The bidder may submit bids for any or all of the works. Bids once submitted cannot be withdrawn. 5- Bids must be accompanied by non-refundable fee as indicated in Column 6 of the above table, in the form of Demand Draft on any Schedule bank, for amount indicated in favor of “Executive Engineer Construction Division-1, P.W.D. Pilibhit” payable at Pilibhit. A set of bidding documents will be available online on website http://etender.up.nic.in. 6- Bids must be submitted online upto 12:00 NOON on Dt 07-05-2015 and the Technical Bids will be opened online on the next working day, that is, on Dt 08-05-2015 at 12:30 afternoon. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened online on the next working day respectively, at the same time and validity of bid will be considered from the original date. The date and time of opening of the Financial Bid shall be notified on website. The Financial Bids shall be opened online accordingly. 7- Bids must be accompanied with security deposit of the amount specified for the work in column 5 of the Table. Bid security will have to be in any one of the forms mentioned in the Bid Document, issued in favour of Superintending Engineer, Budaun-Pilibhit Circle, P.W.D., Bareilly and has validity upto 45 days beyond the validity of the Bid. 8- A pre-bid meeting will be held for the work on Dt. 05-05-2015, at 12.00 noon at the office of Superintending Engineer, Budaun-Pilibhit Circle, P.W.D., Bareilly to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in clause 9.2 of “Instructions to Bidders” of the bidding document. 9- A bidder shall not be permitted to bid for works in the Circle responsible for award and execution of contracts in which his or his spouse’s near relative (defined as first blood relations, and their spouses) is posted as Divisional Accountant or as an officer in any capacity between the grade of Superintending Engineer and Junior Engineer (both inclusive). Cont…….2 (2) 10-No Engineer of gazetted rank or other Gazetted officer employed in Engineer or Administrative duties in an Engineering Department of the State/Central Government is allowed to work as a Contractor for a period of two years after his retirement form Government service, without Government permission. This contract is liable to be cancelled if either the contractor or any of his employees is found at any time to be such a person who had not obtained the permission of the Government as aforesaid before submission of the tender or engagement in the contractor’s service. 11-Bid document and other details consisting of qualification information and eligibility criterion of bidders, plans, specification, drawing, the schedule of quantities, various classes of work to be done and the set of terms & conditions of contract to be complied with by the contractor will be available on the website from Dt. 28.04.2015 till the last date of uploading. 12-Any bidders who is having criminal record is not allowed to participate in the bidding process. 13-Any bidder who is registered with the State Bar Council is not allowed to participate in the bidding process. 14-Each bidder is required to furnish an affidavit online on -a non-judicial stamp paper of Rs. 100/-giving all information on prescribed Performa required for evaluation of the bidding capacity of the bidder. 15-All information should be submitted by bidders compulsory on prescribed proforma (T-4,T-5, T-6). 16-1% Labour cess will be deducted from the Contractor Bill as per rules. 17-The Contractor make sufficient arrangement during construction to pass the traffic without any Obstruction. 18-Tender will be accepted as per provisions given in G.O. No. 622/23-12-2012-2/AUDIT/08 TC-2 Dt. 08-06-12 and as per Engineer in Chief’s letter No. 379 C.G./M. Acc. Public Account committee/12-13 Dt. 29-06-12. 19- The Bid Document, original security deposit and the Bank Draft should compulsorily be deposited in the Office of Executive Engineer upto 13:00 Hrs. on Dt. 07.05.2015 20- If any defect is found in the work the loss shall be recovered from the contractor. 21- During Concurrency of the bond / agreement the Contractor / Firm shall have to provide Two vehicles in good conditions for supervision of construction work. All expenses of the vehicles e.g. Driver, Fuel and repair etc. shall be borne by contractor for which no extra payment shall be made, failing which an amount of Rs. 1500/- per day per vehicles shall be deducted from contractor / Firm’s Bill. 22- The undersigned has the right to reject any bid or all the bids without giving any reason for which no claim of the contractor/ firm shall be entertained. 23-Contractor must have a HOT MIX PLANT of required capacity or has to provide an undertaking to install a Hot Mix plant of required capacity within 50km. distance from the work site prior to start of the work.     Converting Dry Latrines in the District of Budaun, Uttar Pradesh: A Story of Commitment, Determination and Dignity An Intiative of the District Administration, Budaun, UP August, 2011 This initiative of District Administration, Budaun was documented by UNICEF Office for Uttar Pradesh in August, 2011 EXECUTIVE SUMMARY In July 2010, a survey initiated by the district administration in rural Budaun estimated there were around 50,000 dry latrines. This meant there were about 3,00,000 users and at least 2,000 women engaged in manual scavenging across the district. The administration was moved to conduct this survey following the visit of Amit Gupta (District Magistrate, Budaun August 2009 – June 2011) to Ramzanpur, a village estimated to have more than 1200 dry latrines. The Budaun district administration took on the task of converting all dry latrines to pour flush toilets in a campaign mode: over 47,000 dry latrines have been converted in less than one year. Much of the district is now free of this practice, and work is under way to ensure the task is completed in the entire district. A dry latrine is a place to defecate in the house, which is cleaned once a day by a scavenger who removes the faeces and discards it in a field outside the village. Almost all scavengers are women and girls. Proximity of the dry latrine to living space in homes causes serious health hazards, especially among children who have a lower immunity. The campaign owes its success to the determination and commitment of a dynamic District Magistrate. Forging partnerships with multiple stakeholders, effective community mobilisation, mobilisation of all the departments falling under the district administration, quick rehabilitation of scavengers are all elements that have made this campaign a success.

    Ministry of Health and Family Welfare National Family Health Survey - 4 2015 -16 District Fact Sheet Budaun Uttar Pradesh International Institute for Population Sciences (Deemed University) Mumbai 1 Introduction The National Family Health Survey 2015-16 (NFHS-4), the fourth in the NFHS series, provides information on population, health and nutrition for India and each State / Union territory. NFHS-4, for the first time, provides district-level estimates for many important indicators. The contents of previous rounds of NFHS are generally retained and additional components are added from one round to another. In this round, information on malaria prevention, migration in the context of HIV, abortion, violence during pregnancy etc. have been added. The scope of clinical, anthropometric, and biochemical testing (CAB) or Biomarker component has been expanded to include measurement of blood pressure and blood glucose levels. NFHS-4 sample has been designed to provide district and higher level estimates of various indicators covered in the survey. However, estimates of indicators of sexual behaviour, husband’s background and woman’s work, HIV/AIDS knowledge, attitudes and behaviour, and, domestic violence will be available at State and national level only. As in the earlier rounds, the Ministry of Health and Family Welfare, Government of India designated International Institute for Population Sciences, Mumbai as the nodal agency to conduct NFHS-4. The main objective of each successive round of the NFHS has been to provide essential data on health and family welfare and emerging issues in this area. NFHS-4 data will be useful in setting benchmarks and examining the progress in health sector the country has made over time.
