Minutes of Llanddona Community Council monthly meeting held on 19th December 2018 at 7.30pm 1. Presennol/Present - Cynghorwyr Rhian Hughes (Cadeirydd, Chairperson), Alwena Roberts, Maldwyn Williams, Hanna Elin Baguley, Barbara Williams a Geraint Parry (Clerc/Clerk). 2.Ymddiheuriadau/Apologies - Cyng.Myrddin Roberts, Lewis Davies, Carwyn Jones ac Alun Roberts 3. Datgan Ddiddordeb/Declaration of interest Cyng. R Hughes a Cyng. H E Baguley yn datgan diddordeb ar eitem 8.1 oherwydd ei bod yn aelodau o Pwyllgor y Neuadd / Clr. R Hughes and Clr. H E Baguley declared an interest in item 8.1 because they are members of the Village Hall committee. 4.Cofnodion/Minutes - Derbyniwyd y cofnodion o’r cyfarfod a gynhaliwyd ar 21ain o Dachwedd fel rhai cywir gan Barbara Williams, eiliwyd gan Maldwyn Williams / Minutes of the previous meeting held on 21st November were accepted as accurate by Barbara Williams seconded by Maldwyn Williams 5. Materion yn codi o’r Cofnodion/Matters arising from the minutes 5.1 Lôn Hafoty a lonydd lleol /Hafoty Road and local roads - mae adran Priffyrdd wedi ymweld â’r safle / the Highways department have visited the site. 5.2 Chalet - disgwyl gwybodaeth gan Cyng. L Davies. / Awaiting further information from Clr. L Davies. 5.3 Coeden rhwng Pant Owen a Llygaid y Gwynt – mae’r contractwr wedi gwneud y gwaith ar 17/12/18 / Contractor has carried out the work on 17/12/18. 5.4 Hen Cae Chwarae Plant - angen trafod yr hen ddogfennau. Clerc i drefnu i ddiwygio’r ddogfen Gofrestrfa tir / Old Children’s Playing Field - need to discuss the old documents. Clerk to arrange to amend the land registry document. 5.5 Cerrig ger Tre Gof – Clerc i wirio cyfreithlondeb gosod cerrig ar dir comin. Cytunwyd bod angen i’r Cyngor Cymuned fod yn glir a cyson yn ein proses gyda materion o’r math / Clerk to check legality of placing stones on common land. It was agreed that the Community Council needs to be clear and uniform in our process with issues of this sort. 5.6 Ailwampio’r pwmp - yn disgwyl am ddyfynbris ar gyfer y gwaith / Refurbish the pump - awaiting a quotation for the work 5.7 Cais am hawddfraint gan berchennog Frondeg. Angen gwybodaeth fanwl bellach gan y perchennog. / Request for easement from the owner of Frondeg. Need further detailed information from the owner. 5.8 Gyllideb Cyngor Sir – i drafod ymhellach a’r praesept ar gyfer 2019/20 yn ein cyfarfod nesaf / County Council budget - to discuss further and the precept for 2019/20 in the next meeting 5.9 Cyngor Sir i ymchwilio i’r fynedfa a grëwyd heb ganiatâd yn Maes Gwyn / County Council to investigate the entrance created without permission in Maes Gwyn 5.10 Strategaeth Iaith – penderfynwyd y bydd y Clerc yn hyrwyddwr iaith Gymraeg i’r Cyngor Sir / County Council Language Strategy - it was decided that the Clerk will be Welsh language champion for the Community Council 6. Ceisiadau Cynllunio/Planning Applications FAL/2018/22 - Llys y Gwynt, Llanddona - trosi adeilad allanol i uned gwyliau - dim gwrthwynebiad / conversion of outbuilding into a holiday unit - no objection. 8. Hen Ysgol / Old School 8.1 Diweddariad gan Cyng. R Hughes - gwerthwyd yr Hen Neuadd Bentref trwy ocsiwn ar 6/12/18. Bu pwyllgor y Neuadd yn llwyddiannus yn eu cais am grant trwy Ymddiriedolaeth Elusennol Ynys Môn. Mynegodd Cyng. R Hughes ei diolchgarwch am y gefnogaeth gan Cyng. Carwyn Jones. / Update by Clr. R Hughes - the Old Village Hall was sold by auction on the 6/12/18. Village Hall committee have been successful in their grant application via the Anglesey Charitable Trust. Clr R Hughes expressed the gratitude of the support from Clr Carwyn Jones. 251 9. Tir Comin/Common Land 9.1 Dympio anghyfreithlon ar dir comin y Rhos wedi’i glirio / Illegal dumping on Rhos common land has been removed. 9.2 Rhos Llaniestyn - difrod i dir comin - Clerc wedi ysgrifennu at Cyfoeth Naturiol Cymru ynglŷn â’r difrod i’r comin - disgwyl ymateb / Rhos Llaniestyn - Clerk has written to Natural Resource Wales about the damage to the common - awaiting reply. 9.3 Hawddfraint ar gyfer peipen ddŵr ar draws tir comin i Tyddyn Ben - oherwydd y diffyg gweithredu, cytunwyd i ofyn i’n cyfreithiwr gysylltu â chyfreithiwr y tirfeddianwr / Easement for Water Pipe across common land to Tyddyn Ben - it was agreed to request our solicitor to contact the solicitor of the landowner. 10. M Williams bryder ynghylch y diffyg graeanu eto ar hyd lôn Hafoty ar fore 21/11 oherwydd y rhew / Clr. M Williams expressed concern about the lack of gritting again along Lon Hafoty on the morning of the 22/11 due to frost 12.5 Dywedodd Cyng. A Roberts fod dŵr yn casglu ar draws y ffordd ger Tan Craig. Mae’r ffordd hefyd mewn cyflwr gwael. Nodwyd hefyd bod y ffordd lawr i’r traeth mewn cyflwr gwael yn enwedig ger Tyddyn Bach / Clr Roberts reported that water is collecting across the road by Tan Craig. The road is also in a poor condition. It was also noted that the road down to the beach is in poor condition especially by Tyddyn Bach. 12.6 Trafodwyd y canfyddiadau a’r argymhellion IPRW diweddaraf / Discussed the latest IPRW findings and recommendations 12.7 Hanner marathon - bwriad cau ffordd A545 dros dro a Pont Borth o Borthaethwy i Biwmaris ar 3/03/19 / Half Marathon – proposed temporary road closure Menai Suspension Bridge and A545 Menai Bridge to Beaumaris – 3/03/19 12.8 Ymgynghoriad cyhoeddus ar gyfer tai fforddiadwy, cynnal a chreu cymunedau nodedig a chynaliadwy a chyfleusterau a llety i dwristiaid / Public consultation on afforadble housing, maintaining and creating distinctive and sustainable communities and tourism facilities and accommodation 12.9 Cyngor Sir yn cyhoeddi rhybudd statudol o’i bwriad i ymestyn Ysgol Llandegfan, adnewyddu Ysgol Llangoed ac i gau Ysgol Biwmares / County Council is publishing a statutory notice of its intention to expand Ysgol Llandegfan, refurbish Ysgol Llangoed and close Ysgol Beaumaris 13. Dyddiad cyfarfod nesaf/Date of next meeting: Nid oedd mwy o fusnes i’w drafod. Daeth y cyfarfod i derfyn am 9:00 o’r gloch. Cyfarfod nesaf ar 16/01/19 am 7.30 yn Capel Peniel. We object to the application on the following grounds: 1. Health & Safety 2. Air Quality 3. Transport 4. Location 5. Previous use of site/land 6. Noise 7. Sustainability issues of fuel source 8. Health & Safety Public Health Wales, Isle of Anglesey County Council and the Environment Agency commissioned the Welsh Health Impact Assessment Support Unit to undertake a Rapid Health Impact Assessment. This concluded that the development poses no threats to local peoples' health other than imagined o nes and that instead there will be a positive impact of health through providing physical jobs and fostering 'community pride'. We are shocked by these findings. The EIA states: “It is expected that the operation of the proposed Biomass Energy Development is unlikely to pose a significant risk to the health of the local population living in Llangefni and surrounding area.” Biofuelwatch feels that such a review does not constitute an adequate H & S or Health Impact Assessment and feel this is grounds to reject the application until the applicant has produced one.
