HIGHLIGHTS OF THE 2017 Q1 REPORT A drop in complaints; 2017 Q1 witnessed a percentage decrease of 52.8% compared to same period in 2016 (January - March). Retrieval of the sum of N560, 000.00 exhibit money and handing same over to the rightful owner. Two (2) cases of serious misconduct were referred to the Force CIID for detailed investigation. Increase in the level of PCRRU/public interaction especially through telephone calls. Police Command tops the State Ranking with 90 complaints which is 18.07% of total complaints reported followed by FCT Abuja with 69 complaints, 13.86%; with 59 complaints, 11.85%. Ekiti and Kwara Commands recorded no complaint against the police. Command recorded its first complaint of police misconduct since inception of this Unit in 2015. Over Ten (10) Thousand telephones calls were received from members of the public during period under review.

15-02-2017: IGP Ibrahim Idris during the IGP's Conference with Commissioners of Police and above flagging off the distribution of Public Complaint Rapid Response Unit (PCRRU) ‘Size A1’ posters produced by the Nigeria Police Force (NPF) to replace the old smaller ‘Size A2’ posters at all Police stations nationwide. PCRRU Posters contains information on how the public can reach the Unit and are placed at all police buildings where police/citizens contact takes place in Nigeria.

The Inspector-General of Police charged all Zonal Assistant Inspectors General of Police (AIGs) and Command Commissioners of Police (CPs) to ensure that all forms of corruption are not allowed in their commands and all police officers must key-into the 'Change Begins With Me' agenda of the Federal Government.

CONCLUSION

There is a significant reduction in the numbers of complaints made against the police in 2017 Q1 (January-March) - 498 compared to same periods in 2016 which was 1,054. This shows a percentage decrease of 52.8%.

In the entire provided platforms, telephone call tops the means by which citizens are using to engage with the Unit, 362 calls were processed during the period under review which represents 73% of sources of cases received. In all, over Ten thousand non related telephone calls were received from the public during this period. Other platforms are Whatsapp, e-mail, Twitter, SMS/Text message, Facebook, Hardcopy Petition and Media Reports.

Upon a complaint to the Unit, the sum of Five Hundred and Sixty Thousand Naira (N560,000.00) being monetary exhibit earlier recovered in June, 2014 by the police at Nyanya Division, FCT Abuja was retrieved and handed over to the rightful owner who had difficulty in claiming same from the Division since the recovery.

Two cases where referred to the Force Criminal Intelligence and Investigation Department (FCIID) Abuja for detailed investigation and further necessary action. The cases are – (i) A case of alleged unlawful detention in receives from the National Human Right Commission Abuja and (ii) A case of alleged extortion and incivility to a member of the Public reported from along Airport road, Port-Harcourt, River State.

Members of the public are advised not to take to self help when they are not satisfied with an encounter with any police officer(s) but should contact the PCRRU which is available 24/7 for resolution of cases of misconduct and other required actions. Such self help by citizens had sometimes escalated the situations and resulted in severe injuries to such person(s) or innocent bystanders; deaths have been recorded in some of such controversial incidents. Even though erring officers were sanctioned or charged to court accordingly, such life-time injuries/death is not reversible. Stakeholders in police accountability project are enjoined to do more in sensitizing the general public on the existence of the PCRRU.

The Inspector-General of Police, IGP Ibrahim Idris NPM, mni continue to support the operations/activities of the Unit, this is largely responsible for the timely resolution of reported cases from across the country and successes recorded so far by the PCRRU.
