Maryland Department of Housing and Community Development MARYLAND RECOVERY NOW: Nonprofits-Local Government

OVERVIEW: DHCD is receiving $20 million in Maryland Recovery Now Funds via SB496. Funds are to be distributed to local governments to make grant awards to local nonprofits. Grant awards will be made to each jurisdiction’s economic development office (the Grantee) that will then make awards to local nonprofits. DHCD will provide the Grantee with requirements/expectations for their local grant program, but the local programs will vary by jurisdiction. Grantees will use an application form in IntelliGrants to provide DHCD with information on how they will offer, award and administer their local grants for nonprofits as well as provide any required organization documents.

LOCAL GRANT PROGRAM REQUIREMENTS/EXPECTATIONS

DHCD will provide a list, by county, of the nonprofits that have received awards, including award amounts, from DHCD NORI. The items below will be included within the Grantee’s grant agreement.

• Local grant program (LGP) shall prioritize making awards to nonprofit organizations that have not already received an award from the NORI program DHCD administered in 2020.

• Any nonprofit organization with a physical location/address in the county is eligible to apply to the Grantee’s LGP.

• Grantee shall announce the availability of funds for a minimum of 10 business days prior to accepting applications.

• Grantee shall require LGP nonprofit applicants to provide information on the need for funding based on any adverse economic impact resulting from COVID and/or other circumstances that impact the nonprofits ability to provide programs and/or services. This information shall include any COVID relief the nonprofit has received to date and the remaining gap of needed funds as a result of those relief funds received.

• Grantee shall provide DHCD with the following information for their existing or planned LGP: (1) Program Guidelines for LGP and Eligible Uses of Funds (2) Application Form(s) for their LGP (3) Criteria by which awards would be determined (4) Summary of Process for Determining Awards and estimated timeline for notifying nonprofits of awards.

• Grantee shall announce awards no later than June 30, 2021.

• Grantee shall submit a Final Report to DHCD that will require, but not be limited to, information on the nonprofit grants awarded from the LGP. Required information about the Grantee’s nonprofit awardees shall include the nonprofit’s name, address, number of employees at time of application, award amount and the use of the awarded funds.
