We recommend strengthening the objectives as follows: Objective 1: We recommend that ‘healthy streets and liveable neighbourhoods’ are defined ​ more clearly. The text should specify low levels of traffic on minor roads, segregated cycling facilities on major roads, and safe, convenient pedestrian crossings. Replace the word ‘encourage’ with ‘enable’. Objective 2: Improving cycling safety should also be included in this objective, as Harrow has ​ the second highest rate of cycling casualties in London
