Östergötland har en industrihistoria där vissa näringsgrenar ur miljösynpunkt är av större intresse än andra. Liksom i övriga Sverige har industrin i Östergötland vuxit fram längs forsande vattendrag. Därför finns i länet många mindre brukssamhällen längs vattendragen, och själva bruksområdet är i många fall kraftigt förorenat. Stora industri- och näringssektorer, som historiskt orsakat förorenade områden i länet är gruvbranschen, pappers- och massafabriker, textilindustrin, sågverk och verkstadsindustrin. De kommuner i länet som haft en lång och intensiv industrihistoria, som t. ex. Norrköping och Motala, har idag ett stort antal förorenade områden. I kommuner som Vadstena, Söderköping och Ödeshög har industribelastningen inte varit lika omfattande och antalet förorenade platser är därför betydligt färre. Antalet potentiellt förorenade områden som har identifierats i Östergötland är drygt 4000. Inventering och riskklassning enligt MIFO-metodiken har gjorts för nästan 1700 av de identifierade objekten. Inventeringsarbetet har gett en översiktlig bild av vilken föroreningsproblematik som myndigheter och andra aktörer i länet har att förhålla sig till.
