Marc Garneau, MP, PC Minister of Transport 330 Sparks Street Ottawa, ON K1A 0N5 Dear Minister, Four Canadian pilots’ unions have spent a large amount of money to create a colourful website with many fine graphics, bullet points and an earnest call for support from the public. Boiled down, it’s got a clear message that the current fatigue regulations are unsafe, and must be changed. Canadians and Parliamentarians alike are being steamrollered. And it’s time that all the facts came out. We are a coalition of nine regional and national aviation associations, representing commercial air operators from across the country who are trying to push back against the biased information propagated by the airline pilots’ unions. We represent the aircraft operators who get lost in the noise – commercial aircraft operators flying where scheduled service does not, regional and northern services providing lifelines to hundreds of communities and hamlets, search and rescue, medevac and more. We land on gravel, ice and water, as well as paved runways, with our turboprops, helicopters and jets. We go where people need us, when they need us. We are part of the infrastructure that makes Canada, with its vast size and small population, a major trading nation and the envy of the world. We are not ultra long-haul scheduled airlines. The pilots’ unions have lost sight of this. In order to make a point with dubious facts they have tried to convince you that any commercial flight requires the same type of fatigue rules as long-haul international flights, with their oft-repeated mantra “a pilot is a pilot is a pilot”.

We demonstrate this function of questions by contrasting Negative Assumption questions that presuppose a problem, Positive Assumption questions that presuppose the absence of a problem, and General questions that do not re- ference a problem. In Study 1, Negative Assumption questions promoted greater disclosure of undesirable work- related behaviors than Positive Assumption or General questions did. In Study 2, Negative Assumption questions increased disclosure of undesirable information in face-to-face job recruitment meetings, relative to Positive Assumption questions and General questions. Study 3 demonstrated that the relationship we identify between question type and the veracity of responses is driven by inferences of assertiveness and knowledgeability about the question asker. Catherine Ferguson-Gilbert" My job is to play a game. I have a rule book to guide me but its terms are vague. Scholars debate what the terms mean but are unable to come to a resolution. Thus, I define the terms myself in the same manner as other play- ers who are in different positions on different teams. At the very least, the terms mean that I must win because no one would pay me to lose.
