    Uppingham Neighbourhood Plan Review Paper 4: Roads and Transport Introduction In the earlier report (May 2018) two recommendations were made on roads and transport. - Request RCC to undertake traffic studies to inform transport policies, in the NP and for the Local Transport Plan), including potential longer-term routes around sections of the town. - Request RCC and the LEP to fund/undertake a feasibility study for a new means of exit for the Station Road industrial estate. These have been pursued but it has not been possible to obtain commitment at this stage. Understandably, RCC will need to consider the matters through a due process and may be willing to become formally engaged once the NP review is underway. In addition, as described in other papers, the LEP (Greater Cambridge and Peterborough) has become “The Business Board of the Cambridgeshire and Peterborough Combined Authority” with a focus on the Cambridge-Milton Keynes-Oxford Corridor proposals. When the picture is clearer on the future LEP alignment of Rutland, the issue of Station Road can be promoted. However, to support the case that can be put to RCC and the LEP, this paper includes a review of the context (based on policy documents and studies) and current data (see Paper 1) and reference to the outcome of discussions with local businesses (See Paper 3). In addition, an informal discussion has been held with RCC Highways Officers. Main Conclusions 1 - The potential Ayston Road to Leicester Road is supported by the findings of the 2010 Strategic Transport Assessment/Feasibility Study and it could be facilitated by development in the preferred locations West and North of Uppingham, referred to in the emerging Local Plan.

Although situated just outside the Parish boundary, Bringhurst Primary School was included in the designated area of the Neighbourhood Plan. This reflected the importance to the community of the local School and was endorsed by Bringhurst, Drayton & Nevill Holt Parish Meeting. The Great Easton Neighbourhood Plan Advisory Committee was established to prepare a Plan that would deliver the long term goals of a balanced and vibrant neighbourhood.     Great Easton Settlement Profile Introduction General Location: Great Easton sits in the Welland Valley, in the most south-eastern tip of the Harborough District and along with Hallaton, is one of the largest parishes in south-east Leicestershire. The parish, as well as Harborough District itself, borders Rutland County from Eyebrook Reservoir to its south-eastern tip, where the parish is dissected by the A6003. Great Easton also borders the Borough of Corby, which lies to the immediate south. Neighbours within the Harborough District include Bringhurst, Drayton and Nevill Holt (from west to north-west) and Stockerston (from the north-east to east). The A427 passes to the south of the parish, providing access to Market Harborough which is approximately 10 miles away, although Corby is the nearest town to the village being only half the distance. The parish occupies a relatively large size, with its elongated form being the length of 1 mile east-west, but stretching for up to 3 miles north-south. Great Easton falls within the District of Harborough, but as the boundaries of Harborough Parliamentary constituency differ to those of Harborough District, the village forms part of the Rutland and Melton Parliamentary constituency. Great Easton is identified as a Selected Rural Village in the Core Strategy for the District and as such, is outlined as a settlement that would potentially benefit from the support of limited development such as rural housing. It is therefore important to understand the function, key characteristics, role, form, issues, problems, and ultimately sustainability of the settlement, in order to determine the appropriate level of development to be directed towards the settlement and to understand the local community’s aspirations for their village.

    UPPINGHAM PARISH PLAN OCTOBER 2007 UPPINGHAM PARISH PLAN Introduction In April 2006 a steering group was formed with the support of the Rural Community Council and Uppingham Town Council to prepare a plan for the future of Uppingham. We are grateful to the staff of both Councils for their help and encouragement. The group prepared a questionnaire that was delivered to all households in the town early in 2007. The responses to this questionnaire were analysed and it is relevant that more than 50% of respondents described themselves as retired. The views of the respondents form the plan and it is clear that they like their town and are concerned about changes taking place without consultation. However they accept that if changes must take place such changes take into account their views and the character and history of the town. The plan is to be taken into account by the Town Council, Rutland County Council, National Government and statutory service providers in matters affecting Uppingham. The group has considered it important to provide a background to the plan by reference to history and the town at the present time. We believe all facts to be correct and apologise if there are any errors or omissions. Neil Hermsen – Chairman of the Steering Group A little local history Although Uppingham does not appear in the Domesday Book there is little doubt that a set- tlement existed for many years before the Norman Conquest. The name, deriving from the “Ham of the Yppingas” meaning “people of the upland”, indicates that it came into existence by the early 6th century but the settlement may have come into being even earlier.
