Page 3 FOREWORD This report, Community Impacts of Electronic Gaming Machine Gambling originates from the 2002-03 Research Plan and its scope was broadened in the 2003-04 Research Plan of the Gambling Research Panel. The focus of the research project is on identifying the community impact of electronic gaming machine gambling by comparing regions in Victoria with similar areas in Western Australia where there are no EGMs outside of Burswood Casino. The researchers undertook consultations with local community leaders in business and local government, and conducted interviews, focus groups and/or surveys with local residents and stakeholders. The functions of the Gambling Research Panel ceased on 22 December 2004. Its research that was still continuing at that time was transferred to the administration of the Office of Gaming and Racing, Department of Justice, to oversee its completion. The Victorian Government continues to be committed to a gambling research program that will inform ongoing policy development. The Responsible Gambling Ministerial Advisory Council (RGMAC) has been established and will advise the Minister for Gaming on priorities for gambling research. Community Impacts of Electronic Gaming Machine Gambling: Part A Page (i) Executive Summary The “community of interest” in this study is both the Victorian and Western Australian population, as well as specific regions in both these States. At the State level, data for total gambling expenditure, household disposable income devoted to gambling, per capita expenditure on gambling, average employment in hotels, cafes and restaurants and indicators of EGM problem gambling are provided to consider patterns of gambling, the broader gambling environment and impacts on other sectors (e.g., wagering, lotteries). Historical changes or trends over time such as the decline of wagering on racing, and the availability of Casino gambling are also examined. At the regional level, such factors as community attitudes, participation in gaming, the change in local clubs, visits to local GPs, use of ATMs in hotels and clubs are discussed. Regional level data has been compiled from community surveys undertaken for this study to assess attitudes and behaviours relevant to participating in gambling, and supplemented by interviews with various stakeholders, the gambling industry, surveys of local GPs, financial counsellors and gambling counsellors. Differences between the two States on many variables are observable and attributable to the different gambling and gambling policy environments. On some variables the impact of EGMs on local communities in Victoria are relatively large. On other variables, the impacts are smaller and more difficult to discern. Because the study was specifically concerned with the “impact of electronic gaming machines” it is important to view the expansion of this sector of the gaming industry in context. In Australia (2002-03) there were more venues with electronic gaming machines (5,943 excluding in 13 casinos) than there were TAB outlets1 and outlets for the sale of lottery tickets. The per capita ratio of venues/outlets was as follows for Australia: • EGM venues 1 : 2,275 per adult person; • Lottery outlet 1 : 3,116 per adult person; and • TAB outlet 1 : 3,279 per adult person. In Western Australia and Victoria the number of outlets and per capita gaming or wagering expenditure are shown at Table E1. The most significant difference is that Western Australia has no EGM venues outside of the Burswood Casino and therefore zero expenditure whereas Victoria has 540 local/community venues and average net gaming expenditure on EGMs of $624 per adult person. The availability of “convenience gaming” venues is the key difference in the respective gambling environments. That all three forms of gambling in Table E1 are recreational is not contested.

    Club Gaming in New South Wales, Australia: The Transition to Industry Maturity Nerilee Hing Lecturer in Club Management and Food Service Management Southern Cross University Lismore, Australia Abstract The New South Wales club gaming industry has existed for forty years since the introduction of slot machines in 1956 and has witnessed the impact of chang­ ing legal, competitive, social, economic, and technological factors on its competi­ tiveness. Using Michael Porter's framework of competitive forces (1980), this paper analyzes the industry's life cycle in terms of entry barriers, industry rivals, customer markets, and substitute products. This analysis provides evidence that the industry has evolved from an emergent industry to one which is now approach­ ing maturity. Industry cooperation, strategic management, and a refocusing of marketing efforts are suggested as suitable responses by club management to the intensifying competitive forces accompanying industry maturity. Introduction The primary focus of this paper is to analyze the evolution of the slot ma­ chine gaming industry in registered clubs in New South Wales (NSW), Australia, tracing its development through the life cycle stages from inception to maturity. Since slot machines, or poker machines as they are called in Australia, were legal­ ized some 40 years ago, changing legal, competitive, social, economic, and tech­ nological factors have resulted in the transition of NSW club gaming from an emergent industry to one which is now approaching maturity. Using Michael Porter's framework of competitive forces (1980), this evolution is analyzed in terms of changing entry barriers, industry rivals, customer markets, and substitute products to identify key developments in the industry and future challenges for club management.

MR P.A. KATSAMBANIS (Hillarys) [3.09 pm]: I continue my remarks that were interrupted earlier in the day. I reiterate that there are good aspects of this legislation, in particular the changes that are proposed to be made to the racing bets levy scheme with the treatment of bet backs and the calculation, the turnover, applied to betting exchanges. The legislation will see the removal of the really unnecessary red tape on interstate raffles and lotteries that are conducted by charitable and sporting organisations. That can work both ways because it also enables Western Australian products to be sold in other places more easily, creating a level playing field. It will hopefully mean that those charitable bodies, sporting organisations and the like—lots of not for profits that use the raffle system for fundraising—will be able to raise greater funds. If there are any issues about the distribution of funds between state and national bodies, hopefully the state bodies will all get together and make sure they get their fair share and the national bodies will start listening, particularly representative organisations, be they veterans groups such as the Returned and Services League of Australia, surf lifesaving clubs or similar organisations. I think the national body should always understand that it is the grassroots, state-based, locally based clubs and organisations that are the heart of those organisations, and they should make sure the grassroots of their organisations get the appropriate funding.

Australian Women’s Childbearing Desires, Outcomes and Expectations Sara Holton Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy May 2010 Centre for Women’s Health, Gender and Society School of Population Health Faculty of Medicine, Dentistry, and Health Sciences The University of Melbourne ABSTRACT Although Australia’s fertility rate has recently increased it has been below replacement level since the mid 1970s. There are widespread perceptions that Australia’s fertility rate is too low mainly due to concerns regarding the social and economic implications of low fertility for Australia’s future prosperity. Yet the factors which contribute to Australian women’s childbearing outcomes are not fully understood, and it is not well known whether the low fertility rate is a deliberate or unintended consequence of women’s childbearing behaviour. There have been several investigations into the factors which are salient in Australian women’s childbearing outcomes. A limited number of individual explanatory factors have been identified including women’s level of education, labour force participation, marital status and age. Existing theoretical explanations of fertility decision-making tend to view childbearing as a rational, voluntary process and focus on the ‘costs’ to women of having children. Although this may help explain why women do not have children, it contributes very little to understanding why women do have children. The aims of this study were: to explore the relative importance of a range of psychosocial factors (including attitudes toward women and motherhood, the influence of women’s partners’ fertility preferences and behaviours, women’s education debts, and housing conditions) and women’s health status to women’s childbearing outcomes; to determine any differences in the contributory factors and their relative importance by parity; and to identify women’s childbearing desires and expectations.
