Focusing on the development of the functions and capacities of the municipal state, it examines three sets of interrelated political changes: the triumph of “municipal reform” over the institutions and practices of the Tammany Hall political machine and its outer-borough counterparts; the incorporation of hundreds of thousands of new voters into the electorate and into urban political life more broadly; and the development of an ambitious and capacious public sector—what Joshua Freeman has recently described as a “social democratic polity.” It places these developments within the context of the national New Deal, showing how national officials, responding to the limitations of the American central state, utilized the planning and operational capacities of local governments to meet their own imperatives; and how national initiatives fed back into subnational politics, redrawing the bounds of what was possible in local government as well as altering the strength and orientation of local political organizations. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft. -

After Slavery & Reconstruction: The Black Struggle in the U.S. for Freedom, Equality, and Self-Realization* —A Bibliography Patrick S. O’Donnell (2020) Jacob Lawrence, Library, 1966 Apologia— Several exceptions notwithstanding (e.g., some titles treating the Reconstruction Era), this bibliography begins, roughly, with the twentieth century. I have not attempted to comprehensively cover works of nonfiction or the arts generally but, once more, I have made— and this time, a fair number of—exceptions by way of providing a taste of the requisite material. So, apart from the constraints of most of my other bibliographies: books, in English, these particular constraints are intended to keep the bibliography to a fairly modest length (around one hundred pages). This compilation is far from exhaustive, although it endeavors to be representative of the available literature, whatever the influence of my idiosyncratic beliefs and 1 preferences. I trust the diligent researcher will find titles on particular topics or subject areas by browsing carefully through the list. I welcome notice of titles by way of remedying any deficiencies. Finally, I have a separate bibliography on slavery, although its scope is well beyond U.S. history. * Or, if you prefer, “self-fulfillment and human flourishing (eudaimonia).” I’m not here interested in the question of philosophical and psychological differences between these concepts (i.e., self- realization and eudaimonia) and the existing and possible conceptions thereof, but more simply and broadly in their indispensable significance in reference to human nature and the pivotal metaphysical and moral purposes they serve in our critical and evaluative exercises (e.g., and after Amartya Sen and Martha Nussbaum, in employing criteria derived from the notion of ‘human capabilities and functionings’) as part of our individual and collective historical quest for “the Good.” However, I might note that all of these concepts assume a capacity for self- determination. -

Additional excerpts from the 1997 CD-ROM and 1986 exhibition The Celebrative Spirit: 1937-1943 John Collier’s work as a visual anthropologist has roots in his early years growing up in Taos, New Mexico, where his father was head of the Bureau of Indian Affairs. His interest in Native Americans of the Southwest would prove to be a source of conflict with his future boss, Roy Stryker, director of the FSA photography project. A westerner from Colorado, Stryker did not consider Indians to be part of the mission of the FSA. Perhaps he worried about perceived encroachment by the FSA on BIA turf. Whatever the reason, the rancor of his complaints when Collier insisted on spending a few extra weeks in the West photographing native villages indicates Stryker may have harbored at least a smattering of the old western anti-Indian attitude. By contrast, Collier’s work with Mexican Americans was a welcome and encouraged addition to the FSA file. -

Final General Management Plan / Environmental Impact Statement _____________________________________________________________________________ Mary McLeod Bethune Council House National Historic Site Washington, District of Columbia The National Park Service is preparing a general management plan to clearly define a direction for resource preservation and visitor use at the Mary McLeod Bethune Council House National Historic Site for the next 10 to 15 years. A general management plan takes a long-range view and provides a framework for proactive decision making about visitor use, managing the natural and cultural resources at the site, developing the site, and addressing future opportunities and problems. This is the first NPS comprehensive management plan prepared f or the national historic site. As required, this general management plan presents to the public a range of alternatives for managing the site, including a preferred alternative; the management plan also analyzes and presents the resource and socioeconomic impacts or consequences of implementing each of those alternatives the “Environmental Consequences” section of this document. All alternatives propose new interpretive exhibits. Alternative 1, a “no-action” alternative, presents what would happen under a continuation of current management trends and provides a basis for comparing the other alternatives. Al t e r n a t i v e 2 , the preferred alternative, expands interpretation of the house and the life of Bethune, and the archives. It recommends the purchase and rehabilitation of an adjacent row house to provide space for orientation, restrooms, and offices. Moving visitor orientation to an adjacent building would provide additional visitor services while slightly decreasing the impacts of visitors on the historic structure. -

Banks went out of business, and millions of people lost all of their savings. One out of every five people lost their jobs. To make matters worse, terrible droughts were drying up America’s farmland. Land across the Great Plains turned to dust and was literally blowing away. People were scared and desperate. KNOEDLER & COMPANY NEWPORT RHODE ISLAND As A contribution to the Newport Tercentenary observation we feel that in no way can we make a more fitting offering than by holding an exhibition of paintings by Gilbert Stuart. Nar- ragansett was the birthplace and boyhood home of America's greatest artist and a Newport celebration would be grievously lacking which did not contain recognition of this. In arranging this important exhibition no effort has been made to give a chronological nor yet an historical survey of Stuart's portraits, rather have we aimed to show a collection of paintings which exemplifies the strength as well as the charm and grace of Stuart's work. This has required that we include portraits he painted in Ireland and England as well as those done in America. His place will always stand among the great portrait painters of the world. 1 GEORGE WASHINGTON Canvas, 25 x 30 inches. Painted, 1795. This portrait of George Washington, showing the right side of the face is known as the Vaughan type, so called for the owner of the first of the type, in contradistinction to the Athenaeum portrait depicting the left side of the face. It builds on previous scholarship of black photography by analyzing photographers’ business and personal records in concert with their images in order to more critically consider the circumstances under which African Americans produced and consumed photographs every day.
