The speculations surrounding that assassina- tion have been rehashed again and again amidst a flurry of contro- versy over the last 20 years. On this, the 20th anniversary of that heinous event, we wish to present the following documentary. A documentary that is not a part of any previously told stories or theories. This is a documentary based on facts that are being re- vealed for the first time by a man who claims he was a sanctioned assassin for the Central Intelligence Agency. It is also a story of intrigue, conspiracy, and wholesale murder so incredible that if all the facts weren't authenticated, it would be unbelievable. Unlike the Warren Commission, convened by President Lyndon B. Johnson in 1963, the 1979 report of the House Select Committee on Assassinations determined that "On the basis of the evidence available to it, President John F. Kennedy was probably assassinated as a result of a conspiracy." Although the House Select Committee would determine that a probable conspiracy was involved in President Kennedy's death, like its predecessor, it would fail in its mission. In effect, the 1977 committee imparted no more clarification as to the actual motive for the crime or its perpetrators. Former Rep. Thomas N. Downing of the First District of Virginia, who was the first chairman of the House Select Committee, would be one of the first people to express his disappointment over the committee's findings. It is information dealing with cer- tain militant anti-Castro exiles -- their ties to labor and organized crime, their attitudes about the Bay of Pigs and Cuban Missile Crisis, and their part in the assassination of John F. Kennedy. (Fade to file footage of McClellan Hearings showing scenes of Bobby Kennedy with James Hoffa and Carlos Marcello, with Narrator in background) To understand the complete story, we must go as far back as 1957 when Robert F. Kennedy was chief counsel to the McClellan Senate Select Committee on Improper Practices. It was while serving on this committee that Bobby Kennedy's vow to stop organized crime brought him into a head-to-head confrontation with James Riddle Hoffa, power- ful president of the Teamsters Union. The Teamsters were vital to organized crime. Under Jimmy Hoffa, the union provided the criminal syndicate with tens of millions of dollars in "loans", jobs and respectability. Through the Teamsters, organized crime, which was to become known as the Mafia in the late 1950's, had a handhold on the nation's jugular. Hoffa's closeness to the mob was such that his grievances automatically become their grie- vances, and his enemies, their enemies. In New York alone, federal investigators discovered forty union "officials" who were actually members of the Mafia families. Among them they had 77 convictions for crimes including theft, narcotics, forgery, possession of stolen mail, robbery, and accessory to murder. By 1960, the Teamsters' Central States Pension Fund was known by federal authorities to be "the lending agency for the syndicate", with hundreds of millions of dol- lars tied up in Las Vegas casinos and hotels operated by the mob. In Florida, Teamster millions financed Mafia controlled apartment build- ings, hospitals, condominiums, hotels, motels, and country clubs. In the following few years, organized crime and its hold on labor would become an obsession with both of the Kennedy brothers. An obsession which Carlos Marcello, one of the Mafia's most powerful dons, would swear to do something about. He vowed to kill the Presi- dent. Marcello's proclamation of death occurred shortly after John Kennedy became president and appointed his I -3- brother as attorney general. On April 4th, 1961, just two weeks before the CIA's ill-fated invasion of Cuba at the Bay of Pigs, the young Attorney General illegally ordered Marcello's deportation. CUT TO: JUSTICE DEPARTMENT SPOKESMAN TEXT: Description of Marcello's illegal kidnapping and deporta- tion CUT BACK TO: NARRATOR Although the young Attorney General didn't know it, Marcello's close relationship with another Mafia leader, Florida's Santos Trafficante, would give Marcello full access to CIA-trained Cuban assassination squads. Bernard Fensterwald, prominent Washington attorney, and founder of the Committee to Investigate Assassinations, remembers the combined CIA/Mafia attempts on Fidel Castro's life. CUT TO: BERNARD FENSTERWALD, JR. TEXT: Description of various CIA/Mafia related assassination at- tempts CUT BACK TO: NARRATOR Another infamous group of CIA-trained Cuban exile assassins was known as Operation Forty. The man who was the CIA coordinator for Operation Forty was an Army Intelligence Colonel known to the Cubans as Oscar del Valle Garcia or Oscar the Assassin. His real name is Col. C. William Bishop,..-U.S. Army Ret., who at the time of this broadcast is terminally ill and dying of cancer in Mexico. CUT TO: COL. C. WILLIAM BISHOP TEXT: Description of Operation Forty CUT BACK TO: NARRATOR It was Bishop who provided the most startling revelations a- V -4- bout a number of unsolved areas in the President's assassination, and it all started on a Monday evening in February of this year when Robert D. Morrow, author of Kennedy assassination book Betrayal received a telephone call. CUT TO: ROBERT D. CUT BACK TO: NARRATOR Bishop's name is not new in intelligence circles and, in fact, has been the subject of tremendous controversy since 1975 when his name first surfaced as a possible CIA link between Lee Harvey Oswald and Antonio Veciana of the Cuban exile movement. The outcome would be that he would be convinced that recalcitrant Cuban exile groups, along with the Mafia and organized labor, set up a coalition to murder the President. Some of these revelations Bishop admitted to before he fled the country to Mexico. Veciana claims to have been directed by Maurice Bishop and to have once seen Bishop with Lee Oswald in Dallas. The HSCA attempts to question both the CIA and the public as to the possible identity of "Maurice Bishop," including interviews with David Atlee Phillips (whom Senator Schweiker suspected of being Bishop) and other CIA personnel, but cannot establish Bishop's identity or even his existence. The HSCA does find evidence that Army Intelligence maintained an operational interest in Alpha 66 during the time, and finds it plausible that the CIA would have as well, perhaps using a "Bishop" as a conduit to Alpha 66. However, the HSCA can neither verify this story nor corroborate Veciana's claim to have seen Bishop and Oswald together in Dallas. BACKGROUND Alpha 66 was a group of anti-Castro Cuban exiles founded in Miami in 1962. It was among the most virulent and radical groups, carrying out raids on Cuban territory and even attempting to sabotage a Soviet ship in a Cuban harbor during the Missile Crisis in the hope that it would lead to a confrontation that would remove Castro. Antonio Veciana was the well-known leader of this group. Veciana was involved in several plots on Castro's life, most notably in 1961 and 1971. He claims that Alpha 66 was formed and guided at the direction of a mysterious American named "Maurice Bishop," whom Veciana assumed worked for the CIA.

    E. Howard Hunt and the JFK Plotters By Eric Hamburg How much of Howard Hunt’s scenario holds up under examination. Surprisingly, much of it does. The people that he names as part of the plot are, for the most part, people whose names have cropped up over and over again in the assassination literature. There is substantial evidence to implicate them in a plot to kill JFK. For this reason, Hunt’s revelations are more credible than they might otherwise be. A review of the literature indicates why this is so. Let’s start with William Harvey. He was named by Hunt as the mastermind of the plot, as well as being called an “alcoholic psycho” by Hunt.. There is ample evidence for both of these propositions. 1 Consider the following statements regarding William Harvey, made by author Anthony Summers in his seminal work “Conspiracy”. Summers writes, “In the closing stages of the (House) Assassinations Committee mandate, some staff members felt that, while Mafia marksmen may have carried out the assassination, it could only have been orchestrated by someone in America intelligence, someone with special knowledge of Oswald’s background. As they pondered this, investigators gave renewed attention to the senior CIA officer who co-coordinated the CIA-Mafia plots against Castro – William Harvey. Summers goes on to state: “William Harvey died in 1976 … As far back as 1959, he was one of only three officers privy to plans to send false defectors to the Soviet Union. 1959 was the year of Oswald’s suspect defection. Genuine defection or not, Harvey almost certainly knew about it in detail.

ALPH A 66 Alpha 66 was one of the best organized and most militarily effective of the activist Cuban exile organizations. In 1962 and 1963, Alpha 66 was very successful in launching attacks in Cuba, targeting port installations and foreign shipping. Russian ships and assets were among its primary targets.

    III. ANTONIO VECIANA BLANCH (114) On March 2, 1976, a staff investigator from the office of U.S. Senator Richard S. Schweiker (Republican of Pennsylvania) inter- viewed Antonio Veciana Blanch, the founder and former leader of Alpha 66, at his home in Miami.(1) At the time, Senator Schweiker was a member of the Senate Select Committee on Intelligence and co- chairman of the Subcommittee on the John F. Kennedy Assassina- tion.(2) The staff investigator told Veciana that he was interested in the relationships between U.S. Government agencies and Cuban exile groups ; lie did not specifically mention an interest in the Kennedy assassination. (3) During the course of that interview, Veciana re- vealed that from about mid-1960 through mid-1973 he had been directed and advised in his anti-Castro and anti-Communist activities by an American he knew as Maurice Bishop. (!y) Veciana said that Bishop had guided him in planning assassination attempts on Premier Fidel Castro in Havana in 1961 and in Chile in 1971, that Bishop had directed him to organize Alpha 66 in 1962 ; and that Bishop, when breaking their relationship m 1973, had paid him $253,000 in cash for his services over the years. (5) (115) Veciana revealed further that at one meeting with Bishop in Dallas in late-August or September 1963, he saw with him a young man he later recognized as Lee Harvey Oswald. (6) (116) Veciana told Senator Schweiker's investigator that he had not previously disclosed that information to anyone. (7) (117) The committee took an intense interest in the Veciana allega- tions.

    MEMORANDUM 5 November 1996 To: The Record From: Manuel E. Legaspi Subject: Summary of the 10/28/96 meeting with former HSCA staffers Gaeton Fonzi, Dan L. Hardway, and Edwin Lopez Soto It is my opinion that the meeting with the HSCA staffers was a success. Their statements were very informative and we obtained quite a few leads that we are currently following up on. This memorandum will attempt to summarize statements which our guests made over the course of the meeting. Action items which have arisen as a result of the leads provided by our guests have already been incorporated into the J-track database and will not be detailed in this memorandum. In addition to his comments, Fonzi provided the ARRB staff with a list of leads and people he felt the ARRB should contact. SUMMARY Messrs. Fonzi, Hardway, and Lopez arrived at ARRB offices approximately 0915. The record will indicate that a ten minute break took place at approximately 1030, and we took a half-hour lunch at 1200. Our discussions concluded at approximately 1440. The atmosphere was relaxed, and even jovial at times. We found our guests very willing to discuss any aspect of their work with the HSCA as well as their overall opinions of the JFK case. The House Select Committee on Assassinations Investigation •All three of our participants stated that they came into the HSCA experience somewhat idealistic and departed with a more sober, and even cynical view of how Washington works. •Despite this, Hardway stated that he felt that had the committee been granted funds that would mlegaspi e:\wp-docs\3amigos.wpd File 4.0.5 ensure their survival for another six months, they would have been able to indict those individuals whom Blakey felt were responsible for the assassination.
