Minutes of the meeting held at 7 pm on June 8th 2016 at the Bungalow, High School. For Council approval 20th June 2016.

1. Present. Cllr Dan Fletcher Cllr Sue Langley Cllr David Marshall, Cllr Graham Spooner Cllr Tim Whitney (Chair)

2. Apologies Cllr Tom Watson Harrogate Borough Council attending another meeting.

3. Parishioner’s Representations. A parishioner brought the revised plans for the land opposite the Nidderdale High School on Low Wath Road to the Council’s attention. He said that local feeling was still steadfastly against the plan which was felt to be unacceptable in the AONB and to have been made even more problematic and dangerous by having the access moved to a position of the opposite side of the road and between the High School and Nursery entrances. This matter will be on the agenda for the next meeting. Council thanked him for his report. The Chair said he had had further communication about dog fouling on the riverside path near the summer car park. Cllr Fletcher was liaising with HBC Dog Wardens on this matter.

The Chair said he had had representations from Pateley Bowling Club for help with the completion of work in their clubhouse. He felt that since the park was owned jointly by Pateley TC and Bewerley PC help should be given. Cllr Fort said that he would be able to help. It was thus ensured that help to the sum of £250 would be given although the matter would have to be formally discussed at the next meeting on 20th June. Chair would talk to the Bowling Club Secretary.

4. Declarations of interest. Cllr Sue Langley in respect of her planning application.

5. Minutes of the meetings of 16th May. Comprising of the Annual Meeting and the following Council meeting were accepted without amendment.

6. Planning. 6.1. Council noted and approved the plans prepared by Iain Mann of the Upper Nidderdale Landscape Partnership for the Council in respect of the Toft Gate Information Point. Council wished to thank him for his work on the matter. 6.2. Revised plans for the Low Wath Road site were examined. Council was not minded to change its view that they were unacceptable in an AONB. They noted that the ANOB had written to object. They also felt that the new proposed road layout was dangerous. 6.3 Enforcement. The enforcement at High Far Side Farm House Greenhow was noted.

7. Reports and Council Business. 7.1 Caretaker Tasks. An invoice was passed to Cllr Spooner for processing. 7.2 Leader. It was noted that funds were still available and had been publicised. Councillors could think of no further methods of effective publication. 7.3 Greenhow. The Clerk reported that letters had been sent to the appropriate Greenhow residents. Replies were awaited. It was noted that travellers had camped on the Green overnight en route to Appleby. 7.4 Councillor Co-option. No replies or applications had been received within the set period but one had arrived late. It was agreed that the Chair should investigate and suggest the person apply at the next stage. 7.5 Armed Forces Day.

Chair reported that the flag would be flown on the day. It was decided not to hold any other celebration. 7.6 Postal Address for Bewerley Parish Council. Chair had spoken to Katy Penn at Nidderdale Plus who would be happy to have an application for the centre to be used as a postal address for the Council. 7.7 Banking arrangement. The Clerk explained the process for changing the banking arrangements. Cllr Langley was appointed to lead the process and report back. 7.8 Clerk Handover. The Clerk would deliver the Council’s property to the Chairman on Thursday 9th June along with keys, passwords and all other required and necessary items. 7.9 Clerks National Salary Award. The new pay scales were noted and would apply on the appointment of the new Clerk. 7.10 Clerk Recruitment. The Recruitment sub- committee reported that it had completed the process, following the guidelines from YCLA, to the point where it was ready to advertise. Aim was to be ready to interview by the end of June. 7.11 Committees. Cllr Whitney to be on Upper Nidderdale Landscape Partnership as meetings are in the afternoon when Cllr Langley is unable to attend.

8. NYCC matters. Cllr Fort presented the NYCC News briefing on the use of surplus car park charges which have been put to use in respect of The A59 work at Kex Gill Harrogate Relief Road review A1 (M)/A59 Jct 47 A59 climbing lanes. More details can be found on the NYCC web site.

9. Finance. a. Payments were authorised as follows. 1. Clerk’s salary. £145.39 less £5.50 overpayment in May £139.89. 2. Clerk’s homeworking allowance 7 weeks £28. Expenses £45.56. £ 73.46. 3. National Insurance £4.50 employee £4.62 employer. 4. Payment to Clerk from Transparency fund monies. £95.50 5. Todds for wood, chain and sundries for Toft Gate Car Park £57.10 6. Nidd Plus for photocopying. £ 4.24 7 Purchase of laptop and scanner from Transparency Fund monies £373.91 b. Receipts. 1. Wayleaves payments from National Power £ 63.32

c. Current Account balance at 1st June 2016 was £7034.81 d. Following items were presented for Audit 1. Receipts and Payments account details. 2. Explanation of variations of expenditure. e. Accounts 2015 – 16 Financial Outturn. f. Audit Annual Return Statement. All the above at d, e and f were examined, found correct and signed by the Chairman and Clerk as required. The Audit Annual Return Statement will be posted to the auditors by the Clerk.

10. Chairman and Clerks remarks. 1. Minutes of the Nidderdale Safer Neighbourhood Group were received. Cllrs Langley and Whitney had attended the meeting. 2. Chairman proposed a vote of thanks for the Clerk for her work. Agreed.

Next Council Meeting will be Monday June 20th at the Bungalow Nidderdale High School.
