The Air Force publishes these cases for deterrence purposes. Sex offender registration requirements are governed by Department of Defense policy in compliance with federal and state sex offender registration requirements. Not all convictions included in this report require sex offender registration. Beginning with July 2014 cases, this report also indicates when a victim was represented by a Special Victims’ Counsel. Under the Uniform Code of Military Justice, sexual assaults against those 16 years of age and older are charged as crimes against adults.     HISTORY AND LINEAGE OF THE F- 1 17A STEALTH FIGHTER ORGANIZATIONS DECEMBER 1991 SPECIAL STUDY HO-91-2 OFFICE OF HIST RY HEADQUARTERS, 37TH FPGHTER WING TWELFTH AIR FORCE TACTICAL AIR COMMAND INTRODUCTION In 1978, the Air Force awarded a full-scale development contract for the F-117A Stealth Fighter to Lockheed Corporation's Advanced Development Projects (the famous Skunk Works). Thirty- one months later, on 18 June 1981, the F-117A made its first flight. Meanwhile, the Tactical Air Command (TAC) decided to set up a group-level organization to guide the F-117A to an initial operating capability. That organization became the 4450th Tactical Group (TG), which officially activated on 15 October 1979 at Nellis AFB, Nevada. The 4450 TG began flying operations in 1981 from the Tonopah Test Range Airfield, located approximately 130 miles northwest of Las Vegas, Nevada. Lockheed test pilots put the Stealth Fighter through its early paces. The 4450 TG also operated the A-7D as a surrogate trainer for the F-l17A, and these operations continued until 15 October 1982 under the guise of an avionics test mis- sion. October 15th is important to the program because on that date Maj Alton C. Whitley, Jr. became the first 4450 TG pilot to fly the F-117A. The 4450 TG then achieved an initial operating capability with the F-117A in October 1983. The 4450 TG's mission continued to evolve under a cloak of secrecy--all Tonopah training flights conducted at night under the cover of darkness--until late 1988. On 10 November 1988, the Air Force brought the F-117A from behind a "black veil" by publicly acknowledging its existence.

"Randy" Bigum is director of requirements, Headquarters Air Combat Command, Langley Air Force Base, Va. As director, he is responsible for all functions relating to the acquisition of weapons systems for the combat air forces, to include new systems and modifications to existing systems. He manages the definition of operational requirements, the translation of requirements to systems capabilities and the subsequent operational evaluation of the new or modified systems. He also chairs the Combat Air Forces Requirements Oversight Council for modernization investment planning. He directs a staff of seven divisions, three special management offices and three operating locations, and he actively represents the warfighter in defining future requirements while supporting the acquisition of today's combat systems. The general was born in Lubbock, Texas. A graduate of Ohio State University, Columbus, with a bachelor of science degree in business, he entered the Air Force in 1973. He served as commander of the 53rd Tactical Fighter Squadron at Bitburg Air Base, Germany, the 18th Operations Group at Kadena Air Base, Japan, and the 4th Fighter Wing at Seymour Johnson Air Force Base, S.C. He has served at Headquarters Tactical Air Command and the Pentagon, and at U.S. European Command in Stuttgart- Vaihingen where he was executive officer to the deputy commander in chief. The general is a command pilot with more than 3,000 flight hours in fighter aircraft. He flew more than 320 combat hours in the F- 15C during Operation Desert Storm.

Americans became increasingly aware of the contributions of African Americans to their cultural heritage during and after the Civil Rights Movement in the 1950s and 1960s. By the end of the twentieth century, the “Tuskegee Airmen” had become famous in newspaper and magazine articles, books, films, television programs, and museum exhibits. Unfortunately, their story was told not only by historians using primary source documents, but also by others less familiar with history than with legend. A number of false claims circulated, many of them based on an ignorance of the chronological sequence of events that formed the skeleton of the true story. This book is an effort to provide a framework for Tuskegee Airmen history while at the same time revealing their historically significant accomplishments. Having worked at the Air Force Historical Research Agency for more than thirty-two years, I have developed an appreciation for the invaluable collection of documents on Army Air Forces organizations in World War II that is maintained there. Many of the documents describe the most famous Tuskegee Airmen organizations such as the 99th, 100th, 301st, and 302nd Fighter Squadrons that were assigned to the 332nd Fighter Group during World War II, which escorted American B-17 and B-24 bombers over Nazi targets in central Europe, its pilots flying red-tailed P-51 Mustangs.
