Actualmente, se encuentra realizando investigaciones en torno al Código Laboral para Puerto Rico y otros temas en España, vinculado al Centro Europeo y Latinoamericano para el Diálogo Social (CELDS) de la Facultad de Derecho y Ciencias Sociales de la Universidad de Castilla La Mancha, en Ciudad Real y el Departamento de Sociología del Trabajo del campus de Somosaguas de la Universidad Complutense de Madrid. En la Escuela Graduada diserta sobre Relaciones Laborales en el Sector Público, Negociación Colectiva, Derecho Laboral y Legislación Protectora. En el Instituto de Relaciones del Trabajo disertó sobre Historia y Filosofía del Movimiento Obrero, Investigaciones Laborales, Negociación Colectiva, Mediación, Conciliación y Arbitraje, Relaciones Industriales Comparadas, entre otros. El Dr. Santiago Rivera ostenta un doctorado en estudios del trabajo de la Escuela de Gerencia y Relaciones Laborales de Rutgers University (School of Management and Labor Relations, Universidad del Estado de New Jersey. Éste tiene un grado de Juris Doctor de la Universidad Interamericana de Puerto Rico, un master en Derecho Privado con especialidad en derecho del trabajo de la Facultad de Derecho de la Universidad Complutense de Madrid y es licenciado en derecho con práctica apelativa privada limitada en Puerto Rico. Su maestría es en Estudios del Trabajo del Departamento de Estudios del Trabajo de Rutgers University y su bachillerato en Relaciones del Trabajo de la Universidad de Puerto Rico. Es periodista independiente afiliado a la National Writer Union (NWU) de Estados Unidos y educador obrero formado en las tradiciones de Ruskin, Brookwood y Highlander College. Discípulo del educador brasileño Don Paulo Freire y defensor de la metodología de la "educación popular" para los trabajadores. En esa calidad, participó de las campañas de alfabetización en Nicaragua y El Salvador. También, ha participado de programas de alfabetización en las zonas agrícolas de Estados Unidos (New Jersey, Pennsylvania y New York), Haití, 1 República Dominicana, Brasil y las maquiladoras de México. Mantiene un programa de radio por WPAB (550AM), todos los martes a las 300 p.m. que versa sobre asuntos del trabajo en el ámbito regional e internacional. Su experiencia en la cátedra incluye su participación como profesor visitante en (1) el Graduate Center for Workers Education y el Departamento de Estudios Puertorriqueños en Brookyn College, ambos de City University of New York (CUNY), New York, (2) el School of Management and Labor Relations de Rutgers (New Jersey), (3) la Universidad Nacional Autónoma de PIURA (Perú) (4) el Centro LABOR Edel Sader de la Universidad de Campinas y el Centro de Formación Obrera de Cajamar, ambos en Brasil, y (5) el Centro de Investigaciones sobre el Turismo, en Varadero-Matanzas (Cuba). Coordina la Red de Estudios del Trabajo del Caribe. Representó a Puerto Rico y el Caribe en la Asociación Latinoamericana de Sociología del Trabajo (ALST) y el grupo de trabajo de “Labor Studies" del Latin American Sociological Association (LASA) con sede en Estados Unidos y la Red de Investigaciones Laborales de la Asociación Internacional de Sociología (ISA). Ha impartido conferencias internacionales en países de América y Europa. Como investigador laboral ha sido invitado por varias prestigiosas instituciones. Actualmente, es investigador invitado en el Centro Europeo y Latinoamericano para el Diálogo Social (CELDS) de la Facultad de Derecho y Ciencias Sociales de la Universidad de Castilla La Mancha, en Ciudad Real, España. Entre 2002-2004, fue consultor para la Comisión del Trabajo de la Cámara de Representantes en la investigación conducente a desarrollar un Código Laboral para Puerto Rico. Investigación, cuya fase primera concluyó de forma independiente con la publicación de un libro. En el 2008, perteneció al Comité Evaluador de la Ley Núm. 45 del 25 de febrero del 1998 y del alcance de la Ley Núm. 184 del 1ro. de agosto del 2004 que fue auspiciado por el Senado de Puerto Rico.     Communications Status Report for Areas Impacted by Hurricane Maria October 12, 2017 The following is a report on the status of communications services in geographic areas impacted by Hurricane Maria as of October 12, 2017 at 11:00 AM EDT. This report incorporates network outage data submitted by communications providers to the Federal Communications Commission’s Disaster Information Reporting System (DIRS). DIRS is currently activated for all counties in Puerto Rico and the U.S. Virgin Islands. Note that the operational status of communications services during a disaster may evolve rapidly, and this report represents a snapshot in time. It should also be noted that some communications providers have not yet reported in DIRS, so outage information almost certainly is not complete.
