[email protected] The Center for Biological Diversity (“Center”) is a non-profit, public interest environmental organization dedicated to the protection of native species and their habitats through science, policy and environmental law. The Center has over 800,000 members and online activists throughout the United States and around the world. The Center’s Oceans Program and its supporters are specifically concerned with the conservation of marine species, the preservation of ocean ecosystems and the effective implementation of U.S. environmental laws, including the Toxic Substances Control Act. The Center submits this petition on its own behalf and on behalf of its members and staff with an interest in protecting the marine environment. Donn J. Viviani, PhD, is a retired U.S. Environmental Protection Agency scientist. He was the Director of the Climate Policy Assessment Division in the Office of Policy, Economics and Innovation. He also served as Chairman of the Great Lakes Water Board's Toxic Substances Committee and as a member of the Science Coordinating Committee for the International Joint Commission for the Great Lakes.
