Curcio, Executive Director Tunica Lillian Morris, Principal Author Executive Director’s Message Dear Economic Development Stakeholders, The Comprehensive Economic Development Strategy purpose is to provide the region and Economic Development Administration with the economic development goals and objectives of the Northwest Mississippi region. The CEDS is a tool for the public, CEDS committee members, elected officials, the private and nonprofit sectors, and North Delta Planning & Development District Board of Directors and staff. Most importantly, the document has to be on file with EDA to obtain grant and loan funds for our region. North Delta PDD takes an active role in the economic development of our region. Through the CEDS we were able to determine the economic development priorities of the district. The CEDS project was managed by our organization so that economic development stakeholders in our region are able to have information on the projects in our area and on the process and action plan to complete those projects. The words in the shape of the State of Mississippi are a representation of the work we do and the areas we support. The words that make the shape of the state are our goals and objectives. Together we can fulfill the work of our region. We value the communities’ participation in achieving the goals that are noted in the 2017-2022 Comprehensive Economic Development Strategy. The CEDS has been updated to reflect the relevant developments in the region over the past five years. These updates help to have a continued assessment of the strategic goals and objectives laid out in the document. With the consideration of public involvement, North Delta PDD Board of Directors, CEDS Committee members, and staff input this document can continue to bring sustainable economic development practices to the region. On or before July 31, 2008, Ms. Meyer was invited to attend a dinner at Bayou Bend Golf and Country Club between Sumner and Webb Mississippi at the invitation of William Luckett, an attorney, friend and business partner of Mr. Freeman. On August 3, 2008, Ms. Meyer drove to Mr. Luckett’s home in Clarksdale, Mississippi. Shortly before 6:00 p.m., Ms. Meyer rode with Mr. Luckett’s wife to Bayou Bend where they met Mr. Luckett and Mr. Freeman for dinner. At approximately 9 p.m. Ms. Meyer rode back to Mr. Luckett’s home with Mr. Luckett. Mr. Freeman followed in his own vehicle. While at Mr. Luckett’s home Mr. Freeman invited Ms. Meyer to stay for the night at one of three houses at his ranch, indicating that not only would Ms. Meyer have her own bedroom in which to stay she would have her “own house”. With this in mind and because it would be much closer to travel to her place of employment 1 the next morning from Mr. Freeman’s home, she agreed. Mr. Freeman and Ms. Meyer left Mr. Luckett’s home in Ms. Meyers 1997 Nissan Maxima en route to Mr. Freeman’s home in Charleston, Mississippi. Mr. Freeman drove and Ms. Meyer was in the front passenger seat.

FRED CULLEN SMITH 1921 -1954 FRED CULLEN SMITH 1921 -1954 The study of Panola County Geology was begun in 1952 by the late Fred Cullen Smith, a trained geologist and a skilled and brave pilot. His geologic training was mostly under the direction of William Clifford Morse, Professor of Geology at the University of Mississippi and Director of the State Geological Survey. Due to the fact the United States had not entered the conflict of World War II, Fred Smith enlisted first in the Canadian Air Force, transferred to the Royal Air Force, and finally to the U. S. Air Force when the United States became involved. In his acknowledgements, Franklin Earl Vestal, author of the bulletin on Panola County, states that Mr. Smith had com pleted a reconnaissance survey of the county, and was therefore able to give him much useful information concerning locations and leading features of the more important outcrops. Fred Smith's record is distinguished; he was one of the three survivors of the famous Second Eagle Squadron and, after his return to the University of Mississippi, he served his state in the air as the State Geological Survey helicopter pilot and, on the ground, contributed to the study of its geology by working with other members of the staff in several counties—especially, however, in Panola County.

Dollars, together with interest thereon at the rate of per cent ( %) per annum from date until paid, upon presentation of this note to the Municipal Clerk of the 1 City of Oxford, Mississippi. The interest on this note shall be payable annua- lly on the 1st day of April of each year hereafter upon its presentation to the aforesaid Municipal Clerk for the purpose of having said clerk credit on the back hereof the aforesaid annual interest, unless this said note shall have interest coupons attached hereto which coupons may be detached and surrendered for payment of interest hereon. This note is one of a series of six notes of like tenor and amount, aggre- gating the sum of $18,000.00, issued by the governing authorities of the City o f Oxford, Mississippi, for said Municipal Separate School District, under J the provisions of the Laws of Mississippi, including among others, Chapter 15 and Chapter 18, Laws of Mississippi Extraordinary Session of 1953, in evidence o f the said sum of $18,000.00 borrowed by the said governing authorities of said municipality for said school district; and to be used by the said Board of 1 Trustees in establishing, erecting, and equipping school bis shops or garages, and said money was borrowed and said notes were issued pursuant to an order of the governing authorities of said municipality duly and legally adopted on the 5th day of March, 1968.
