ITEM 6 – NORTHCLIFFE PARK 6.1 To discuss the findings of the recent site visits to Northcliffe Park, regarding the biodiversity of the park and proposals for enhancing biodiversity (Summary report from Councillor Garside attached) 6.2 To agree if the Town Council will make a collective submission to the Friends of Northcliffe consultation regarding the improvement of Northcliffe Park (Councillor Spiers) 6.3 To consider a proposal from Northcliffe Environmental Enterprises trust for a café in the tennis pavilion and to agree if the Town Council will support this proposal financially and/or otherwise 6.4 To consider a request from Northcliffe Park Crown Green Bowls Club for assistance with preventing misuse of the bowling green and to agree if the Town Council will offer assistance financially and/or otherwise ITEM 7 – YOUTH FUND AND PLAY IN THE PARKS 7.1 To discuss the allocation of the Town Council’s 2020/21 Youth Service budget of £4,000 7.2 To confirm, subject to the approval of the 2021/22 budget by Full Council, to book Bradford Council’s Play Service to provide “Play in the Parks” activities on six days across the 2021 school summer holidays, at a total cost of £3,600 7.3 To consider an allocation of funding towards the cost of enhancing the skate park area in Crowgill Park ITEM 8 – LITTER-PICKS/CLEAN-UPS 8.1 To agree if the Town Council will organise further litter-picks/clean- ups, following the success of the Great British September Clean. 8.2 To appoint a lead councillor(s) for 8.1 (if agreed) Page 3 of 7 ITEM 9 – SHIPLEY IN BLOOM 9.1 To agree the allocation of the 2020/21 budget of £4,000 for Shipley- in-Bloom, to one or more of the following pre-approved proposals: • A contribution to improving permanent planting displays in Shipley Town Centre • The installation of planters on the traffic islands at Otley Road and Salts Mill Road • A contribution to restoring and creating wildflower verges in Shipley Central Park and elsewhere 9.2 To agree that Shipley Town Council will co-ordinate “Shipley in Bloom” in 2021, including an entry or entries to the Yorkshire in Bloom competition 9.3 To establish a Shipley-in-Bloom Working Party which will report to the Allotments & Green Spaces Committee 9.4 To appoint a town councillor as the Shipley-in-Bloom co-ordinator and authorise the councillor to work in consultation with the Town Clerk and other stakeholders to prepare a plan of action for Shipley- in-Bloom in 2021 and report back to this committee ITEM 10 – ALLOTMENT TRANSFERS 10.1 To receive a copy of the letter to plot-holders confirming the transfer, on 1 October 2020, of day-to-day management of the Shipley municipal allotment sites at Carlton Avenue, Caroline Street and Red Beck, from City of Bradford Metropolitan District Council to Shipley Town Council (to follow) 10.2 To note the confirmed 2020/21 whole-year income from the allotment rents as follows: • Carlton Avenue/Hirst Lane – £66.12 • Caroline Street – £689.43 • Red Beck – £1,206.15 • Total for all sites – £1,961.70 Page 4 of 7 10.3 To note the actual expected income to Shipley Town Council in 2020/21 from allotments rents as £980.85 (50% of the total collection) 10.4 To receive a report summarising the number, type and status of allotment garden tenancies across all sites 10.5 To receive a report summarising the number, longevity and status of the allotment garden waiting lists across all sites 10.6 To receive an update on the independent site surveys for Carlton Avenue/Hirst Lane (completed), Caroline Street (completed) and Red Beck (scheduled for 12 November 2020) 10.7 To note the agreement of Bradford Council to clear the historic fly- tipping on land alongside Shipley Public Footpath Number 28 at the Red Beck site 10.8 To note that the line of Shipley Public Footpath Number 28 has deviated from that shown on the Bradford District Map of Paths and requires re-aligning, for which landscaping works will be needed 10.9 To agree that the Town Clerk should negotiate a solution for Public Footpath 28 with Bradford Council’s Rights of Way Service and in doing so obtain quotations for boundary treatments for the land adjacent to Shipley Public Footpath 28 in an attempt to prevent future fly-tipping and unauthorised access 10.10 To note the award of £500 from the Bradford Council Cleaner Streets Fund, for works to tidy the woodland area adjacent to Plot 10A at Red Beck Allotments and to decide further action if necessary ITEM 11 – TOWN COUNCIL BUDGET 2021/22 11.1 To receive the Town Clerk’s estimates for income and expenditure falling within the remit of the Allotments & Green Spaces Committee 11.2 To receive the proposals for expenditure falling within the remit of the Cross the entry road to Crook Farm Caravan Park, continuing to descend. Arriving at Glen Road, cross and take gently descending path ahead through bracken. At bridge over Lode Pit Beck, cross the bridge and take path to your L, rising steeply into woods. With the stream down to your L, continue on this undulating path.

Let’s make friends and talk As parents we all want the best for our children, and we know that young children age 0 to 4 learn best when they have one to one care with a kind, patient, nurturing adult, and are gradually socialised with others. This helps them become confident and independent enough to attend a Nursery or pre school without us part time with one adult to 4 children when they are two years old, then one adult to 13 children when they are three years old, and then school for full days when they are four. However we also know that reality for most young families is that both parents are working as soon as they can after the birth of the child, and juggling children between private day care, family and friends. We are both mothers, and full time Early Years practitioners, and understand the pressure parents are under, and have written this to remind us all of a few simple things we can do to support our children that will help them become well rounded, sociable, confident, resilient individuals with healthy attitudes to and appetites for learning and to have made the progress necessary for them to be ready for the changes outlined above at the ages they are required to do them. In this first blog we are focusing on social skills and communication. Socialising our children is a long term project, and starts at birth, and in its simplest form is very similar to socialising a puppy.

    Appendix A City of Bradford MDC SUSTAINABLE DEVELOPMENT ACTION PLAN 2020-2021 Climate Emergency – the defining Issue The Climate Emergency is the defining issue for local government requiring urgent and significant steps to limit our collective impact on climate breakdown and environmental damage, improve the resilience of Bradford District, its organisations, communities and households and ensure that economic growth is sustainable and inclusive. Effective climate action presents significant challenges and requires deep reductions in emissions, fundamental changes to the ways in which we live and significant adaptation to a changing world. While the Council has a leading role to play in addressing the challenges, those challenges are shared by organisations across all sectors and people in all communities. The Sustainable Development Action Plan sets out activities and actions that the Council, in partnership with Government, regional agencies, local businesses, organisations and communities, will take in 2020-21 to reduce the extent of climate change, adapt to its impact, promote and improve environmental stewardship and seize the opportunities it offers for a sustainable and inclusive development, new skills and jobs, better health and stronger communities. The action plan represents a dynamic and evolving approach to Sustainable Development and the Climate Emergency. The year 2020-21 will see a number of key developments take place: The progression and implementation of national budget decisions around investment in climate action, clean growth and green infrastructure The implementation of a devolution deal for West Yorkshire The outcomes of the West Yorkshire and North Yorkshire Emissions Reductions Pathway study, which will identify the key climate actions and interventions required to achieve a net zero carbon city region by 2038 National environmental policy and legislation Establishment of a proposed Sustainable Development Partnership for Bradford District Development of a revised Council Plan and 2040 Vision.

  • Shipley Neighbourhood Plan
    Shipley Ward Shipley is a town situated in the Aire Valley, West Yorkshire. It falls within Bradford Metropolitan District and the Leeds City Region. Shipley developed on a major rail, waterway and road junction linking Bradford to Leeds and a number of settlements leading into the Yorkshire Dales. The town has a population of around 28,000 people, about half of which live within a single ward boundary (Shipley). While Shipley's town council was dissolved 1974 and the town was absorbed into an enlarged Bradford local authority area, it maintains a strong sense of local identity as a town. Notable features of the town include plentiful high quality Victorian housing stock, juxtaposed against a 1960s "brutalist" town centre and clock tower. Shipley largely developed in the 19th and early 20th Century, but saw a major period of redevelopment in the mid-Twentieth Century, with substantial slum clearances producing a very high proportion of social housing. This new, generally good quality social housing was built in small clusters around the town and is a feature of most neighbourhoods. Popular local amenities include the world heritage site of Saltaire Village and Mill, the River Aire and canal, Northcliffe Park and woodlands, Hirst Wood, Roberts Park, Shipley Glen Tramway and numerous allotments. The town boasts plentiful pubs and its own small brewery. Local employment includes the public sector, new technology, light industry, retail, services, a small voluntary sector and a small tourism sector focussed around Saltaire Village. Employment is often found in neighbouring Bradford. However, its long-term decline as an industrial and retail centre has led to increasingly strong economic ties with Leeds, where a large numbers of residents access employment as well as shopping and cultural activities.

    March 2005 - 2018 March 2018 During this cold wet month, a single Osprey passed over Oxenhope (7th) and another caught the attention of local crows as it flew north over the Wharfe Valley (15th). Three Whooper Swans were seen on Lower Barden Reservoir (21st) and eight others spent a few hours feeding on flooded fields at Silsden (17th), this was on the same day that eight Shovelers were located. During the month, a single male Shoveler spent a couple of weeks on Yeadon Tarn and three others visited Silsden Reservoir (21st). Little Egrets have become more common in the area, particularly in the Aire Valley. A single visited Stockbridge and two others were reported as they fed alongside the by-pass at Silsden. Redshanks also found conditions here to their liking, as 15 were feeding on the flooded fields (19th). Water Rails were, as expected, seen at Stockbridge, but the only Pochard in the area was a female at Yeadon Tarn. At Park Dam, Low Moor, a pair of Gadwall and a pair of Mandarins were seen, whilst three were three pairs of the latter on the Wharfe between Ilkley and Knotford Nook. Snipe had begun their courtship flights over Glovershaw where 25 pairs of Lapwings were established on their traditional breeding grounds. Prior to dispersal, Golden Plovers were reported in flocks of between 30 and 50 at Glovershaw, Hawksworth Moor, Moorside Lane, Oxenhope and on the by-pass at Silsden. Tree Sparrows were located at Dobrudden Farm, Baildon and in Judy Woods whilst Tawny Owls were breeding in Shipley Glen and at Stockbridge.
