Magney California Native Plant Society, Rare Plant Program, Locally Rare Project Updated 4 January 2017 Ventura County is located in southern California, USA, along the east edge of the Pacific Ocean. The coastal portion occurs along the south and southwestern quarter of the County. Ventura County is bounded by Santa Barbara County on the west, Kern County on the north, Los Angeles County on the east, and the Pacific Ocean generally on the south (Figure 1, General Location Map of Ventura County). Ventura County extends north to 34.9014ºN latitude at the northwest corner of the County. The County extends westward at Rincon Creek to 119.47991ºW longitude, and eastward to 118.63233ºW longitude at the west end of the San Fernando Valley just north of Chatsworth Reservoir. The mainland portion of the County reaches southward to 34.04567ºN latitude between Solromar and Sequit Point west of Malibu. When including Anacapa and San Nicolas Islands, the southernmost extent of the County occurs at 33.21ºN latitude and the westernmost extent at 119.58ºW longitude, on the south side and west sides of San Nicolas Island, respectively. Ventura County occupies 480,996 hectares [ha] (1,188,562 acres [ac]) or 4,810 square kilometers [sq. km] (1,857 sq. miles [mi]), which includes Anacapa and San Nicolas Islands. S. Fish and Wildlife Service’s (Service) biological opinion (Opinion) in accordance with section 7 of the Endangered Species Act of 1973 (Act), as amended (16 U.S.C. 1531 et seq.), regarding the issuance of an amendment to the incidental take permit (ITP) for the Multiple Species Conservation Program (MSCP) County of San Diego (County) Subarea Plan (Subarea Plan) for Otay Ranch Village 14 and Planning Areas 16 and 19 (Project) pursuant to section 10(a)(1)(B) of the Act. The Service issued the Section 10(a)(1)(B) permit (PRT-840414) to the County for their Subarea Plan on March 17, 1998. The permit duration is for 50 years. The County is requesting the Amendment to change the footprint of the Project, as well as add incidental take coverage for the federally endangered Quino checkerspot butterfly (Euphydryas editha quino; QCB) and San Diego fairy shrimp (Branchinecta sandiegonensis; SDFS). The MSCP is a comprehensive, 50-year habitat conservation plan program that addresses urban development and the needs of 85 covered species and the preservation of natural vegetation communities within a 582,243-acre planning area in southwest San Diego County (City of San Diego 1998). -
3.7 Biological Resources
3.7 BIOLOGICAL RESOURCES EXECUTIVE SUMMARY This section identifies major plant and animal resources within the City’s Planning Area and assesses the potential impacts of the proposed General Plan on biological resources with the understanding that certain resources, especially wildlife, are transitory and may potentially be present in a wide variety of areas regardless of previous records of observation. The City’s Planning Area consists of its incorporated boundaries and adopted Sphere of Influence (SOI). The County’s Planning Area consists of unincorporated land within the One Valley One Vision (OVOV) Planning Area boundaries that is located outside the City’s boundaries and the adopted SOI. The City and the County Planning Areas together comprise the OVOV Planning Area. A substantial portion of the area within the City has been developed. Species within the remaining natural areas are adapted to the Mediterranean climate of the region, in that they thrive in the cool, wet winters, and dry, hot summers typical of the area. Within the City boundaries, these areas include the Santa Clara River through the City; and portions of San Francisquito Canyon, Sand Canyon, Whitney Canyon, and Placerita Canyon. The major natural features of the City’s adopted SOI include the Liebre Mountains south of the National Forest boundary, including Cruzan Mesa and portions of Tick Canyon, Mint Canyon, Bouquet Canyon and San Francisquito Canyon; and the San Gabriel Mountains north of the National Forest boundary, including portions of Sand Canyon and -

The Existing Conditions information shall be collected prior to preparing of the Individual Maintenance Plan (IMP) to assist in developing the IMP. The remaining sections shall be completed after the IMP has been prepared. Attach additional sheets as needed. EXISTING CONDITIONS The City of San Diego (City) has developed the Master Storm Water System Maintenance Program (Master Maintenance Program, MMP; City 2011a) to govern channel operation and maintenance activities in an efficient, economic, environmentally, and aesthetically acceptable manner to provide flood control for the protection of life and property. This document provides a summary of the Individual Biological Assessment (IBA) for proposed maintenance activities within the Montezuma Channel Map 66 (as shown in Figure 1). The IBA is prepared to comply with the MMP’s Programmatic Environmental Impact Report (PEIR; City 2011b). Map numbers correspond to those contained in the MMP. The IBA procedures under the MMP provide the guidelines for a site-specific inspection of the proposed maintenance activity site including access routes (i.e., loading areas), and temporary spoils storage and staging areas. A qualified biologist determines whether or not sensitive biological resources could be affected by the proposed maintenance and potential ways to avoid impacts in accordance with the measures identified in the Mitigation, Monitoring and Reporting Program (MMRP; Attachment A) of the PEIR and the MMP protocols. -

Appendix A – Glossary of Terms Appendix A – Glossary of Terms Adaptive management - The rigorous application of management, research, and monitoring to gain information and experience necessary to assess and modify management activities. A process that uses feedback from refuge research and monitoring and evaluation of management actions to support or modify objectives and strategies at all planning levels. Alliance (plant Alliance) - A uniform group of plant associations sharing one or more dominant or diagnostic plant species, which are found in the uppermost strata of the vegetation. Alkalinity - Refers to the extent to which water or soils contain soluble mineral salts. Waters with a pH greater than 7.4 are considered alkaline. Alluvial - Made of clay, sand, or dirt washed by flowing water. Alternatives - Different sets of objectives and strategies or means of achieving refuge purposes and goals, helping fulfill the Refuge System mission, and resolving issues. (1) A reasonable way to fix the identified problem or satisfy the stated need. (40 CFR 150.2) (2) Alternatives are different means of accomplishing refuge purposes and goals and contributing to the System mission (Draft Service Manual 602 FW 1.5). Anadromous - A lifecycle of fish that involves migrating up rivers from the sea to breed in fresh water followed by young returning to the sea until reaching maturity. Animal Unit (AU) - Defines forage consumption on the basis of one standard mature 1,000-pound cow, either dry or with calf up to 6 months old; all other classes and kinds of animals can be related to this standard. Animal-unit-day (AUD) - The amount (26 pounds) of air-dry forage calculated to meet one animal unit’s requirement for one day. -
Multiple Species Conservation Program (MSCP) Rare Plant Monitoring Review and Revision
Management Strategic Plan (MSP) 2014 Monitoring Protocol for Rare Plant Occurrences on Conserved Lands in Western San Diego County Prepared by San Diego Management and Monitoring Program (SDMMP), 3-11-14 Introduction A Management Strategic Plan (MSP) has been developed for western San Diego County to provide a biological-based foundation to support decision making and funding priorities for managing species and vegetation communities on Conserved Lands (San Diego Management and Monitoring Program 2013). There is a gap in our knowledge of the current status of many rare plant populations in the MSP area (MSPA) and an even greater deficit in our knowledge of the specific threats faced by each occurrence. In 2014 and 2015, a top priority of the MSP is to obtain rare plant status and threat data across the MSPA in order to identify needed management actions and to prioritize regional funding for management over the remainder of the five year planning horizon. MSP Rare Plant Objectives to Conduct Baseline Surveys and Inspect and Manage Occurrences (IMG) In 2014 and 2015, a MSP objective is to inspect rare plant occurrences and to conduct routine management (IMG). The objective is to survey existing occurrences for 17 species (see Appendix A) to document their status and assess threats in order to develop specific management recommendations. Surveys for these species will be implemented by a combination of land managers and contracted biologists in coordination with the San Diego Management and Monitoring Program (SDMMP). Fifteen additional species are also scheduled in 2014-15 to be monitored as part of regionally funded projects to establish baseline data, develop monitoring protocols, and to conduct management (Appendix A). -

Although I anticipate producing a publishable version of this classification at a future date, my near- term goal is to produce a web-accessible version, which will be available to the public and which will be updated regularly through input from systematists familiar with taxa within the Lamiales. Final Santa Ana Mountains Tecate Cypress (Cupressus forbesii) Management Plan Prepared by: Susana Rodriguez-Buritica & Katharine Suding University of California, Berkeley Department of Environmental Sciences, Policy, and Management Berkeley, CA 94720 & Kristine Preston Nature Reserve of Orange County 15600 Sand Canyon Avenue Irvine, CA 92618 Prepared for: California Department of Fish and Game 4949 Viewridge Avenue San Diego, CA 92123 Contract # P0750005 01 & Nature Reserve of Orange County May 17, 2010 Santa Ana Mountains Tecate Cypress Management Plan EXECUTIVE SUMMARY Orange County’s Central and Coastal Natural Community Conservation Plan/Habitat Conservation Plan (NCCP/HCP) was established in 1996 to conserve sensitive plant and animal species on approximately 37,000 acres. Tecate cypress (Cupressus forbesii) is a rare endemic species restricted to several locations in southern California and northern Baja California. The northern most population of Tecate cypress occurs in the Santa Ana Mountains within the NCCP/HCP Central Reserve and receives regulatory coverage under the Plan. This population is threatened by too frequent wildfire. The Nature Reserve of Orange County (NROC) oversees monitoring and management of species within the NCCP/HCP and formed the Tecate Cypress Management Committee (TCMC) to develop a management plan for this species. The committee is composed of land owners, land managers and regulatory agencies with an interest in conserving Tecate cypress in the NCCP/HCP. This management plan was developed by NROC based upon the work of researchers from UC Berkeley and input from the TCMC. The objectives of this management plan included determining the current distribution and demographic structure of the Santa Ana Mountains Tecate cypress population and using this data in ecological models to assess threats to persistence and to identify restoration sites for enhancing the population.
