P2 Politik-LIPI sebagai pusat penelitian milik pemerintah, dewasa ini dihadapkan pada tuntutan dan tantangan baru, baik yang bersifat akademik maupun praktis kebijakan, khususnya yang berkaitan dengan persoalan dengan otonomi daerah, demokrasi, HAM dan posisi Indonesia dalam percaturan regional dan internasional. Secara akademik, P2 Politik-LIPI dituntut menghasilkan kajian-kajian unggulan yang bisa bersaing dan menjadi rujukan ilmiah, baik pada tingkat nasional maupun internasional. Sementara secara moral, P2 Politik-LIPI dituntut untuk memberikan arah dan pencerahan bagi masyarakat dalam rangka membangun Indonesia baru yang rasional, adil, dan demokratis. Karena itu, kajian-kajian yang dilakukan tidak semata-mata berorientasi praksis kebijakan, tetapi juga pengembangan ilmu-ilmu pengetahuan sosial, khususnya perambahan konsep dan teori-teori baru ilmu politik, perbandingan politik, studi kawasan dan ilmu hubungan internasional yang memiliki kemampuan menjelaskan berbagai fenomena sosial-politik, baik lokal, nasional, regional maupun internasional. Studi mendeklarasikan Covid-19 sebagai pandemi tersebut memberikan sumbangan baru dari sisi global pada tanggal 11 Maret 2020. Covid-19 data dan model teoretis untuk menjelaskan menyebar dengan cepat ke seluruh dunia kinerja pemerintah Indonesia dalam kasus dan berdampak pada kesehatan publik dan penanganan wabah Covid-19. perekonomian global. Selain itu, Covid-19 Artikel kedua ditulis oleh M. Prakoso Aji juga memiliki implikasi politik yang memaksa dengan judul “Konstelasi Politik di Tengah negara-negara di dunia untuk menyesuaikan Pandemi: Potensi Bertambahnya Dukungan kebijakannya. Hampir seluruh negara di Partai Politik Bagi Pemerintah”. Tulisan dunia harus bergerak cepat untuk menerapkan ini memaparkan konstelasi politik Indonesia langkah-langkah efektif agar terhindar dari di masa pandemi Covid-19 sekaligus melihat krisis kesehatan, ekonomi, maupun politik. Hal potensi bertambahnya dukungan politik bagi tersebut tentu menjadi ujian bagi kapabilitas pemerintah dengan kemungkinan bergabungnya dan kualitas kepemimpinan pemerintahan baik PAN dan Partai Demokrat.     CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ⃺ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. In domestic politics, it was a year of important changes, as the anti-corruption campaign continued to make itself felt, resulting, for example, in Zhou Yongkang, a former member of the Politburo Standing Committee, and Xu Caihou, former vice chairman of the Communist Party of China (CPC) Central Military Commission (CMC), being expelled from the party. Xi Jinping, who was already president as well as general secretary of the party, took the position of chairman of the new National Security Commission and created a number of small leading groups, part of his efforts to strengthen his structural authority. Meanwhile elements of instability grew as well, such as the number of bombings that took place in the Xinjiang Uygur Autonomous Region, and the CPC is cracking down vigorously. President Xi has assertively engaged in foreign policy, leading at times to strong unilateral positions such as China’s location of oil drilling equipment in the South China Sea. China is seeking to form “a new type of major-power relations” with the United States, but China’s actions in the South China Sea and the confrontation over cyber spying make it unclear whether China will be able to achieve the kind of US-China relations it desires. President Xi is also engaging in periphery diplomacy, seeking to ensure China’s peaceful development by reinforcing its economic relations with its neighbors and calling for an Asian New Security Concept, while strengthening its criticism of the system of alliances centered on the United States.

    Promoting “Young Guards”: The Recent High Turnover in the PLA Leadership (Part I: Purges and Reshuffles) Cheng Li The continuing consolidation of power has been the most noticeable trend under the leadership of Xi Jinping since the 18th National Congress of the Chinese Communist Party in November 2012. Undoubtedly, a key component in this strengthening of both Xi’s personal power and his new administration’s authority has centered on the military domain. Xi has gone about the consolidation process through several important political and tactical moves, including the purges of the two highest-ranking generals under the previous administration on corruption and other charges; the arrest of over 40 senior military officers on various charges of wrongdoing; large-scale reshuffling of generals between regions, departments, and services; ongoing efforts to reform the PLA structure and operations; and, most importantly, the rapid promotion of “young guards” (少壮派) in the Chinese military. All of these bold measures will have profound implications—not only for Xi’s political standing in preparation for the next leadership turnover in 2017, but also for the trajectory of civilian-military relations in the country and for the assessment of China’s military modernization. The first installation in this series focuses on the recent purges and reshuffling of military leaders, which has significant consequences in the political dynamics of present-day China. It is an old saying in the history of the Chinese Communist movement that “political power grows out of the barrel of a gun.”1 Although this famous Mao Zedong slogan emphasizes the Communist doctrine that the party commands the army in seizing and retaining state power, a top party leader’s consolidation of personal power cannot be achieved without strong support from the military.

    China’s Political Ecology and the Fight against Corruption Joseph Fewsmith Since the 18th Party Congress convened in November 2012, China has undertaken a wide-ranging campaign against corruption. The campaign has gone on longer, cut deeper, and affected more people than anyone might have imagined two years ago. The course of the campaign has exposed in considerable depth many of the ills of political life in China. Although it seems intended to break up many of the “small circles” that pervade China’s political life, there is no question that the campaign has focused particular attention on the networks around Zhou Yongkang, the former head of China’s security forces, and Ling Jihua, the former head of the General Office. China’s leadership has promised the campaign will continue, so there are likely to be more surprises; perhaps one or more new “tigers” will be exposed. China’s fight against corruption really began with the conviction of Bo Xilai (薄熙来), the former party secretary of Chongqing municipality and an apparent contender for a seat on the party’s powerful Politburo Standing Committee (PBSC). But since Bo’s case was concluded prior to the 18th Party Congress, he is not mentioned in the running tab the People’s Daily website has maintained of ministerial-level cadres who have been taken in for investigation, and he is rarely mentioned in media articles discussing corruption. But can an autocrat purge his rivals by political prosecution in a limited autocracy where power-sharing arrangements tie his hands? Empirical observation from China, an institutionalized autocracy with a history of politicized anticorruption, sheds light on this question. Xi Jinping’s anticorruption campaign provides network evidence that the autocrat is untying his hands and purging rivals despite the constraints on his power. Studying the network where purged elites are nodes and their colleague relations are ties, this paper argues that the emphasis on political prosecution against an elite explains his centrality in the purged network, which suggests that political prosecution drives the campaign as much as cleansing graft does. The independent variable, emphasis on political prosecution, is estimated by the ratio of intraparty duration to procuratorial duration. Centrality, as the dependent variable, is constructed by PageRank algorithm. The finding suggests that an autocrat in a limited autocracy is capable of reneging on power sharing. In theory, the bifurcation of civilian and military elites and the demise of ‘supreme leaders’ provide the PLA with greater autonomy vis-à-vis the Party, whereas the persistence of personalistic power in decision-making creates opportunities for upper-level leaders to place trusted associates in key posts. The lack of effective checks and balances thus facilitates the misuse of power for private ends and gives rise to cronyism and corruption.

    Chapitre 5 : Travail analytique « Sun Zi et Xi Jinping : une pensée stratégique similaire mise au profit d’une stratégie militaire en constante évolution » Il semble nécessaire de dresser l’évolution de la doctrine et de la stratégie militaire chinoises au fil des époques, en mettant en scène les actions de deux stratèges d’hier et d’aujourd’hui : Sun Zi et Xi Jinping. Tous deux ont su considérer et appréhender leur environnement contemporain au profit du développement et de la pérennité de la Chine. Sun Wu, plus connu sous le nom de Sun Zi, était général et stratège du roi Helu de Wu de 770 à 476 avant notre ère, durant la période des Printemps et des Automnes. Ce général chinois a décliné en treize chapitres, dans L’Art de la guerre, des préceptes qui traitent de la stratégie militaire et de divers aspects de l’organisation de l’armée chinoise. 2 500 ans plus tard, c’est Xi Jinping, chef de la Commission Militaire Centrale (CMC), qui est à la tête d’un pays d’une superficie de 9 596 961 km² et d’une population de 1,357 milliards de chinois. Il est important de replacer le contexte de la période de Sun Zi pour comprendre en quoi elle diffère des années 2000. A cette époque des Printemps et des Automnes (770-476 avant J-C), le pouvoir politique de la dynastie des Zhou était contesté par les princes rebelles, entraînant des luttes assassines durant la période des Royaumes combattants (475-221 avant J-C). Aujourd’hui, le pouvoir politique du Comité central du Parti communiste chinois n’est pas remis en question, il est encore moins fragmenté.
