BLUFFDALE CITY COUNCIL MEETING AGENDA Wednesday, February 13, 2019 Notice is hereby given that the Bluffdale City Council will hold a meeting Wednesday, February 13, 2019, at the Bluffdale City Hall, 2222 West 14400 South, Bluffdale, Utah, scheduled to begin promptly at 6:00 p.m. or as soon thereafter as possible. Notice is further given that access to this meeting by the Mayor and or City Council may be by electronic means via telephonic conference call. WORK SESSION 6:00 P.M. – (The work session is for identifying future items and other council discussion. In accordance with Utah Code § 52-4-201(2)(a), while the meeting may be open to the public, there will not be any opportunity for public input during the work session). 1. Roll Call 2. Presentations – a. Presentation and discussion relating to the Utah Avalanche Soccer Club and possible SD Zone at 3157 West 13800 South, presenter, Scott Butler. b. Presentation and discussion relating to proposal for streetlights along 14400 South and Loumis Parkway, staff presenter, Shane Paddock. c. CONSENT AGENDA – 3.1 Approval of the January 09, 2019 Special City Council Meeting (Economic Development) Minutes. 3.2 Approval of the January 09, 2019 City Council, LBA & RDA Combined Meeting Minutes. 3.3 Approval of a resolution authorizing execution on an Interlocal Cooperative Agreement with Salt Lake County providing for a perpetual easement for a waterline to service Wardle Fields Regional Park. 4. Recognition and presentation of the Rural Water Association Award to Dave Fenn, staff presenter, Shane Paddock. 5. Presentation of the Police Annual Statistical Report, presenter, Police Chief Burton. 6. Presentation of the Bluffdale City Fire Department Semi-Annual Statistical Report, staff presenter, Fire Chief Roberts. 7. PUBLIC HEARING – Consideration and vote on a Preliminary Subdivision Plat Application (2018-48) for 341 units on 61.40 acres including public and private streets, common area and open space located within Bringhurst Station project, located at approximately 16201 South Camp Williams Road, Edge Homes, applicant, staff presenter, Jennifer Robison. 8. Consideration and vote on acceptance of the Bringhurst Road Dedication Plat for Bringhurst Boulevard, Mortimer Way (16165 South, North Road) and 16380 South (South Road) as public streets in the Bringhurst Station Project, staff presenter, Jennifer Robison. 9. Consideration and vote on the Revised Final Plat for the Hobby Caves Condominiums amending Lot 2 of the Saddleback Pointe Subdivision, located at 13851 South 2700 West, staff presenter, Jennifer Robison. 10. PUBLIC HEARING – Consideration and vote on an ordinance amending Title 2, Chapter 1, and Title 7, Chapter 4, of the Bluffdale City Code related to boards and commissions, including the Tree Board and Planning Commission, staff presenter, Grant Crowell. 11. Utah Avalanche Proposal 3157 West 13800 South Parcel ID 33-04-301-003 and 33-04-301-004 The fundamental philosophy of the club is to treat our players as athletes and provide top-quality instruction, training and support to ensure they can achieve at the highest levels. At Utah Avalanche, we work to instill and reinforce the qualities of confidence, teamwork, loyalty, hard work, sacrifice, determination, struggle, heartache, passion and success in young girls. We teach girls that they can be anything they want to be because they are strong and capable. We provide the training, opportunities, guidance and motivation that helps our players find their own strength and drive to succeed. We have ex-collegiate female athletes involved in the coaching realm as much as possible because they understand how hard these girls can really be pushed. It is easy to know that girls have another level in them, when you once were that girl, and these coaches serve as role models for our aspiring athletes. We are a “girls” club because it means “girls” are the only focus. They receive all the attention – all the benefit. We encourage our girls to be responsible for their own success – our players are independent and capable. They map out their goals, and we work with them to ensure they get there. Utah Avalanche players are dedicated athletes, and have sacrificed a great deal to get where they are. Most athletes train and practice 6 days a week as they work to reach their goals. They have passion for the game, and an extreme work ethic. Through their efforts, the players build character, self-esteem, athletic ability and a commitment to excellence. Questions (continued) DOME Questions: ● Building height - (55' to 65") depending on the size of the dome. ● Lighting - minimal light pollution from the lights in the dome. We build these in existing neighborhoods. ● Sound - The dome insulates the sound and the noise is less than an outdoor park/field space. ● Time frame of dome operation. National code says a temporary dome can be up for 180 days (six months) ● Use of the space when the dome is down - Treated as an outdoor field space. ● Where does the dome go when it is down - Storage on site. (2600 sq ft of space needed) ● What is the dome made of - Fire retardant vinyl. Answers Traffic ● Private facility - practice fields by reservation only ○ Estimate of 20 cars per field at any given time (4 fields = 80 cars at peak) ○ Hours of normal operation 4:00pm-9:30pm ■ Lite operations prior to 4 PM ● Two access options to facility (North and South entrances) Community partnership Last week Karen Chin our academy director was awarded “Sandy City Parks and Rec Volunteer of the Year”. Karen and Utah Avalanche has ran the Sandy City academy free of charge since 2014. Sandy City presented the award and claimed that we have had over 800 kids participate in the academy over the 4 years. Karen was recognized for her volunteer time by the Mayor and Director of Parks and Rec. Community • Bluffdale Recreation Program o Utah Avalanche currently volunteers in the Sandy City Rec program, we can host a Bluffdale Rec academy, camps etc to give back to the community • TOPSOCCER o a community-based training and team placement program for young athletes with disabilities, organized by Club association volunteers. • Green Space o fields can be used by neighbors at specific times of the seasons. CITY OF BLUFFDALE, UTAH Ordinance No. XXXXX AN ORDINANCE AMENDING THE BLUFFDALE CITY OFFICIAL ZONING MAP BY CHANGING THE ZONING DESIGNATION OF APPROXIMATELY 10.22 ACRES OF LAND LOCATED WITHIN BLUFFDALE CITY, STATE OF UTAH, FROM R-1-43 RESIDENTIAL TO SD-C COMMERCIAL RECREATION, AND ADOPTION OF THE ASSOCIATED PROJECT PLAN. WHEREAS Utah Avalanche Girls Soccer Club Foundation (the “Applicant”) has initiated an application to amend the Official Zoning Map by changing the Official Zoning Map from R-1-43 Residential to SD-C Commercial Recreation, for approximately 10.22 acres of property located at approximately 3157 West 13800 South, as described in the legal description attached as Exhibit
