INTRODUCTION 1. The Azerbaijan Water Supply and Sanitation Investment Program is being co-financed by the Government of Azerbaijan and the Asian Development Bank through a multi-tranche financing facility (MFF) involving several tranches. 2. Tranche 2 consists of projects; a) Completion of construction of water intake facilities and rehabilitation of water supply and sewerage networks in Agdash town. b) Construction of water intake facilities and rehabilitation of water supply and sewerage networks in Beylagan town. c) Completion of construction of water intake facilities and rehabilitation of water supply and sewerage networks in Goychay town – Package 2 d) Construction of Goychay city wastewater treatment plant 3. The details of contract, “Completion of construction of water intake facilities and rehabilitation of water supply and sewerage networks in Agdash town (MFF 032-T2-ICB-1.01)” are; Water intake facilities: 2 units of artesian wells(Depth: 140m, Diameter: Ø400 mm, also water pumps), construction of 5 units of wellhead cubicles, installation of power lines and transformer, construction of steel pipeline (271 m, Ø159x6 ) from water collection site to water reservoirs field, construction of gravel roads (5,000 m²), construction of new pumps (3 set, each 45 kW and 150 m³/hour, H=70 m), construction of two units of water reservoirs (each 2,000 m³). Water Supply system: total length: about 134,000 m, pipe diameter: 110 - 400 mm, length of roads to be reinstated: around 107,000 m², house connections: 7,616 units, fire hydrants: 594 units, valves: 789 units Valve chambers: 109units, pressure and chlorine measuring points: 5 units, crossings: 5 units. Sewerage network: Total length: app. 121,000 m, pipe diameters: 200 - 800 mm, length of roads to be reinstated: app. 110,000 m², crossings: 6 units. 4. The Contract has been awarded to ALKE Inşaat Sanayi ve Ticaret A.Ş. in July 2012. The construction works commenced in November. The initial contract duration was 548 days and has been completed on 02.05.2014. Then, time extension for 243 days has been given to the Contractor until 31.12.2014. However, because change in the work quantities and discussions for the new quantities, second time extension for 240 days has been given to the Contractor until 28.08.2015. Because the decision couldn’t be given on water source and water intake structures, third time extension for 125 days has been given to the Contractor until 31.12.2015. During third time extension period only a new water well has been drilled between two existing wells in Qolgeti existing water source area. In addition to collapsed well no.1, well no.2 which is at the other side of the new drilled water well, has also collapsed and the total water consumption decreased to 15 lt/sec in Qolgeti. Therefore, a new water source Dehne, which is 6 km far from city has been taken into account. Three water wells and 10 000 m3 reservoirs are planned to be constructed. Therefore, time of the Contract has been extended forth times for 274 days from 31.12.2015 to 30.09.2016. 1 5. The details of project, “Construction of water intake facilities and rehabilitation of water supply and sewerage networks in Beylagan town (MFF 032-T2-ICB-1.02)” is; construction of water intake facilities as drilling 5 artesian wells, pumping systems, construction of HDPE transmission main around 8 500 m, laboratory, rehabilitation of water reservoirs, administrative building, workshop, checkpoints, lavatory, including water distribution network 70 905 m in length in different diameters with fire hydrants and house connections and construction of sewerage network in different diameters from corrugated HDPE pipes 78 828 m in length with manholes and house connections. 6. The contract was awarded by TTS Construction & Ludwig Pfieffer GmbH Co JV in August 2012. The construction works commenced on November 2012.The initial contract duration was 548 days and has been

As a result, one serviceman of the armed forces of the Republic of Azerbaijan was wounded during two months. The continuous occupation of a large part of the territory of the Republic of Azerbaijan by the armed forces of Armenia remains the main obstacle in the settlement of the conflict and the only source of the escalation of the situation on the frontline and the occurrence of hostilities and casualties. The sooner the Republic of Armenia withdraws its troops from the occupied territories of the Republic of Azerbaijan, the sooner peace and stability can be restored in the region. I should be grateful if you would have the present letter and its annexes circulated as a document of the General Assembly, under agenda items 35 and 40, and of the Security Council.

This should be accompanied by all the necessary measures to respect the right of data subjects to personal data protection, including when NGOs working with victims of trafficking are asked to provide information for the national database Response: Under the Law of the Republic of Azerbaijan “On Combating Trafficking in Human Beings”, a special police unit (Main Department on Combating Trafficking in Human Beings at the Ministry of Internal Affairs) was established on August 01, 2016 in order to effectively execute the tasks indicated in the National Action Plan, ensure the security of THB victims, provide them with professional aid, summarize and store THB related information in a single centre and to ensure that anti-trafficking measures are carried out by experienced and specially trained police officers and specially equipped police units.

ADMISSION OF STUDENTS TO HIGHER EDUCATION INSTITUTIONS Admission of students to higher education institutions of the Republic of Azerbaijan for the academic year of 2010 – 2011 was held by the State Students Admission Commission (SSAC) in full conformity with the “Admission Rules to higher education institutions and to specialized secondary education institutions on the basis of complete secondary education of the Republic of Azerbaijan”. According to admission rules, admission to all civil higher schools, special purpose education institutions of Ministry of Defenсe, Ministry of Internal Affairs, Ministry of National Security, Ministry of Emergency Situations, and State Border Service has been held in a centralized way. At first sight, although there are annually repeated procedures and regulations, activities of SSAC are improved year by year, in general. Innovations, first of all, derive from the necessity of taking into consideration the development demand of education system and qualified provision of the youth’s interests to education. Therefore, proposals from the public to SSAC are analyzed, demands of graduates are studied, summarized, and changes are made in necessary cases. The innovations are intended to provide the integration of logistics, content and technology of admission examinations into the international standards. The following innovations were applied in the process of admission examinations to higher and specialized secondary education institutions for the academic year of 2010 – 2011: 1. After adoption of law of the Republic of Azerbaijan “On education”, this year for the first time winners of international competitions and contests have been admitted to corresponding specialities out of competition.

The continuous occupation of a large part of the territory of the Republic of Azerbaijan by the armed forces of Armenia remains the main obstacle in the settlement of the conflict and the only source of the escalation of situation on the front line and the occurrence of hostilities and casualties. The sooner the Republic of Armenia withdraws its troops from the occupied territories of the Republic of Azerbaijan, the sooner peace and stability can be restored in the region.
