Executive Summary

The Environment Act 1995, Part IV established a national framework for air quality management requiring all Local Authorities to conduct air quality reviews of their areas in accordance with relevant government guidance. This report forms part of this review, being the 2012 Updating and Screening Assessment of air quality for the district. The report considers each pollutant listed in the air quality regulations; these are carbon monoxide, benzene, 1,3-butadiene, lead, nitrogen dioxide, sulphur dioxide, and PM10.

The report follows on from the 2011 Progress Report and considers the changes in the local area since the previous Updating and Screening Assessment carried out in 2009. If, based on this information, it is considered that if any of the objectives are not likely to be achieved then a Detailed Assessment must be carried out.

The report considers the results from monitoring carried out in 2011 and identifies York Place, Knaresborough as an area where further monitoring needs to be carried out to identify whether an exceedence is occurring at residential properties and identifies that the air quality objective has been exceeded at the Woodlands Junction, Wetherby Road.

The report shows that there is continued exceedence of the Air Quality Objective at Bond End, Knaresborough and Low and High Skellgate, Ripon, and that the extent of the current Air Quality Management areas is correct.

1 Introduction 1.1 Description of Local Authority Area

The Harrogate district is part of the County of North and extends over an area of 1,305 square kilometres. It has boundaries with the Leeds/Bradford conurbation to the south, has to the west and extends across part of the Vale of York to the east. The district consists of both rural and urban areas, having large, sparsely populated areas alongside the major settlements of Harrogate, Knaresborough and Ripon.

The district has an estimated population of 158,000. Approximately 70% of the population is centred in the three main towns, with Harrogate having around 78,000 residents, and Knaresborough and Ripon having around 33,000.

Seven local authorities surround Harrogate namely Richmondshire, Hambleton, York, Selby, Leeds, Bradford and .

The most significant source of pollutants likely to impact on air quality objectives is the road network in the district. The A1 (M) motorway, A1 dual carriageway and a small part of the A168 dual carriageway run to the east of the district. There is very little relevant exposure to these roads. Other major roads are the A59 and A61, which both pass through the urban areas of the district.

As the Harrogate district is predominantly rural, consideration is given to emissions associated with agricultural activities especially intensive poultry farming, and domestic solid fuel burning in villages not on the mains gas network, in particular to the north and east of the district.

There are a number of industrial installations and waste facilities in the district of varying sizes that are mostly regulated under the Environmental Permitting Regulations. The Leeds-Harrogate-York railway line runs to the south of the district.

1.2 Purpose of Report

This report fulfils the requirements of the Local Air Quality Management process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where exceedences are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives.

The objective of this Updating and Screening Assessment is to identify any matters that have changed which may lead to risk of an air quality objective being exceeded. A checklist approach and screening tools are used to identify significant new sources or changes and whether there is a need for a Detailed Assessment. The USA report

1.3 Air Quality Objectives

The air quality objectives applicable to LAQM in England are set out in the Air Quality (England) Regulations 2000 (SI 928), The Air Quality (England) (Amendment) Regulations 2002 (SI 3043), and are shown in Table 1.1. This table shows the objectives in units of microgrammes per cubic metre g/m3 (milligrammes per cubic metre, mg/m3 for carbon monoxide) with the number of exceedences in each year that are permitted (where applicable).

Screening for other pollutants did not identify any other potential exceedences of Air Quality Objectives in the district.

New monitoring data for nitrogen dioxide 2010 Annual Progress Report confirmed that Air Quality Management Areas should be declared at Low and High June 2010 Skellgate, Ripon and Bond End, Knaresborough.

Re-siting the diffusion tube to first floor level at Woodlands public house has indicated that the annual mean Air Quality Objective for nitrogen dioxide was not exceeded. Air Quality Management Areas (AQMA‟s) Declaration declared for Low and High Skellgate, Ripon and Bond End, Knaresborough for November 2010 exceedences of the annual mean Air Quality Objective for nitrogen dioxide. The report concluded that the following 2011 Annual Progress Report actions are required; - Continue with developing the Further June 2011 Assessment and Air Quality Action Plan - Continue monitoring at locations close to the limits - Carry out triplicate tube monitoring within the Air Quality Management Areas - Continue to monitor the nitrogen dioxide concentration at the Woodlands public house at the 1st floor level, which is the relevant exposure. The Further Assessment concluded that 2012 Further Assessment there remain exceedences of the Air Quality Objective within the AQMA‟s, and that the April 2012 extent of the AQMA‟s is correct. It was found that at least a 16% reduction in NOx was needed to meet the AQO.

1.4.1 2006 Updating and Screening Assessment Report

The 2006 Updating and Screening Assessment Report concluded that all air quality objectives for lead, 1,3-butadiene, benzene, carbon dioxide and PM10 would be likely to be achieved throughout the district.

The report showed an exceedence of the Annual Mean Objective for nitrogen dioxide at the junction of Wetherby Road and Hookstone Chase in Harrogate. The result was considered to be irregular due to the placing of the passive diffusion tube close to a ventilation outlet from the public house. In accordance with current guidance it was not considered further.

A potential exceedence of the objective mean for sulphur dioxide was identified at Knaresborough Railway Station. The report recommended progress to a Detailed Assessment for sulphur dioxide at this location.

The report did not identify any other potential or actual exceedences of the objectives for nitrogen dioxide within the Harrogate district.

1.4.2 2007 Annual Progress Report

The 2007 Annual Progress Report reported on findings that led to a detailed assessment for sulphur dioxide at Knaresborough Railway Station being considered unnecessary due to the lack of relevant exposure. It also concluded that monitoring for nitrogen dioxide had identified an exceedence of the Annual Mean Objective at Low Skellgate in Ripon and Bond End in Knaresborough, and recommended progress to a Detailed Assessment for these locations.

The Report also highlighted monitoring, which indicated a potential exceedence of the nitrogen dioxide Air Quality Objective at the Hookstone Chase/Wetherby Road junction in Harrogate, but concluded that progress to a Detailed Assessment at this location was unnecessary.

It reported that real time monitoring of nitrogen dioxide and particulate matter at the air quality monitoring station located on Skipton Road, Harrogate had not identified any potential exceedence of the relevant Air Quality Objective, and that monitoring had been suspended at the end of 2006.

1.4.3 2008 Interim Annual Progress Report

Due to a delay in producing the Detailed Assessment required by the findings of the 2007 Annual Progress Report, an interim Annual Progress Report was produced in June 2008.

The report predicted a continuing exceedence of the nitrogen dioxide Annual Mean Objective at the same locations as the previous year at Bond End in Knaresborough and Low and High Skellgate in Ripon. It also predicted an exceedence at the

Woodlands public house in Harrogate due to its close proximity to the junction of Wetherby Road and Hookstone Chase. It recommended that a Detailed Assessment is produced for the three areas.

Passive diffusion tube monitoring of nitrogen dioxide indicated no other potential or actual exceedences of Air Quality Objectives in the district.

1.4.4 2009 Detailed Assessment Report

The Detailed Assessment was carried out in response to the identification of possible breaches of the nitrogen dioxide annual mean Air Quality Objective in the Harrogate district, caused by vehicle emissions, at the junction of Wetherby Road and Hookstone Chase in Harrogate, at Bond End, Knaresborough and Low and High Skellgate, Ripon. The assessment was carried out on behalf of Harrogate Borough Council by Air Quality Consultants using a combination of monitoring data collected by the Council and modelled concentrations produced by the consultants using the ADMS (Advanced Dispersion Modelling Software) Roads dispersion model. It made the following conclusions:-

The nitrogen dioxide Annual Mean Objective was predicted to be exceeded at ground floor level at the façade of the Woodlands public house at the junction of Wetherby Road and Hookstone Chase in Harrogate; however the objective applies only to the first floor level at the flat above. The predictions for the first floor were that the objective was not being exceeded, and so the assessment concluded that an AQMA would not be required. It recommended that monitoring be carried out on the upper floor of the public house for a period of twelve months, following which, if the measurements showed that the Annual Mean Objective was being exceeded, then an AQMA should be declared to cover the public house. There were no other potential exceedences of the nitrogen dioxide Annual Mean Objective in the area of this junction.

The nitrogen dioxide Annual Mean Objective was predicted to be exceeded both at ground floor level and at first floor level, at Low and High Skellgate in central Ripon with an estimated 30 properties being affected.

At Bond End, Knaresborough, the nitrogen dioxide Annual Mean Objective was predicted to be exceeded at ground floor level, and, in the worst-case locations, first floor levels too. It estimated that approximately 21 properties were affected.

It recommended that an AQMA be declared to include at least the residential properties whose exposure was predicted to be above the Annual Mean Objective for nitrogen dioxide at both the area in central Ripon and in Bond End Knaresborough.

In addition it was found at both the locations in Ripon and Knaresborough that the area with an Annual Mean above the objective extended beyond the area in which air quality had been modelled; the monitoring domain. It thus recommended that the Further Assessment report consider a wider road network.

1.4.5 2009 Updating and Screening Assessment Report

Monitoring data in 2008 indicated that the nitrogen dioxide Annual Mean Objective had been exceeded at various locations in the district. None of the exceedences were with existing AQMAs, although the majority are within areas covered by the 2009 Detailed Assessment, and therefore are in areas likely to be declared AQMAs in the near future. In the Central Ripon Survey monitoring indicated exceedences of the nitrogen dioxide Annual Mean Objective at four monitoring locations that are all representative of relevant exposure, two of which had shown exceedences in previous years, and two of which had not.

In the Central Knaresborough Survey, monitoring indicated exceedences of the nitrogen dioxide Annual Mean Objective at four monitoring locations, all of which were representative of relevant exposure, one of which had shown an exceedence in previous years. The other three monitoring locations had shown an exceedence for the first time. Of these locations three are on the Bond End junction and the remaining location is on York Place.

The three locations on Bond End are within the modelling domain and were therefore assessed in the 2009 Detailed Assessment and so a further Detailed Assessment was not required. The monitoring location on York Place was not considered in the 2009 Detailed Assessment and is outside the monitoring domain, however rather than conducting a further Detailed Assessment it was recommended that the monitoring domain assessed in the ADMS Roads model was extended to include the new area of exceedence and the findings included in the 2010 Annual Progress Report.

In the Woodlands junction Harrogate survey the 2008 monitoring data identified an exceedence of the nitrogen dioxide Annual Mean Objective at the façade of the Woodlands public house facing Wetherby Road, although only ten months of monitoring data were collected at this location. In accordance with the recommendations of the 2009 Detailed Assessment this monitoring location and the other monitoring location on the façade of the public house were moved to first floor level, as there is relevant exposure at this location at first floor only. The annual mean nitrogen dioxide concentration measured once twelve months of monitoring data has been collected will be reported in the 2010 Annual Progress Report. If an exceedence of the Annual Mean Objective is predicted then progress straight to declaration of an AQMA will be made, as a Detailed Assessment has already been completed in this location.

In the General District Survey the 2008 monitoring data identified exceedences of the nitrogen dioxide Annual Mean Objective at two locations, one at Skipton Road, Harrogate (borderline exceedence), and the other at Devonshire Place (off Skipton Road), Harrogate. These two residential receptors are located in close proximity to the kerbside of Skipton Road, a busy and congested road, which is one of the main routes through Harrogate.

The assessment of likely impacts of local developments including road transport, other transport, industrial installations, commercial/domestic, residential and fugitive emissions did not identified any potential exceedences of any of the air quality objectives.

The assessment of poultry farms identified one installation which met the criteria stated in TG.09 regarding capacity and relevant exposure, however it is concluded that progress to a Detailed Assessment at this location, Oaklands Farm near Moor Monkton, was not required due to the geographical separation of the poultry units which meant that relevant receptors were only exposed to a portion of the poultry houses.

The assessment of the biomass district -heating scheme at Denton Hall using the Review and Assessment Tool for biomass combustion stacks identified potential exceedences of the air quality objectives for PM10 and nitrogen dioxide, with regard to the one-hour mean objective. Use of the „Approaches to adding industrial contributions to the background‟ methodology taken from TG.09 and emission rate data specific to the type of appliance have ruled out these potential exceedences and it was concluded that there is no requirement to proceed to a Detailed Assessment with respect to emissions from the district-heating scheme.

The report concluded that it was not necessary to carry out any additional Detailed Assessments (other than those reported in 2009). A number of recommendations were made in the report for additional monitoring to be undertaken during 2009. These are reported in this Progress Report.

1.4.6 2010 Annual Progress Report

The monitoring data for 2009 confirmed the conclusions from the Detailed Assessment undertaken, that AQMA‟s should be declared at Low Skellgate and High Skellgate, Ripon and Bond End, Knaresborough. The re-siting of diffusion tubes at the Woodlands public house at the Wetherby Road/Hookstone Drive junction, has confirmed that at the first floor level (relevant exposure) the annual mean Air Quality Objective for nitrogen dioxide was not exceeded and that it is not necessary to declare an AQMA at this location at this time,

The exposure of extra tubes at locations in Ripon and Knaresborough, for 5 months only, has suggested that the nitrogen dioxide concentration is below the Air Quality Objective with the exception of the Royal Oak, Bond End Knaresborough. This was calculated using the annualised mean from the Knaresborough town centre study. The 18 diffusion tubes forming the general district survey indicated that no location was breaching the annual or 1-hour mean for nitrogen dioxide. The background nitrogen dioxide concentration has remained fairly constant for the past five years, at between 14µg/m³ and 16µg/m³.

The main actions arising from the report were to complete the declaration of the two proposed AQMAs, develop an Air Quality Action Plan for the areas, to continue to monitor the nitrogen dioxide concentration at the Woodlands Public House at the 1st floor level (the relevant exposure) and to evaluate the data from the additional

Harrogate Borough Council diffusion tube monitoring undertaken in Knaresborough and Ripon, when a full 12 months of data has been obtained.

1.4.7 2010 Air Quality Management Area Declaration

The Air Quality Management Areas for Low and High Skellgate, Ripon and Bond End, Knaresborough were declared on the 26 November 2010, figures 1.1 and 1.2 show maps of the AQMA boundaries. Work on the Further Assessment and planning for the Air Quality Action Plan has commenced.

1.4.8 2011 Annual Progress Report

The monitoring data has shown that the only relevant breaches of the annual mean Air Quality Objective for nitrogen dioxide have been within the areas that were declared Air Quality Management Areas in November 2010. The full years monitoring results for the Royal Oak at Bond End, Knaresborough (tube H51) has confirmed that the annual mean Air Quality Objective has been exceeded.

The results for the Woodlands public house at the Wetherby Road/Hookstone Drive junction have shown that whilst the Air Quality Objective for nitrogen dioxide has not been breached, there is a borderline figure. Monitoring will carry on at this location and a further assessment of the results will be made at the next round.

The tubes for the general district survey did not exceed the annual mean or the 1- hour mean Air Quality Objective for nitrogen dioxide. Tube H45 (Westmoreland Street/Skipton Road junction) reached a level of 38.48µg/m³, this will be considered at the next round of assessment.

The background concentration of nitrogen dioxide across the Harrogate district has reduced when compared with results from the past 5 years.

The report concludes that the following actions are required; Continue with developing the Further Assessment and Air Quality Action Plan Continue monitoring at locations close to the limits Carry out triplicate tube monitoring within the Air Quality Management Areas Continue to monitor the nitrogen dioxide concentration at the Woodlands public house at the 1st floor level, which is the relevant exposure.

1.4.9 2012 Further Assessment

The main aims of the Further Assessment are: to show that the decision to declare the AQMA and the extent of the AQMA remain appropriate; and to identify and quantify the principle pollution sources contributing to the Air Quality Objective (AQO) exceedences at location within the AQMA, this is called source apportionment. This will support the development of an Air Quality Action plan by determining the

Harrogate Borough Council improvements in air quality needed and allowing a targeted approach to improving local air quality through measures to be identified by the action plan.

The main findings of the report were:

The extents of the AQMA‟s are accurate and we do not need to increase or reduce the area. A 15% reduction in NOx emissions are required to meet the emission limit in Knaresborough and Ripon. Heavy Duty Vehicles make up 2.7% of vehicles in the Ripon Air Quality Management Area. Heavy Duty Vehicles make up 3.6% of vehicles in the Knaresborough Air Quality Management Area. Heavy Duty Vehicles account for around 40% of road traffic emissions in Ripon and 46% in Knaresborough.

2 New Monitoring Data 2.1 Summary of Monitoring Undertaken

2.1.1 Automatic Monitoring Sites

Harrogate Borough Council has not undertaken any automatic monitoring since January 2007.

2.1.2 Non-Automatic Monitoring Sites

Non-automatic monitoring conducted in the 2011 calendar year consisted of 56 nitrogen dioxide diffusion tubes in 50 locations. The monitoring focussed on areas that are thought to be at potential risk of exceeding the Annual Mean Objective because of traffic volume, narrow congested streets and junctions. Additional monitoring has been undertaken at urban background locations.

Location maps of each passive diffusion tube monitoring location are shown in Appendix A.

2.1.3 Details of Quality Assurance/Quality Control (QA/QC)

Monitoring of nitrogen dioxide by way of passive diffusion tubes has been carried out in the Harrogate district since 1993. Over the years more monitoring sites have been added in order to gain a better understanding of air quality within the district. By December 2009 diffusion tube monitoring was being undertaken in 11 general areas, covering 52 sites, with two tubes forming part of the national nitrogen dioxide survey network.

The council‟s nitrogen dioxide diffusion tubes are supplied and analysed by Kirklees Metropolitan District Council‟s (MDC), Environment and Transportation Service, Scientific Services in Huddersfield.

Details of the QA/QC process and bias adjustment factor used throughout this report are shown in Appendix B.

2.2 Comparison of Monitoring Results with AQ Objectives

2.2.1 Nitrogen Dioxide

Automatic Monitoring Data

Harrogate Borough Council has not undertaken any automatic monitoring since January 2007.

Diffusion Tube Monitoring Data

A summary of nitrogen dioxide diffusion tube data is shown below in Tables 2.2 -2.8. The full dataset (monthly mean values) are at Appendix D.

The results of diffusion tube monitoring are discussed below in detail. Conclusions are drawn from them on whether progress towards Detailed Assessment is required. Please note all sites are roadside sites and have not been distance corrected.

2.2.1.1 Ripon Central Survey

Data capture is above 90% for all but one site, H2 Low Skellgate as such the results are considered to be an accurate reflection of nitrogen dioxide concentrations in the area. There are three locations within the Ripon survey which breach the Air Quality Objective (AQO) of 40µg/m3; all of these locations are within the current Air Quality Management Area (AQMA). There is one location which is close to breaching the AQO which is tube H10 Westgate, this location is not within the current AQMA.

All locations, bar two, have seen an increase in the annual mean concentration of Nitrogen Dioxide. These increases do not currently affect the extent of the Declared Air Quality Management Area.

We are currently undertaking public consultation for the Air Quality Action Plan, the conclusion for the Ripon Central Survey is to carry on with the Air Quality Action Plan and to carry on monitoring on Westgate, Ripon. We would hope that any measures implemented as part of the current AQMA would also have a positive impact on this area.

2.2.1.2 Knaresborough Central Survey Data capture is at 100% for all sites except H15 which achieved 83%, and H21, which had 67%, this tube will be relocated. Two further tubes have been added

Harrogate Borough Council alongside H15 (H59, H60), but results were collected for only 7 months so have not been included.

There is one location which has breached the 40µg/m3 limit; this is tube H22 at York Place, Knaresborough. However this tube was found to be on a commercial property. Further monitoring will take place at this location to establish if an exceedence is likely at residential properties.

Most locations have seen an increase in the annual mean concentration of Nitrogen Dioxide. These increases do not currently affect the extent of the Declared Air Quality Management Area.

We are currently undertaking public consultation for the Air Quality Action Plan, the conclusion for the Knaresborough Survey is to carry on with the Air Quality Action Plan and to carry out additional monitoring at York place, we expect that any measures implemented as part of the Air Quality Action Plan for the current AQMA would also have a positive impact in this area and along Knaresborough High Street.

2.2.1.3 Wetherby Road/Hookstone Drive Junction Harrogate Survey

Data capture is 100% for all sites in the survey. One of the three locations in the survey is breaching the 40µg/m3 objective for Nitrogen Dioxide, this tube is situated at the 1st Floor level, where the residential receptors are located. A Detailed Assessment was previously carried out for this location in 2009, the main conclusion from this assessment was to relocate the diffusion tubes to the 1st floor level. Further work will now take place with a view to declaring an Air Quality Management Area in this location.

The graphs show that after a large decrease in concentrations in 2009, after the diffusion tubes were moved to the first floor level, concentrations have risen again to the point that tube H26 is now breaching the 40µg/m3 limit.

Data capture is over 90% for all bar two sites, H25; which was removed part way through the survey year, and H35 which achieved data capture of 75%. All annual means, except for the two mentioned above are considered to be valid results from which conclusions can be drawn.

Most of the locations are representative of public exposure, being located on the facades of residential receptors, and are compared to the nitrogen dioxide Annual Mean Objective. Location reference H23 is intended to approximate residential

Harrogate Borough Council exposure to standing traffic on High Street, Starbeck caused by the Starbeck level crossing, but is not representative of relevant exposure.

Location references H41 and H42 are places where members of the public may spend an hour or more, and so are compared against the short-term nitrogen dioxide objective level. Research undertaken on behalf of DEFRA and the Devolved Administration suggested that local authorities could reliably base decisions on likely exceedences of the 1-hour objective for nitrogen dioxide alongside busy streets using an annual mean of 60 g/m3 and above. This concentration has been adopted for the assessment criteria at these sites. Both sites have an annual mean nitrogen dioxide concentration lower than 60µg/m3; however there has been an increase in concentrations in comparison with last year‟s results.

Location references H28 and H47 are urban background locations, which had reported annual mean nitrogen dioxide concentrations of 12.25 g/m3 and 16.18 g/m3 respectively. These figures how an increase on last year‟s results, this appears to the pattern for the whole survey, with a few exceptions. The trend in the annual mean nitrogen dioxide concentration at the two background sites between 2000 and 2011 is shown in Figure 2.8.

2.2.2 PM10

Harrogate Borough Council has not undertaken any monitoring of PM10 since the beginning of 2007.

2.2.3 Sulphur Dioxide

Harrogate Borough Council has not undertaken any monitoring of Sulphur Dioxide since the beginning of 2007.

2.2.4 Benzene

Harrogate Borough Council has not undertaken any monitoring of Benzene since the beginning of 2007.

2.2.5 Summary of Compliance with AQS Objectives

Harrogate Borough Council has measured concentrations of NO2 above the annual mean objective at relevant locations outside of the AQMA‟s, and will need to proceed to a Detailed Assessment, for Wetherby Road/Hookstone Drive.

3 Road Traffic Sources 3.1 Narrow Congested Streets with Residential Properties Close to the Kerb

Concentrations are often higher where traffic is slow moving, with stop/start driving, and where buildings on either side reduce dispersion. Typical locations will be congested street with traffic that is frequently stopping and starting due to pedestrian crossings, parked vehicles etc, and a daily traffic flow (AADT) of around 5,000 vehicles per day or more.

The following locations in the district have been considered in previous rounds of review and assessment:

High Skellgate, Ripon Low Skellgate, Ripon High Street, Knaresborough Kings Road Skipton Road Station Parade

Passive diffusion tube monitoring continues to be conducted at these locations, the results of which are reported in Sections 2.2.1.1 and 2.2.1.2. Air Quality Management Areas were declared in Ripon and Knaresborough in November 2010.

The following roads have been considered previously, however none of them meet all the criteria:

Cheltenham Crescent Otley Road Leeds Road Cold Bath Road

Harrogate Borough Council confirms that there are no new/newly identified congested streets with a flow above 5,000 vehicles per day and residential properties close to the kerb, that have not been adequately considered in previous rounds of Review and Assessment.

3.2 Busy Streets Where People May Spend 1-hour or More Close to Traffic

TG.09 identifies street locations where individuals may regularly spend 1-hour or more, for example streets with many shops and streets with outdoor cafes and bars as locations where there is a potential exceedence of the short-term nitrogen dioxide objective.

In the previous round of review and assessment three locations have been identified:

Station Parade, Harrogate High Street, Knaresborough Market Square, Ripon

Two of these, Station Parade, Harrogate and High Street, Knaresborough are discussed elsewhere in the report (Section 2.2.1.4) as passive diffusion tube monitoring continues at these locations. Monitoring at Market Square, Ripon ceased in 2007 as no potential exceedence of the short-term nitrogen dioxide objective had been identified in this location.

No new areas meeting these criteria have been identified during the screening process.

Harrogate Borough Council confirms that there are no new/newly identified busy streets where people may spend 1 hour or more close to traffic.

3.3 Roads with a High Flow of Buses and/or HGVs.

TG.09 states that there may be a potential exceedence of the nitrogen dioxide and PM10 air quality objectives at some street locations where traffic flows are not necessarily high (fewer than 20,000 vehicles per day) but there is an unusually high proportion of buses and/or HGVs. It defines an unusually high proportion as greater than 20% heavy duty vehicles.

No such roads have been identified in the Harrogate district.

Harrogate Borough Council confirms that there are no new/newly identified roads with high flows of buses/HDVs.

3.4 Junctions

TG.09 states that concentrations are usually higher close to junctions, due to the combined impact of traffic emissions on two roads, and to the higher emissions due to stop start driving. Such locations need to be assessed against both the nitrogen dioxide and PM10 air quality objectives. Only busy junctions need to be considered, where a busy junction is defined by TG.09 as one with more than 10,000 vehicles per day, it is also only necessary to consider junctions with relevant exposure within 10 metres of the kerb.

The previous Updating and Screening Assessment identified two busy junctions, and exceedences at the Woodlands Public House and at the Bond End junction. There is now an Air Quality Management Area at Bond End, Knaresborough, and the latest round of monitoring has identified an exceedence of the annual mean at first floor level at Woodlands Public House.

No other busy junctions have been identified.

Harrogate Borough Council confirms that there are no new/newly identified busy junctions/busy roads.

3.5 New Roads Constructed or Proposed Since the Last Round of Review and Assessment

Since the previous round of review and assessment the A1 improvements have almost been completed. The route of the motorway has changed very little between Dishforth and the edge of the district

Harrogate Borough Council has assessed new/proposed roads meeting the criteria in Section A.5 of Box 5.3 in TG(09), and concluded that it will not be necessary to proceed to a Detailed Assessment.

3.6 Roads with Significantly Changed Traffic Flows

Harrogate Borough Council confirms that there are no new/newly identified roads with significantly changed traffic flows.

3.7 Bus and Coach Stations

There is a risk of the annual mean and 1-hour nitrogen dioxide objectives and the annual mean and 24-hour PM10 objectives being breached near to bus and coach stations where there is relevant exposure nearby, including residential properties, and the number of movements of buses at the bus station is greater than 2500 per day.

Information obtained from Harrogate and District travel in 2009, is shown in Table 3.2. The number of bus movements at all these bus stations is well below the level at which there may be a risk of exceeding the nitrogen dioxide and PM10 air quality objectives, and having discussed current numbers with Harrogate and District travel it is considered that the timetable has not changed much in the intervening years.

This conclusion is supported by monitoring evidence obtained from the passive diffusion tube located at the entrance to Harrogate Bus Station, which recorded an annual mean concentration of nitrogen dioxide in 2011 of 32.2 g/m3, indicating that neither of the nitrogen dioxide objectives are likely to be exceeded at Harrogate Bus Station.

4 Other Transport Sources

4.1 Airports

Harrogate Borough Council confirms that there are no airports in the Local Authority area.

4.2 Railways (Diesel and Steam Trains)

Stationary locomotives, both diesel and coal fired, can give rise to high levels of sulphur dioxide close to the point of emission. Recent evidence suggests that moving diesel locomotives, in sufficient numbers, can also give rise to high nitrogen dioxide concentrations close to the track. These two potentially significant sources are considered separately in the sections below. Relevant exposure does not include people occupationally exposed to these sources.

4.2.1 Stationary Trains

To the south of the district runs the Harrogate railway line from York to Leeds. The line is used for passenger trains and has regular stops at seven local stations in the district. The trains operated by Northern Rail on the line are Diesel Multiple Units (DMUs).

Previous rounds of review and assessment have identified one location, Knaresborough railway station in which there were 12 occasions per day where a train was likely to be stationary for greater than 15 minutes. Observation of passenger movements at the station determined that there was no relevant exposure and as such no further action was required. Since this time Northern Rail have implemented an “Eco-Driving” policy whereby the locomotive engines are switched off when stationary for any length of time, including when stopped at Knaresborough railway station.

In the intervening years the train timetable has changed very little and the latest version of the timetable shows 10 locations per day where a train was likely to be stationary for greater than 15 minutes and as such it is not considered necessary to proceed further.

Harrogate Borough Council confirms that there are no locations where diesel or steam trains are regularly stationary for periods of 15 minutes or more, with potential for relevant exposure within 15m.

4.2.2 Moving Trains

Harrogate Borough Council confirms that there are no locations with a large number of movements of diesel locomotives, and potential long-term relevant exposure within 30m.

4.3 Ports (Shipping)

Harrogate Borough Council confirms that there are no ports or shipping that meet the specified criteria within the Local Authority area.

5 Industrial Sources 5.1 Industrial Installations

Industrial sources, although unlikely to make a significant local contribution to annual mean concentrations, could be significant in terms of the short-term air quality objectives.

Many industrial activities are controlled by the Pollution Prevention and Control regime, and are required to obtain and comply with a permit that puts controls on the emissions to air from the installation, and is issued under the Environmental Permitting Regulations. Such activities, regulated by the Environment Agency (larger polluters) and Harrogate Borough Council as the local authority (smaller polluters) are listed in Appendix E. Local authorities also have controls over smaller industrial and commercial sources, largely through the Clean Air Act, with its associated control of stack heights. As a result of these controls, there are relatively few sources that may be relevant under the Local Air Quality Management (LAQM) regime. Many of these sources have been addressed during previous rounds of Review and Assessment. TG.09 therefore recommends that the focus should be on new installations and those with significantly changed emissions.

Industrial sources have been broken into four sections: Industrial installations; Major fuel (petrol) storage depots; Petrol stations; and Poultry farms.

5.1.1 New or Proposed Installations for which an Air Quality Assessment has been Carried Out

TG.09 recommends that only proposed sources which planning approval has been granted should be considered. At the time of writing there is an application on hand with County Council for a Waste Recovery Park at Allerton Park Quarry. If planning permission for this installation is granted then the associated air quality assessment should be included in the next review and assessment.

Harrogate Borough Council confirms that there are no new or proposed industrial installations for which planning approval has been granted within its area or nearby in a neighbouring authority.

5.1.2 Existing Installations where Emissions have Increased Substantially or New Relevant Exposure has been Introduced

A screening process similar to that in the previous section has been carried out for existing installations where emissions have increased substantially or new relevant exposure has been introduced.

Harrogate Borough Council confirms that there are no industrial installations with substantially increased emissions or new relevant exposure in their vicinity within its area or nearby in a neighbouring authority.

5.1.3 New or Significantly Changed Installations with No Previous Air Quality Assessment

The installations, which have been recently permitted by Harrogate Borough Council under the Environmental Permitting Regulations regime are considered to be unlikely to give rise to a potential exceedence of any of the air quality objectives.

Harrogate Borough Council confirms that there are no new or proposed industrial installations for which planning approval has been granted within its area or nearby in a neighbouring authority.

5.2 Major Fuel (Petrol) Storage Depots

There are no major fuel (petrol) storage depots within the Local Authority area.

5.3 Petrol Stations

Harrogate Borough Council confirms that there are no petrol stations meeting the specified criteria.

5.4 Poultry Farms

A small number of local authorities have identified potential exceedences of the PM10 objective associated with emissions from poultry farms (defined as chickens (laying hens and broilers), turkeys, ducks and guinea fowl).

Any farms in excess of 40,000 birds are required to have an Environmental Permit issued by the Environment Agency. Previously the following installations have been found not to need a Detailed Assessment; Ouseburn Farm Oaklands Farm Ltd Treble Sykes Farm Sike Lane

Two further locations have been identified as having Environmental Permits for poultry farms, however these do not meet the thresholds, so do not require a Detailed Assessment. These farms are; Sandy Bank Farm Grange Farm

6 Commercial and Domestic Sources

6.1 Biomass Combustion – Individual Installations

TG(09) states that biomass burning can lead to an increase in PM10 emissions, due to the process of combustion. Aerosol formation from volatile materials distilled from the wood is also an issue. Compared to conventional gas-burning, burning biomass can also result in an increase in the overall NOx emissions due to the fuel-derived portion that is not present in gas combustion.

Previous rounds of review and assessment had considered plant at Harrogate District Hospital and Denton Hall estate, near Ilkley. The 2009 Updating and Screening Assessment identified the need to proceed to a Detailed Assessment for the biomass plant at Denton Hall, however appliance specific data was submitted, which showed a Detailed Assessment was not required.

No further biomass plants have been permitted since that time.

Harrogate Borough Council has assessed the biomass combustion plant, and concluded that it will not be necessary to proceed to a Detailed Assessment.

6.2 Biomass Combustion – Combined Impacts

TG(09) considers that there is the potential for many small biomass combustion installations (including domestic solid-fuel burning), whilst individually acceptable, in combination could lead to unacceptably high PM10 concentrations, especially in locations where PM10 concentrations are close to or above the objectives.

There are no known locations in the district where PM10 concentrations are near to or above the objectives set out, combined with this there is little information regarding the installation of biomass combustion appliances in domestic dwellings is available.

Harrogate Borough Council has assessed the biomass combustion plant, and concluded that it will not be necessary to proceed to a Detailed Assessment.

6.3 Domestic Solid-Fuel Burning

Previous rounds of review and assessment have concluded that there was no risk of exceedence of the objective for Sulphur Dioxide due to domestic solid fuel burning. Since the previous round of assessment, there has been no significant change in the

LAQM USA 2012 42 Harrogate Borough Council district with regard to solid fuel use. Analysis of complaints has shown the majority of complaints to be from the urban areas of Harrogate Knaresborough and Ripon.

Harrogate Borough Council confirms that there are no areas of significant domestic fuel use in the Local Authority area.

7 Fugitive or Uncontrolled Sources

Dust emissions from a number of uncontrolled and fugitive sources can give rise to elevated PM10 concentrations.

These sources include, but are not limited to: Quarrying and mineral extractions sites; Landfill sites; Coal and material stockyards, or materials handling; Major construction works; Waste Management sites.

Short lived construction sites will not normally need to be considered for the purpose of review and assessment.

Previous rounds of review and assessment have identified and assessed all activity quarries and landfill sites in the district, with the exception of Asenby Quarry, which operates a landfill site. The Environmental Permit for the landfill site contains conditions for dust prevention on site and a review of nuisance complaints has not revealed problems.

The following waste management sites have also been identified and considered: Ripon Recycling Ltd Lusher, Victor - Harrogate Vehicle Recycle Yorwaste Ltd - Claro Road Waste Transfer Station Balfour Beatty Living Places Ltd - Stump Cross Depot Biffa Waste Services Ltd Dobson, Paul – Greystones Farm Manton Addyman, Russel - A1 Skip Hire

A review of nuisance complaints about dust has not revealed any problems associated with any specific facilities.

Harrogate Borough Council confirms that there are no potential sources of fugitive particulate matter emissions in the Local Authority area.

8 Conclusions and Proposed Actions

8.1 Conclusions from New Monitoring Data

The new monitoring data for 2011 has identified two exceedences of the annual mean objective for Nitrogen Dioxide outside of the current AQMA‟s. The first location is at York Place, Knaresborough; this has since been identified as being a commercial property. In order to establish whether there is the potential for exceedences at residential properties further diffusion tubes will be added in this location. The second location is at the Woodlands Pub, Wetherby Road/Hookstone Road junction, a Detailed Assessment for this location, was carried out in 2009 and identified the need for monitoring to take place at the first floor level, this monitoring has now identified an exceedence of the annual mean objective, further work should now take place with the aim of Declaring an Air Quality Management area. However we are aware that planned works are to be carried out at this location, therefore a request is to be sent to Defra to postpone this work, as the changes may affect the concentrations found.

The monitoring data from the locations within the current Air Quality Management Area have shown that the extent of the Air Quality Management Areas is still current. 8.2 Conclusions from Assessment of Sources

The assessment of likely impacts of local development including road transport, other transport, industrial installations, commercial and domestic sources and fugitive or uncontrolled sources has not identified any potential exceedences of any of the air quality objectives. 8.3 Proposed Actions

The updating and screening assessment has identified the need to proceed to a Detailed Assessment for Nitrogen Dioxide due to an exceedence of the annual mean objective of 40µg/m3 at the first floor level of the Woodlands Pub at the Wetherby Road/Hookstone Chase Junction, however a Detailed Assessment was previously carried out, so should proceed straight to a Declaration. However, we will be contacting Defra with a view to postponing this work, until works are carried out by North Yorkshire County Council.

Additional monitoring will need to be carried out at York Place, Knaresborough in order to establish whether there is likely to be an exceedence of the annual mean objective for Nitrogen Dioxide at residential receptors.

The report has found no evidence to suggest that the extents of the current AQMA‟s should be increased or decreased.

The following actions will be carried out:

A letter will be sent to Defra to request that the Declaration of an Air Quality Management Area is postponed at the Woodlands pub, Wetherby Road/Hookstone Road junction. Appendix B: QA:QC Data

The details of the nitrogen dioxide diffusion tube preparation and analysis and QA/QC information are as follows:

Preparation Method

The laboratory prepares the tubes by dosing with Triethalanamine/Acetone 50/50 on to the grids before assembly. The exposed tubes are desorbed using distilled water and the extract analysed using 0.14% N.E.D.A., 2% Sulphanilamide, 5% Orthophosphoric Acid combined reagent and a DR2800 spectrophotometer.

The Laboratory follows the procedures set out in the Harmonisation Practical Guidance.

Bias-adjustment factor and co-location study

Harrogate Borough Council used to conduct a co-location survey of nitrogen dioxide diffusion tubes since, allowing the concentrations of nitrogen dioxide obtained from the diffusion tubes to be compared with the concentrations of nitrogen dioxide measured by the continuous chemiluminescent analyser housed in the council‟s air quality monitoring station (AQMS). Automatic monitoring ceased in 2007, so an alternative means of obtaining a co-location was required.

For this reason since July 2007 triplicate tubes have been sent to Hambleton District Council forming an in-house co-location study. However, in the past the results of this study have been poor and, so the national bias adjustment factor is currently preferred.

Using this spreadsheet, (as reproduced in Appendix D) the bias adjustment factor based on other local authorities that use the same tube supplier and preparation method (Kirklees MBC Scientific Services) for 2011 is 0.75.

Results of laboratory precision and WASP scheme

Kirklees MDC Scientific Services take part in the Workplace Analysis Scheme for Proficiency (WASP) inter comparison scheme. The laboratory performance in the latest round of testing (Jan 2010 – Dec 2011) it was ranked as satisfactory for 56.25% of the time period.
