There is 1 Order giving effect to recommendations to change the electoral cycle

THE BOROUGH OF EASTBOURNE (WHOLE COUNCIL ELECTIONS) ORDER 2006 – S.I. 2006 NO. 1753 This Order changes the electoral cycle from thirds to whole council elections from May 2007. The Order was made on 3 July 2006 and came into effect on 2 August 2006.

1. There are 12 Orders giving effect to recommendations resulting from the district reviews made by the Secretary of State under section 9 of the Local Government and Rating Act 1997.

2. There are 6 Orders giving effect to recommendations resulting from a petition made to the Secretary of State under section 11 of the Local Government and Rating Act 1997.

1. Orders giving effect to recommendations resulting from district reviews made to the Secretary of State under section 9 of the Local Government and Rating Act 1997. *indicates that the local authority has been directed by the Secretary of State to establish a parish council.

*THE AYLESBURY VALE (PARISHES) ORDER 2007 – S.I. 2007 NO. 335 This Order created a new parish called Calvert Green. The Order directed the Aylesbury Vale District Council to establish a parish council for the new parish. The Order also transferred areas between the parishes of Aylesbury, Bierton with Broughton, Coldharbour, Dinton-with-Ford and Upton, Fleet Marston, Ivinghoe, Lillingstone Dayrell with Lufﬁ eld Abbey, Maids Morton, Marsworth, Pitstone, Quarrendon, Stoke Mandeville, Stone with Bishopstone and Hartwell, Stowe, Thornborough, Weedon, Westcott, Weston Turville, Wing, Wingrave with Rowsham and Wotton Underwood. The Order was made on 5 February 2007 and came into effect on 1 April 2007.

*THE BEDFORD (PARISHES) ORDER 2007 – S.I. 2007 NO. 334 This Order created two new parishes called Great Denham, and Wyboston, Chawston and Colesden. The Order directed the Bedford Borough Council to establish a parish council for the new parishes. The Order also transferred areas between the parishes of Biddenham, Eastcotts, Elstow, Kempston, Kempston Rural, Roxton and Stewartby. The Order was made on 5 February 2007 and part of the Order came into effect on 1 April 2007 and part will come into effect on 1 April 2008.

*THE CHILTERN (PARISHES) ORDER 2007 – S.I. 2007 NO. 332 This Order created a new parish called Little Chalfont. The Order directed the Chiltern District Council to establish a parish council for the new parish. The Order also transferred areas between the parishes of Little Missenden and Great Missenden. The Order was made on 5 February 2007 and came into effect on 1 April 2007.

THE KING’S LYNN AND WEST NORFOLK (PARISHES) ORDER 2006 – S.I. 2006 NO. 3450 This Order transferred areas between the parishes of Hunstanton and Old Hunstanton. The Order was made on 18 December 2006 and came into effect on 1 April 2007.

*THE RUGBY (PARISHES) ORDER 2006 – S.I. 2006 NO. 3470 This Order created a new parish called Cawston. The Order directed the Rugby Borough Council to establish a new council for the new parish. The Order also transferred areas between the parishes of Churchdown, Newton and Biggin, and an unparished area. The Order was made on 19 December 2006 and came into effect on 1 April 2007.

*THE STOCKTON-ON-TEES (PARISHES) ORDER 2007 – S.I. 2007 NO. 403 This Order created a new parish called Billingham. The Order directed the Stockton-on-Tees Borough Council to establish a new council for the new parish. The Order also transferred areas between the parishes of Billingham, Carlton, Elton, Grindon, Longnewton, Redmarshall and Wolviston. The Order was made on 9 February 2007 and came into effect on 1 April 2007.

THE TANDRIDGE (PARISHES) ORDER 2006 – S.I. 2006 NO. 2499 This Order transferred areas between the parishes of Bletchingly, Burstow, Nutﬁ eld and Outwood. The Order was made on 25 August 2006 and came into effect on 1 April 2007.

*THE TEST VALLEY (PARISHES) ORDER 2007 – S.I. 2007 NO. 336 This Order created two new parishes called Enham Alamein and Valley Park. The Order directs the Test Valley Borough Council to establish parish councils for the new parishes. The Order also transferred areas between the parishes of Chilworth and North Baddesley. The Order was made on 5 February 2007 and came into effect on 1 April 2007.

*THE TORBAY (PARISH) ORDER 2006 – S.I. 2006 NO. 3280 This Order created a new parish called Brixham. The Order directed the Torbay Borough Council to establish a parish council for the new parish. The Order was made on 4 December 2006 and came into effect on 1 April 2007.

*THE WARWICK (PARISHES) ORDER 2007 – S.I. 2007 NO. 656 This Order created a new parish called Beausale, Haseley, Honiley and Wroxall. The Order directed the Warwick District Council to establish a parish council for the new parish. The Order also transferred areas between the parishes of Bishop’s Tachbrook, Budbrooke, Halton, Kenilworth, Lapworth, Norton Lindsey, Royal Leamington Spa, Rowington, Sherbourne, Stoneleigh, Warwick, Whitnash. The Order was made on 2 March 2007 and came into effect on 1 April 2007.

1THE WEALDEN (PARISHES) ORDER 2006 – S.I. 2006 NO. 3468 This Order transferred areas between the parishes of Arlington, Buxted, Chalvington with Ripe, Frant, Hailsham, Longman, Polegate, Uckﬁ eld, Wadhurst, Westham, and Willingdon and Jevington. The Order was made on 19 December 2006 and came into effect on 1 April 2007.

*THE WYCOMBE (PARISHES) ORDER 2007 – S.I. 2007 NO. 65 This Order created a new parish called Marlow Bottom. The Order directed the Wycombe District Council to establish a parish council for the new parish. The Order was made on 12 January 2007 and came into effect on 1 April 2007.

*THE BASILDON (PARISH) ORDER 2007 – S.I. 2007 NO. 333 This Order created a new parish called Shotgate. The Order directed the Basildon District Council to establish a parish council for the new parish. The Order was made on 5 February 2007 and came into effect on 1 April 2007.

*THE BRADFORD (PARISHES) (NO. 2) ORDER 2006 – S.I. 2006 NO. 3417 This Order created two new parishes called Baildon and Harden. The Order directed the Bradford City Council to establish a parish council for the new parishes. The Order was made on 18 December 2006 and came into effect on 1 April 2007.

*THE CASTLE POINT (PARISH) ORDER 2006 – S.I. 2006 NO. 3467 This Order created a new parish called Canvey Island. The Order directed the Castle Point District Council to establish a parish council for the new parish. The Order was made on 22 December 2006 and came into effect on 1 April 2007.

*THE HINCKLEY AND BOSWORTH (PARISH) ORDER 2006 – S.I. 2006 NO. 3469 This Order created a new parish called Barwell. The Order directed the Hinckley and Bosworth Borough Council to establish a parish council for the new parish. The Order was made on 19 December 2006 and came into effect on 1 April 2007.

*THE WEAR VALLEY (PARISHES) ORDER 2006 – S.I. 2006 NO. 3279 This Order created two new parishes called Bishop Auckland and Greater Willington. The Order directed the Wear Valley District Council to establish parish councils for the new parishes. The Order directed the Wear Valley District Council to establish parish councils for the new parishes. The Order was made on 4 December 2006 and came into effect on 1 April 2007.

*THE WEST LANCASHIRE (PARISH) ORDER 2007 – S.I. 2007 NO. 404 This Order created one new parish called Lathom South. The Order directed the West Lancashire District Council to establish a parish council for the new parish. The Order was made on 9 February 2007 and came into effect on 1 April 2007.

2. Order conferring parish council powers on parish meetings under section 109 of the Local Government Act 1972

THE ASKERSWELL PARISH MEETING ORDER 2006 (WEST DORSET DISTRICT COUNCIL) Allows the parish meeting of Askerswell to exercise the powers of a parish council. This Order came into effect on 11 April 2006.

THE GLANVILLES WOOTTON PARISH MEETING CONFERMENT OF FUNCTIONS ORDER 2006 (NORTH DORSET DISTRICT COUNCIL) Allows the parish meeting of Glanvilles Wootton to exercise the powers of a parish council. This Order came into effect on 10 July 2006.

3. Orders providing for the creation of a parish council under section 16 of the Local Government and Rating Act 1997

LITTLE CHALFONT PARISH COUNCIL (ESTABLISHMENT) ORDER 2007 (CHILTERN DISTRICT COUNCIL) Established a parish council for the parish of Little Chalfont and electoral arrangements. This Order came into effect on 27 February 2007.

KING’S LYNN AND WEST NORFOLK BOROUGH COUNCIL (OLD HUNSTANTON) ORDER 2007 Established a parish council for the parish of Old Hunstanton and electoral arrangements. This Order came into effect on 1 January 2007.

WARWICK DISTRICT COUNCIL – PARISH OF BEAUSALE, HASELEY, HONILEY AND WROXALL ORDER 2007 Established a parish council for the parish of Beausale, Haseley, Honiley and Wroxall and electoral arrangements. This Order was made on 8 March 2007 and came into effect on 1 April 2007.

4. Orders amending electoral arrangements under section 17 of the Local Government and Rating Act 1997

THE PARISH OF ALDERBURY (COUNCILLORS) ORDER 2006 (SALISBURY DISTRICT COUNCIL) Increased the number of councillors for the parish of Alderbury from nine to eleven. This Order was made on 15 November 2006 and came into effect on 1 January 2007.

THE PARISH OF ALDINGBOURNE (REDUCTION OF PARISH COUNCIL) ORDER 2006 (ARUN DISTRICT COUNCIL) Reduced the number of councillors for the parish of Aldingbourne from twelve to ten. This Order was made on 20 September 2006 and came into effect on 3 May 2007.

THE PARISH OF ASHTON (COUNCILLORS) ORDER 2007 (SOUTH NORTHAMPTONSHIRE DISTRICT COUNCIL) Increased the number of councillors for the parish of Ashton from ﬁ ve to seven. This Order was made on 16 February 2007 and came into effect on 1 March 2007.

THE PARISH OF BISHOPSTONE (COUNCILLORS) ORDER 2006 (SALISBURY DISTRICT COUNCIL) Reduced the number of councillors for the parish of Bishopstone from nine to seven. This Order was made on 15 November 2006 and came into effect on 1 January 2007.

THE PARISH OF BRIGHTWELL CUM SOTWELL (WARDS) ORDER 2007 (SOUTH OXFORDSHIRE DISTRICT COUNCIL) Re-wards the parish of Brightwell cum Sotwell into two wards and speciﬁ es the number of councillors for each ward. This Order was made on 1 March 2007 and came into effect on 3 May 2007.

THE DEFFORD AND BESFORD PARISH COUNCIL ORDER 2006 (WYCHAVON DISTRICT COUNCIL) Re-wards the parish of Defford and Besford and reduces the number of councillors in the Defford Ward from seven to six and increases the number of councillors in the Besford Ward from two to three. This Order was made on 3 May 2006 and came into effect on 3 May 2007.

THE PARISH OF ECCLESFIELD (WARDS) ORDER 2007 (SHEFFIELD CITY COUNCIL) Re-wards the parish of Ecclesﬁ eld into six wards and speciﬁ es the number of councillors for each ward. This Order was made on 8 March 2007 and came into effect on 8 March 2007.

THE PARISH OF HARTWELL (COUNCILLORS) ORDER 2007 (SOUTH NORTHAMPTONSHIRE DISTRICT COUNCIL) Increased the number of councillors for the parish of Hartwell from nine to eleven. This Order was made on 16 February 2007 and came into effect on 1 March 2007.

THE PARISH OF KNOCKIN (COUNCILLORS) ORDER 2007 (OSWESTRY BOROUGH COUNCIL) Increased the number of councillors for the parish of Knockin from ﬁ ve to seven. This Order was made on 31 January 2007 and came into effect on 1 March 2007.

THE BOROUGH OF MAIDSTONE (REVIEW OF ELECTORAL ARRANGEMENTS) (LOOSE PARISH COUNCIL) ORDER 2006 Increased the number of councillors for the parish of Loose from eleven to thirteen. This Order was made on 6 December 2006 and came into effect 3 May 2007.

THE MINTING AND GAUTBY GROUP PARISH COUNCIL (COUNCILLORS) ORDER 2007 (EAST LINDSEY DISTRICT COUNCIL) Reduces the number of councillors from ten to eight for the parish of Minting and Gautby Grouped Parish. This Order was made on 28 February 2007 and came into effect on 3 May 2007.

THE PARISH OF MONKTON (WARDING) ORDER 2007 (EAST DEVON DISTRICT COUNCIL) Increased the number of councillors for the parish of Monkton from ﬁ ve to seven. This Order was made on 2 March 2007 and came into effect on 3 May 2007.

THE PARISH OF SULGRAVE (COUNCILLORS) ORDER 2007 (SOUTH NORTHAMPTONSHIRE DISTRICT COUNCIL) Reduced the number of councillors for the parish of Sulgrave from seven to six. This Order was made on 16 February 2007 and came into effect on 1 March 2007.

THE PARISH WARD OF TIPTON ST JOHN (WARDING) ORDER 2007 (EAST DEVON DISTRICT COUNCIL) Re-wards the parish of Ottery St Mary Town Council. This Order was made on 2 March 2007 and came into effect on 3 May 2007.

THE PARISH OF TISBURY (COUNCILLORS) ORDER 2006 (SALISBURY DISTRICT COUNCIL) Reduced the number of councillors for the parish of Tisbury from ﬁ fteen to eleven. This Order was made on 15 November 2006 and came into effect on 1 January 2007.

WEST DORSET DISTRICT COUNCIL – PARISH OF LYME REGIS (ELECTORAL ARRANGEMENTS) ORDER 2006 This Order speciﬁ es the number of councillors for the parish of Lyme Regis as fourteen. The Order was made on 14 November 2006 and came into effect on 3 May 2007.

CITY OF YORK (REVIEW OF ELECTORAL ARRANGEMENTS) (PARISH OF CLIFTON WITHOUT) ORDER 2006 This Order speciﬁ es the number of councillors for the parish of Clifton Without as ten. The Order was made on 6 October 2006 and came into effect 3 May 2007.

CITY OF YORK (REVIEW OF ELECTORAL ARRANGEMENTS) (HUNTINGTON PARISH COUNCIL) ORDER 2006 This Order abolishes the wards of the parish of Huntington. The Order was made on 17 August 2006 and came into effect on 3 May 2007.

CITY OF YORK (REVIEW OF ELECTORAL ARRANGEMENTS) (RAWCLIFFE PARISH COUNCIL) ORDER 2006 This Order speciﬁ es the number of councillors for the parish of Rawcliffe to be nine. The Order was made on 17 August 2006 and came into effect on 3 May 2007.

5. Orders appointing members of a parish council under section 91 of the Local Government Act 1972

THE PARISH OF FENCOTT AND MURCOTT (DISTRICT OF CHERWELL) TEMPORARY APPOINTMENTS ORDER 2006 This Order was made on 22 June 2006 and made temporary appointments to the Fencott and Murcott Parish Council.

THE MENDIP DISTRICT (CRANMORE PARISH COUNCIL) ORDER 2006 This Order was made on 2 May 2006 and made temporary appointments to the Cranmore Parish Council.

THE MENDIP DISTRICT (CRANMORE PARISH COUNCIL – NUMBER TWO) ORDER 2006 This Order was made on 3 May 2006 and made a temporary appointment to the Cranmore Parish Council.

6. Orders under section 11 of the Local Government Act 1972 – Grouping Orders

THE MIDDLETON-IN-TEESDALE AND NEWBIGGIN GROUP ORDER 2007 (TEESDALE DISTRICT COUNCIL) Groups the two parishes under one common parish council to be known as the Middleton-in-Teesdale and Newbiggin Parish Council. This Order was made on 23 March 2007.

NO MANS HEATH AND DISTRICT PARISH COUNCIL ORDER 2007 (CHESTER CITY COUNCIL) Groups the four parishes of Bickley, Hampton, Edge and Larkton under one common parish council to be know as the No Mans Heath and District Parish Council. This Order was made on 9 March 2007.

SOUTH LAKELAND DISTRICT COUNCIL (PARISHES OF SKELSMERGH AND SCALTHWAITERIGG) GROUPING ORDER 2007 Groups the two parishes under one common parish council to be known as the Skelsmergh and Scalthwaiterigg Parish Council. This Order was made on 22 March 2007.

THE WHITTINGHAM, CALLALY AND ALNHAM GROUP ORDER 2007 (ALNWICK DISTRICT COUNCIL) Groups the three parishes of Whittingham, Callaly and Alnham under one parish council to be known as the Whittingham, Callaly and Alnham Parish Council. This Order was made on 12 January 2007.
