    (SHREDECON EDITION) TIBOR SCITOVSKY Peter E. Earl (1992)* 1 INTRODUCTION Tibor Scitovsky was born in Budapest in 1910, the son of a senior Hungarian official who became the country’s Foreign Minister. The kind of economist that he became and, indeed, the fact that he became an economist at all both owe much to his lifestyle in childhood and adolescence. In his (1992) paper on his life philosophy he explains how his parents used his father’s high income to provide a private tutor for him in a house that was replete with antiques and often the location for great parties. They also took him on their travels to countless museums, exhibitions and artistic performances in many countries. But he also became aware of the plight of those who were less fortunate, for he often travelled through the slums of Budapest and had many occasions to see his mother serve as a fairy godmother to anyone she knew who was in difficulties. This gulf between rich and poor, and his awareness of the ways in which career paths in Hungary were dominated by social connections, eventually led him to revolt against his mother’s desire that he should become a banker. Wanting to stand on his own feet, and interested by the economic problems of the day, he left Hungary in 1935 to enrol at the London School of Economics. Thus began an academic career in which the sources of economic power and the nature of human satisfaction have often provided a focus for his attention. Though he retired in 1976, the year his best-known book The Joyless Economy was published, he continued to write and enjoy an active life almost up to his death in 2002 at the age of 91 [for an useful obituary article, see Bianchi (2003)].

Edwards and Sophie Pellé The aim of this paper is to explain the process of diversification of normative economics by presenting the work of two authors: Tibor Scitovsky [1910-2002] and Amartya Sen [1933-]. While these two authors first contributed to traditional welfare analysis from within, they were subsequently involved in the development of two different, and even opposed, programs: the economics of happiness and the capability approach. They focused on different concepts of well-being: the “joy” of satisfied consumers for Scitovsky, and the “capabilities” of deprived individuals for Sen. In imposing new theoretical frameworks, applications, as well as new concepts of well-being, which are measureable, the capability approach and the economics of happiness represent two major attempts to renew normative economic analysis.     THE FRANK E. SEIDMAN DISTINGUISHED AWARD IN POLITICAL ECONOMY The Frank E. Seidman Distinguished Award in Political Economy was established in memory of Frank E. Seidman by Mr and Mrs. P.K. Seidman. The host college for the Award is Rhodes College, a liberal arts college established in 1848. An honorarium of fifteen thousand dollars will be given to an economist who has distinguished himself or herself internation­ ally by contributing, in the judgment of his or her peers, to the advancement of economic thought along interdisciplinary lines and to its implementa­ tion through public policy. The purpose of the Award is to recognize and encourage economists who are attempting to extend their work into the interdependent areas of the other social sciences. He is frequently sought as a public speaker on the economic outlook and evolving trends significant to business, national and international economic policy and the intersection of economics and geopolitics.     NEWS RELEASE 6/5/02 Lisa Trei, News Service (650) 725-0224; e-mail: [email protected] Prominent economist Tibor Scitovsky dead at 91 Tibor Scitovsky, a prominent figure in American economics whose career spanned more than a half-century, died at Stanford Hospital on June 1 from complications following surgery. He was 91. During his career, Scitovsky also became an unorthodox social critic who argued that the American economy placed too much emphasis on comfort and safety, depriving consumers of the "joys" of challenging, unexpected and even risky activities. His book The Joyless ​ Economy: An Inquiry into Human Satisfaction and Consumer Dissatisfaction garnered a ​ skeptical response from economists when it was published in 1976. However, a revised edition published in 1992 attracted a growing following. In 1995, London's Times Literary Supplement named it among "the 100 most influential books of the ​ ​ post-World War II era." Professor Emeritus Mel Reder, a longtime colleague and friend, said that Scitovsky, the son of a prominent Hungarian family, had much broader interests than most American economists of the day. "He was interested in the world," Reder said. "He was interested in art. He had a deep aversion to mass culture and came to reflect on why America was so different from Europe. He was a U.S. citizen, but he was always a European." Professor Emeritus Kenneth Arrow, another colleague, said that The Joyless Economy ​ reflected a critique of capitalist bourgeois society from an aristocratic perspective.
