STREET SPACES PLAN – INITIAL PROGRAMME OF WORKS

Pedestrian space (PS)

Locations have been identified where there is usually higher pedestrian footfall in footway areas with restricted space, 3 metres or less in width. This is mainly at shopping parades and some bus stops and stations where the restricted width will make social distancing requirements difficult to adhere to. The measures will reallocate road space to pedestrians and would be temporary for as long as social distancing is required.

Strategic cycle routes (SC)

The Council has an aspirational borough wide cycle network which can be seen in another link on this engagement portal. The cycle network is partially implemented with a number HARROW STREET SPACES PLAN – INITIAL PROGRAMME OF WORKS of routes still to be built over the next few years. It is proposed to implement some of these routes in temporary measures to provide direct and convenient cycle connections between local and district centres to support local journeys to work, shops, green spaces, etc. Some of these measures could remain permanently if successful.

Low Traffic Neighbourhoods (LTN)

The reduction in traffic has enabled more cycling and walking locally in residential areas with less pollution and road danger. As the economy unlocks and public transport capacity is reduced there is a risk of more private car that will negate these benefits. The Council proposes to create low traffic neighbourhoods in areas where there have been historically high levels of through traffic making short cuts through residential estates to ensure neighbourhoods remain attractive for cycling and walking. Measures will introduce modal filters that will close roads to vehicles but permit cycles to pass on an experimental basis. Some of these measures could remain permanently if successful.

School streets (SS)

The reduction in traffic has enabled more cycling and walking locally in residential areas with less pollution and road danger. There is a risk of more private car being used for journeys to school as schools start to open again. The Council proposes to create some school streets in areas where there have been historically high levels of drop off and pick up by car in order to keep the environment safer for pedestrians and cyclists. Measures will introduce restrictions on motor vehicles entering streets with schools at opening and closing times on an experimental basis. This will support more active travel to schools. Some of these measures could remain permanently if successful.
