Rudy DEBAENE was born in Oostende on the 9th May 1960. He completed his high- school education at the Sint-Pauluscollege in Houthalen and graduated in June 1978 in Latin and Mathematics.

In August 1978, he joined the Royal Military Academy with the 133rd Polytechnic Promotion. He graduated with a Master of Science (mechanics and ballistics) in 1983 and was promoted to Second-Lieutenant. Experience leader and technical officer, Werl – BRD (1984–1986) After he completed his training course as a Logistics Officer in Heverlee and Tournai, he began his active career in 1984 in Werl (Germany) with the 4th Maintenance Company. There he was appointed platoon leader with responsibility for vehicle maintenance and technical officer. Academic assistant to the Chair of Armament and Ballistics, Brussels (1986–1989) From July 1986 to August 1989, he served as academic assistant to the Chair of Armament and Ballistics at the Royal Military Academy with overall responsibility for the Ballistics Laboratory. During the academic year 1988-1989, he led the General Course in Ballistics. Company Commander, Lüdenscheid – BRD (1989–1992) In 1989 he returned to the in Germany as Company Commander of the 202nd Maintenance Company of the 18th Logistic Battalion in Lüdenscheid. Project Officer, Tervuren (1993–1997) After successfully completing the Candidate Course at the Royal Institute of Defence in July 1993, Captain Debaene was assigned as Programme Manager for the Database Management System at the former Centre for Information Treatment of the Army in Tervuren. Adjunct logistic studies, Brussels (1999–2001) In 1999 Major (GS) Debaene took up responsibility for logistic studies at the Program Section of the Belgian Army Staff. In July 2001, Lieutenant-Colonel (GS) DEBAENE formed part of the team that designed a new structure of the Systems for the Directorate General Material Resources (DGMR). Chief of team material managers, Brussels (2002–2004) From January 2002 until July 2004, he led a team of material managers who had responsibility for all non-combat vehicles and related systems at the Land Systems Section at the DGMR.

Head of team procurement officers, Brussels (2004–2006) In July 2004, he headed up the team of acquisition officers that assisted in the transformation of the Land Component to the operational configuration of Median Capacity. He and his team were responsible for the securing of contracts for Multi Purpose Protected Vehicle (MPPV), Light vehicles 4x4 (LMV), Observation and reconnaissance platform on Pandur and Armored Infantry Vehicle (AIV). Commanding Officer, Berlaar (2006–2008) In June 2006, Colonel (GS) Debaene took command and becomes the 3d CO of the Belgian Defence Spare Parts Distribution Centre in Berlaar. Section Chief, Brussels (2008-2009) In 2008 he rejoined the DGMR, where he managed the Communication and Information Systems department (CIS) of the CIS & Infrastructure Division. Chief of Division, Brussels (2009–2016) After passing the promotion board for Major-General, on August 1st 2009 he took up the post as Chief of the Procurement Division at the DGMR. Later that year, on December 26th 2009, he was promoted to Major-General.

Supplementary to his function of head Procurement Division that he takes until August 31st 2016, in March 2015 he was appointed as acting Director General Material Resources. In January 2016 he also took up the post as National Armament Director (NAD).

Director General, Brussels (2016 –…) On March 16th 2017 he passes the promotion board for Lieutenant-General and is promoted on March 26th 2017. With this promotion, Lieutenant-General Debaene is also designated effectively as Director General Material Resources and “National Armament Director”.
