Otorohanga District Council vision. p7 A Candidate’s Guide to the Otorohanga District | 2 Background Aotea The Otorohanga District is part of the King Country region, known by Māori as ‘Te Rohe Potae’ - “The Area of the Hat.” It extends along the west coast of New Zealand’s North Island from Mount Pirongia in the north to the coastal town of Kawhia in the south and stretches inland to Pureora Forest Park and the Waikato River. The Otorohanga District is located 50 kilometres south of Hamilton. The area governed by the Council covers 1976 square kilometres and extends from the Kawhia and Aotea Harbours on the west coast for a distance of 90 km to the eastern extremity on the Waikato River near Mangakino. Included within the District are the urban communities of Otorohanga, Kawhia and Aotea. The eastern and western areas have predominantly more hills than the central area, which forms the southern limit of the Waikato Basin. Otorohanga is centrally placed, being within an easy driving distance of Auckland, Hamilton, Tauranga, Rotorua, Taupo and New Plymouth. The local economy is primarily based on agriculture, with sheep, beef and dairy farming being the principle activities. The town has a population of approximately 3000 and is a service centre for the surrounding rural areas. Otorohanga is the closest town to the world-famous glow worm caves at Waitomo, which generate significant tourist traffic. -

Assessment of Effects Strengths Tuakau and the surrounding district have an interesting and diverse history, which connects with national stories, such as those of the 1860s Waikato War and the development of the railways. The history of the area also reflects the contributions made by individuals and families who helped to develop the district through their farming, light industrial, civic, religious and social activities. The Tuakau and Districts Museum is a community asset that can provide a focus for ongoing heritage research, identification and promotion activities. The Waikato District Heritage Strategy identifies the value of historic heritage resources to the community and provides a framework for a coherent and comprehensive approach to the identification, protection and management of these resources. Weaknesses There is currently very limited protection for built heritage resources provided for in the Waikato District Plan (Franklin Section). Rules pertaining to scheduled heritage items are not immediately accessible within either of the District Plans that Waikato Council presently has responsibility for. Opportunities In addition to acknowledging the history of the town and its hinterland, the Structure Plan provides the opportunity, by means of the public notification, hearing and implementation process, to raise the profile of Tuakau’s heritage values. Urban design strategies developed for the Structure Plan area can take account of Tuakau’s historical genesis and consider planning, design and planting actions that acknowledge the history of the area. Threats Loss of built heritage items may result from intensification should a future planning framework fail to provide for the protection of listed items and their surroundings. Extensive residential development could erode the separate identities of Tuakau and Harrisville, whose boundaries are already confused somewhat by the ‘Welcome to Tuakau’ sign that greets motorists as they approach the Harrisville School from the north. -

Council Agenda - 26-08-20 Page 99 Project Number: 2-69411.00 Hauraki Rail Trail Enhancement Strategy • Identify and develop local township recreational loop opportunities to encourage short trips and wider regional loop routes for longer excursions. • Promote facilities that will make the Trail more comfortable for a range of users (e.g. rest areas, lookout points able to accommodate stops without blocking the trail, shelters that provide protection from the elements, drinking water sources); • Develop rest area, picnic and other leisure facilities to help the Trail achieve its full potential in terms of environmental, economic, and public health benefits; • Promote the design of physical elements that give the network and each of the five Sections a distinct identity through context sensitive design; • Utilise sculptural art, digital platforms, interpretive signage and planting to reflect each section’s own specific visual identity; • Develop a design suite of coordinated physical elements, materials, finishes and colours that are compatible with the surrounding landscape context; • Ensure physical design elements and objects relate to one another and the scale of their setting; • Ensure amenity areas co-locate a set of facilities (such as toilets and seats and shelters), interpretive information, and signage; • Consider the placement of emergency collection points (e.g. by helicopter or vehicle) and identify these for users and emergency services; and • Ensure design elements are simple, timeless, easily replicated, and minimise visual clutter. The design of signage and furniture should be standardised and installed as a consistent design suite across the Trail network. Small design modifications and tweaks can be made to the suite for each Section using unique graphics on signage, different colours, patterns and motifs that identifies the unique character for individual Sections along the Trail.
