve semester-long economics courses and eight seminars. It had eleven full and part-time members, seven of whom had economics Ph.Ds. And members of the Department were specialized teachers, usually teaching only a couple subject areas within economics. Despite this dramatic growth, there is a notable continuity in the history of economics at Swarthmore: a devotion to Quaker causes and social justice that often superseded purely theoretical interests. Maria Sanford, for example, would become famous for her commitment to progressive causes; after leaving Swarthmore, she gave public lectures that promoted the University of Minnesota. In the 1930’s, Patrick Malin, a member of the Department from 1930 to 1950 and a devout Quaker, worked unsuccessfully to make Swarthmore admit African-American students. Malin left Swarthmore in 1950 to lead the American Civil Liberties Union.
