Chapter 8 The Polish-Lithuanian Commonwealth as a Political Space: Its Unity and Complexity* Satoshi Koyama Introduction The Polish-Lithuanian Commonwealth (Rzeczpospolita) was one of the largest states in early modern Europe. In the second half of the sixteenth century, after the union of Lublin (1569), the Polish-Lithuanian state covered an area of 815,000 square kilometres. It attained its greatest extent (990,000 square kilometres) in the first half of the seventeenth century. On the European continent there were only two larger countries than Poland-Lithuania: the Grand Duchy of Moscow (c.5,400,000 square kilometres) and the European territories of the Ottoman Empire (840,000 square kilometres). Therefore the Polish-Lithuanian Commonwealth was the largest country in Latin-Christian Europe in the early modern period (Wyczański 1973: 17–8). In this paper I discuss the internal diversity of the Commonwealth in the sixteenth and seventeenth centuries and consider how such a huge territorial complex was politically organised and integrated. * This paper is a part of the results of the research which is grant-aided by the ‘Grants-in-Aid for Scientific Research’ program of the Japan Society for the Promotion of Science in 2005–2007. - 137 - SATOSHI KOYAMA 1. Lake Erie Watershed (Great Lakes Basin) Character Statement Lake Erie is the fourth largest of the Great Lakes in terms of water surface area (9,910 square miles) but the smallest by volume, containing only about 3% of the Great Lakes water. Lake Superior has over 50%, Lake Michigan has 21%, Lake Huron has 16%, and Lake Ontario has 9%. Water from the other Great Lakes reaches Lake Erie through the Detroit River and continues on to Lake Ontario through the Niagara River and Welland Canal. The total watershed is 30,140 square miles with only 511 square miles in Pennsylvania. Geology All of the Great Lakes experienced glaciation several times throughout the past. The force and power of these events led to the physical characteristics of the lakes including Lake Erie’s depth and size. Such events also defined the area’s geology and topography thus determining the groundwater resources. In PA, the Lake Erie watershed lies within two physiographic provinces. The area adjacent to the lake is located in the Eastern Lake Section of the Central Lowland Province and is situated over shale, sedimentary and sandstone bedrock. The upland area of the watershed is located in the Glaciated Pittsburgh Plateaus Section of the Appalachian Plateau Province. These provinces within the watershed are separated by an erosional scarp (a steep slope or cliff found at the margin of a flat or gently sloping area usually against the dip of the rocks) that is three to four miles from the lake and oriented in a southwest to northeast direction. Aquifers in both provinces benefit tremendously from the deposition of glacial drift – unconsolidated material from past glaciers. -

CERTIORARI TO THE SUPREME COURT OF PUERTO RICO No. 15–108. Argued January 13, 2016—Decided June 9, 2016 Respondents Luis Sánchez Valle and Jaime Gómez Vázquez each sold a gun to an undercover police officer. Puerto Rican prosecutors indict ed them for illegally selling firearms in violation of the Puerto Rico Arms Act of 2000. While those charges were pending, federal grand juries also indicted them, based on the same transactions, for viola tions of analogous U. S. gun trafficking statutes. Both defendants pleaded guilty to the federal charges and moved to dismiss the pend ing Commonwealth charges on double jeopardy grounds. The trial court in each case dismissed the charges, rejecting prosecutors’ ar guments that Puerto Rico and the United States are separate sover eigns for double jeopardy purposes and so could bring successive prosecutions against each defendant. The Puerto Rico Court of Ap peals consolidated the cases and reversed. The Supreme Court of Puerto Rico granted review and held, in line with the trial court, that Puerto Rico’s gun sale prosecutions violated the Double Jeopardy Clause. -

PENNSYLVANIA HISTORY VOL. XXI APRIL, 1954 No. 2 THE FAILURE OF THE "HOLY EXPERIMENT" IN PENNSYLVANIA, 1684-1699 By EDWIN B. BRONNER* HE founding of colonial Pennsylvania was a great success. TLet there be no misunderstanding in regard to that matter. The facts speak for themselves. From the very beginning colonists came to the Delaware Valley in great numbers. Philadelphia grew rapidly and was eventually the largest town in the British colonies. The area under cultivation expanded steadily; Pennsylvania con- tinued to grow throughout the colonial period, and her pecuniary success has never been questioned. The Proprietor granted his freemen an enlightened form of government, and gradually accepted a series of proposals by the citizenry for liberalizing the constitution. As an outgrowth of the Quaker belief that all men are children of God, the colony granted religious toleration to virtually all who wished to settle, made a practice of treating the Indians in a fair and just manner, opposed (as a matter of conscience) resorting to war, experimented with enlightened principles in regard to crime and punishment, and fostered advanced ideas concerning the equality of the sexes and the enslavement of human beings. As a colonizing venture, the founding of Pennsylvania was a triumph for William Penn and those who joined with him in the undertaking. On the other hand, conditions which prevailed in Pennsylvania in the first decades caused Penn untold grief, and results fell far short of what he had envisaged when he wrote concerning the *Dr. Edwin B. Northern Mariana Islands HEALTH SITUATION (Commonwealth of the) The Commonwealth of the Northern Mariana Islands is one of five inhabited United States island territories. It comprises of four inhabited islands (Saipan, Tinian, Rota and Pagan) and 10 uninhabited ones. The population was 53 883 in 2010, with 90% of people living in the capital of Saipan. Noncommunicable diseases (NCDs) were the leading causes of death in the Northern Mariana Islands from 2011 to 2014. Diseases of the circulatory system accounted for 252 deaths (33%), cancers accounted for 133 (18%), endocrine, nutritional and metabolic disease accounted for 54 (7%), and respiratory system diseases accounted for 52 (7%). Poverty is also a major determinant of health in the Northern Mariana Islands. As with all remotely sensed or publicly available data, all features should be verified with a site visit, as the locations of suitable landscapes or areas containing flood threats and community assets are approximate. The data, maps, and analysis provided should be used only as a screening-level resource to support management decisions. This report should be used strictly as a planning reference tool and not for permitting or other legal purposes. Pennsylvania Parent Guide to Special Education for School-Age Children INTRODUCTION Parents are very important participants in the special education process. Parents know their child better than anyone else and have valuable information to contribute about the kinds of programs and services that are needed for their child’s success in school. To ensure the rights of children with a disability, additional laws have been enacted. In this guide we use the terms “rules” and “regulations.” This booklet has been written to explain these rules so parents will feel comfortable and can better participate in the educational decision-making process for their child. The chapters that follow address questions that parents may have about special education, relating to their child who is thought to have, or may have, a disability. Chapter One focuses on how a child’s need for special education is determined. In this chapter, the evaluation and decision-making processes are discussed, as well as the members of the team who conduct the tests and make the decisions regarding a child’s eligibility for special education programs and services. Chapter Two explains how a special education program (that is, an Individualized Education Program) is devel- oped and the kinds of information it must include. This chapter describes how appropriate services are deter- mined, as well as the notice that a school district must give to parents summarizing a child’s special education program. Planning for the transition from school to adult living is also discussed. Chapter Three deals with the responsibilities that a school district has to a child who is eligible for special education services and the child’s parents.
