Hezbollah’s Syrian Quagmire BY MATTHEW LEVITT ezbollah – Lebanon’s Party of God – is many things. It is one of the dominant political parties in Lebanon, as well as a social and religious movement catering first and fore- Hmost (though not exclusively) to Lebanon’s Shi’a community. Hezbollah is also Lebanon’s largest militia, the only one to maintain its weapons and rebrand its armed elements as an “Islamic resistance” in response to the terms of the Taif Accord, which ended Lebanon’s civil war and called for all militias to disarm.1 While the various wings of the group are intended to complement one another, the reality is often messier. In part, that has to do with compartmen- talization of the group’s covert activities. But it is also a factor of the group’s multiple identities – Lebanese, pan-Shi’a, pro-Iranian – and the group’s multiple and sometimes competing goals tied to these different identities. Hezbollah insists that it is Lebanese first, but in fact, it is an organization that always acts out of its self-interests above its purported Lebanese interests. According to the U.S. Treasury Department, Hezbollah also has an “expansive global network” that “is sending money and operatives to carry out terrorist attacks around the world.”2 Over the past few years, a series of events has exposed some of Hezbollah’s covert and militant enterprises in the region and around the world, challenging the group’s standing at home and abroad. Hezbollah operatives have been indicted for the murder of former Lebanese Prime Minister Rafiq Hariri by the UN Special Tribunal for Lebanon (STL) in The Hague,3 arrested on charges of plotting attacks in Nigeria,4 and convicted on similar charges in Thailand and Cyprus.5 Hezbollah’s criminal enterprises, including drug running and money laundering from South America to Africa to the Middle East, have been targeted by law enforcement and regulatory agen- cies.

Migration Profile: Lebanon Françoise De Bel-Air, Research Consultant Issue 2017/12 May 2017 In 2014, an estimated 885,000 Lebanese migrants, (i.e., first- generation, born in Lebanon) resided abroad. Meanwhile, in early 2016, it was said that “Lebanon hosts approximately 1.1 million refugees from Syria which amounts to around one in five people in the country”,1 or “one in four” according to other estimates.2 However, and notwithstanding the large scale of population movements to and from Lebanon throughout the country’s history, these figures are at best, educated guesses: the size and structure of Lebanon’s resident population (as well as that of the Lebanese population) remain “an enigma”.3 For example, at the time of writing, late 2016, the UN population data estimated the total population in Lebanon to stand at 5,988,000,4 while Lebanon’s Central Administration for Statistics’ homepage was displaying gave 3,759,100, for 2007!5 The reasons for this lack of data is primarily political.6 The Lebanese political system distributes political functions according to sectarian 7 BRIEF affiliation. Therefore, the numbers (hence, definitions) of the Lebanese resident population, of Lebanese expatriates, of foreign citizens qualifying for Lebanese citizenship, etc. are all fraught with huge political implications: they would affect the country’s sectarian structure, hence, sect-based power-sharing arrangements. For example, the size of the Lebanese diaspora is usually estimated at between four and thirteen million.8 This is because the actual holders of Lebanese nationality only make up a fraction of the descendants of the Lebanese migrants, who left the territory under Ottoman rule, before 1920 (the creation of Lebanon) or 1924 (the Lausanne Treaty of 1924 POLICY that is the basis for the definition of Lebanese citizenship).

The Daily Star 12-3-2020 Lebanon’s slow, painful slide into financial meltdown By Lin Noueihed Bloomberg News Behind a black gate in an upscale Beirut suburb, the head of Lebanon’s banking lobby implored the government to hold firm against the latest crisis, pay the country’s debts and safeguard its financial industry. “A stable economy is largely dependent on a strong banking sector,” said Salim Sfeir, perched on the edge of his chair near a large corner window overlooking the garden of his villa. Across town, the metal encasing his office at the Association of Banks in Lebanon told the other side of the story as a nation with barely enough money for essentials hurtled toward the first debt default in its history. Now covered in anti-bank graffiti, the protective panels were put up months ago to keep out protesters at the epicenter of a revolt that laid bare what Lebanese had long suspected: through a mix of mismanagement and corruption, a class of politicians and their business partners bled the country to the point of bankruptcy. With foreign currency reserves at what the new prime minister described as “dangerous levels,” the government is now in talks to restructure $90 billion of borrowing, which, at 170 percent of gross domestic product, makes Lebanon one of the most indebted countries in the world. Dollars are in such short supply that the central bank will only give them to importers of wheat, medicine and fuel. Banks that kept their doors open in the darkest days of Lebanon’s 15-year civil war are now closing early, cutting card limits, restricting the transfer of dollars abroad and allowing most customers to access only a few hundred dollars of their savings a month.

Breaking the Cycle of Failed Negotiations in Yemen by Nadwa Al-Dawsari May 2017 SUMMARY • Yemen’s conflict is complex and multi-faceted. On the surface, it is a power struggle among the political elite, but it is also driven by long-term frustration with the ruling elite’s corruption at the expense and marginalization of the majority of the Yemeni population. These grievances drove the 2011 youth uprising, have helped fuel the ongoing war, and must be addressed to bring lasting peace. • More than two years of UN-led negotiations to end Yemen’s war have failed. This failure is a result of an elite dominated process between opposing sides unwilling to settle their differences and concede power. To end the conflict and create a lasting peace, these talks must include representatives from all aggrieved regions and parties. • Peace talks should also include negotiations on the division of Yemen into federal regions that establish a fair balance of power and resources and address key regional grievances that have helped fuel conflict. • Reaching political agreement will take time. It is critical in the interim to work with government institutions at the local level to provide a basic level of governance and stability. Strengthening local government will help defuse some tension, build trust in national political negotiation processes, give local actors a sense of ownership and responsibility, and help restore faith in nonviolent political processes. Englehart ii ABSTRACT Dr. Sridevi Menon, Advisor Why is it that on one hand Lebanon is represented as the “Switzerland of the Middle East,” a progressive and prosperous country, and its capital Beirut as the “Paris of the Middle East,” while on the other hand, Lebanon and Beirut are represented as sites of violence, danger, and state failure? Furthermore, why is it that the latter representation is currently the pervasive image of Lebanon? This thesis examines these competing images of Lebanon by focusing on Lebanon’s past and the ways in which various “pasts” have been used to explain the realities confronting Lebanon. To understand the contexts that frame the two different representations of Lebanon I analyze several key periods and events in Lebanon’s history that have contributed to these representations. I examine the ways in which the representation of Lebanon and Beirut as sites of violence have been shaped by the long period of civil war (1975-1990) whereas an alternate image of a cosmopolitan Lebanon emerges during the period of reconstruction and economic revival as well as relative peace between 1990 and 2005. In juxtaposing the civil war and the assassination of former Lebanese Prime Minister Rafic Hariri in Beirut on February 14, 2005, I point to the resilience of Lebanon’s civil war past in shaping both Lebanese and Western memories and understandings of the Lebanese state.
