genealogy Article Heritage Ethics and Human Rights of the Dead Kelsey Perreault ID The Institute for Comparative Studies in Literature, Art, and Culture, Carleton University, Ottawa, ON K1S 5B6, Canada; [email protected] Received: 1 May 2018; Accepted: 13 July 2018; Published: 17 July 2018 Abstract: Thomas Laqueur argues that the work of the dead is carried out through the living and through those who remember, honour, and mourn. Further, he maintains that the brutal or careless disposal of the corpse “is an attack of extreme violence”. To treat the dead body as if it does not matter or as if it were ordinary organic matter would be to deny its humanity. From Laqueur’s point of view, it is inferred that the dead are believed to have rights and dignities that are upheld through the rituals, practices, and beliefs of the living. The dead have always held a place in the space of the living, whether that space has been material and visible, or intangible and out of sight. This paper considers ossuaries as a key site for investigating the relationships between the living and dead. Holding the bones of hundreds or even thousands of bodies, ossuaries represent an important tradition in the cultural history of the dead. Ossuaries are culturally constituted and have taken many forms across the globe, although this research focuses predominantly on Western European ossuary practices and North American Indigenous ossuaries. This paper will examine two case studies, the Sedlec Ossuary (Kutna Hora, Czech Republic) and Taber Hill Ossuary (Toronto, ON, Canada), to think through the rights of the dead at heritage sites. -

The Sanctification of ear:F Images of the Religious in Horror Films Abstract Horror film functions both as a threat and a catharsis by confronting us with our fear of death, the supernatural, the unknown and irrational, ''the other" in general, a loss of identity, and forces beyond our control. Over the last century, religious symbols and themes have played a prominent and persistent role in the on-screen construction of this confrontation. That role is, at the same time, ambiguous insofar as religious iconography has become unhinged from a compelling moral vision and reduced to mere conventions that produce a quasi-religious quality to horror that lacks the symbolic power required to engage us at the deepest level of our being. Although religious symbols in horror films are conventional in their frequent use, they may have lost all connection to deeper human questions. -

Testimony of Jake Wiens, Investigator, Project On Government Oversight, before the House Committee on Oversight and Government Reform on “Where Are All the Watchdogs? Addressing Inspector General Vacancies” May 10, 2012 Chairman Issa, Ranking Member Cummings, Members of the Committee, thank you for inviting me to testify today and thank you for helping to focus attention on the issue of vacancies in the Inspector General (IG) system. My name is Jake Wiens and I am an Investigator at the Project On Government Oversight, also known as POGO. Founded in 1981, POGO is a nonpartisan independent watchdog that champions good government reforms. POGO’s investigations into corruption, misconduct, and conflicts of interest achieve a more effective, accountable, open, and ethical federal government. In that regard, POGO shares many commonalities with IGs, the federal government’s independent watchdogs. POGO views IGs as an essential component of a well-functioning federal government, and over the past few years we have undertaken a number of efforts to study and improve the IG system. In 2008, POGO released a report on the need for more independence in the IG system. 1 And in 2009, POGO released a follow-up report on the importance of balancing an IG’s need for independence with the need to hold IGs accountable for their conduct and for the quality of their work. 2 Both of those reports have contributed to important reforms that have put IGs in a better position to succeed. 3 Our most recent effort to strengthen and improve the IG system is a campaign we launched in February to bring attention to the large number of IG offices that are operating without permanent leadership. -

This paper considers 13 modern visual artists, each of whom produced a single masterpiece that dominates the artist’s career. The artists include painters, sculptors, and architects, and their masterpieces include works as prominent as the painting American Gothic, the Centre Georges Pompidou in Paris, and the Vietnam Veterans Memorial in Washington, D. C. In each case, these isolated achievements were the products of innovative ideas that the artists formulated early in their careers, and fully embodied in individual works. The phenomenon of the artistic one-hit wonder highlights the nature of conceptual innovation, in which radical new approaches based on new ideas are introduced suddenly by young practitioners. Relying on existing structures, resources and experience is absolutely essential in the pursuit of economy and effICiency. It is equally essential to maintaining the seff-starting spitit. the pluralism, and the adaptation to local conditions that have afways been the basis for creative response to community needs by local government. "4 Among the types of service programs eflQible for assistance is a aprofessional corps program that recruits and places quafifled participants in positions - (A) as teachers ... providing service to meet educational ... needs in communities with an inadequate number of such professionals:s Such a program must be sponsored "by public or private nonprofit employers who agree to pay 100 percent of the salaries and benefits (other than any national service educational award under division 0 of this subchapter) of the participants.
