Country Profile



Liberia, which means „land of the free‟ was founded by freed slaves from the United States in 1820. These freed slaves, called Americo-Liberians, first arrived in Liberia and established a settlement in Christopolis now Monrovia (named after U.S. President James Monroe) on February 6, 1820. This group of 86 immigrants formed the nucleus of the settler population of what became known as the Republic of Liberia. In December 1989, Charles Taylor launched a rebellion against Doe‟s regime that led to a prolonged civil war in which Doe himself was killed.



A period of relative peace in 1997 allowed for elections that brought Taylor to power, but fighting resumed in 2000. An August 2003, peace agreement ended the war and prompted the resignation of former president Charles Taylor, who was exiled to Nigeria.

After two years of rule by a transitional government, democratic elections in late 2005 brought President Ellen Johnson Sirleaf to power.



Liberia was traditionally noted for its hospitality and academic institutions, iron mining and rubber industry booms, and cultural skills and arts and craft works. But political upheavals beginning in the 1980s and the brutal 14-year civil war (1989-2003) brought about a steep decline in the living standards of the country, including its education and infrastructure.

The UN Mission in Liberia (UNMIL), which maintains a strong presence throughout the country, completed a disarmament program for former combatants in late 2004, but the security situation is still volatile and the process of rebuilding the social and economic structure of this war-torn country remains sluggish.



In January 2008 the Truth and Reconciliation Commission, established to investigate war crimes committed during the civil war, began proceedings. It was modelled on South Africa‟s post apartheid body. International attention turned to two important war crimes trials: the first was that of former president Gen. Charles Taylor in The Hague, and the second was that of his son Charles (Chuckie) Taylor, Jr., in the United States, which resulted in a conviction in October 2009 on charges of torture and related war crimes; sentencing was set for January 2009.

INTRODUCTION 1. The present report is submitted pursuant to Security Council resolution 1083 (1996) of 27 November 1996, by which the Council extended the mandate of the United Nations Observer Mission in Liberia (UNOMIL) until 31 March 1997. The report provides an update on developments in Liberia since my previous report dated 29 January 1997 (S/1997/90), and contains recommendations on the role to be played by UNOMIL in the forthcoming Liberian elections. II. POLITICAL ASPECTS 2. During the period under review, further progress has been made towards the implementation of the Abuja Agreement. There have been significant achievements in the disarmament of fighters which, under the revised schedule of implementation of the Abuja Agreement, was to be completed by 31 January 1997. The Monitoring Group of the Economic Community of West African States (ECOMOG) has received some of the additional troops pledged to it, and has continued to extend its presence into the interior of the country, thus facilitating greater access by humanitarian agencies. With the improvement in the security situation, the civilian population is gradually beginning to gain the confidence to move freely in some hitherto unsafe areas of the country. The level of disarmament thus far achieved has also made it possible to begin preparing for the holding of elections. The United Nations, in consultation with the Liberian National Transitional Government, the Economic Community of West African States (ECOWAS) and other partners, has already started to prepare for its role in the electoral process.

Access Industries wird den Anteil der Vatas-Tochter Haarlem One in Höhe von 18,56 % übernehmen. Vatas war erst im Januar 2008 bei Air Berlin eingestiegen und hatte ihren Anteil rasch erhöht. Allerdings liegt das Aktienpaket derzeit bei der NordLB. Diese hatte vom Pfandrecht Gebrauch gemacht und sich als Sicherheit für geplatzte Aktiengeschäfte mit Vatas dieses Paket geholt. Access Industries gehört dem russischstämmigen US-Milliardär Leonard Blawatnik. Weitere Beteiligungen sind der british-russische Ölförderer TNK- BP sowie der russische Aluminiumkonzern Rusal. Die Air Berlin-Aktie legte zunächst um fast 10 5 % zu, nachdem sie erst wenige Tage zuvor aufgrund einer gesenkten Gewinnprognose einbrach. Als die Pfändung des Aktienpakets bekannt wurde, sank sie auf 5 %. Air France nahm am 1. April die erste Route unter dem neuen USA-Europa- OpenSky-Abkommen auf. Vom Flughafen London Heathrow hob man in Kooperation mit Partner Delta Air Lines zum ersten Direktflug nach Los Angeles ab.

OSAC encourages travelers to use this report to gain baseline knowledge of security conditions in Liberia. For more in-depth information, review OSAC’s Liberia country page for original OSAC reporting, consular messages, and contact information, some of which may be available only to private-sector representatives with an OSAC password. Travel Advisory The current U.S. Department of State Travel Advisory at the date of this report’s publication assesses Liberia at Level 1, indicating travelers should exercise normal precautions. Exercise increased caution in urban areas and public beaches due to crime. Review OSAC’s report, Understanding the Consular Travel Advisory System. Overall Crime and Safety Situation The U.S. Department of State has assessed Monrovia as being a CRITICAL-threat location for crime directed at or affecting official U.S. government interests. Crime remained at a critical level throughout the country in 2019, owing to growing public discontent with Liberia’s faltering economy. Reports of home and residential compound invasions increased, as did violent robberies in populated areas. In 2019, there was an increase in reporting of non-violent crimes. Many of these crimes are “snatch-and- grabs” of electronics, purses, bags, and backpacks; vehicular vandalism; and vehicle break-ins categorized as theft. These crimes of opportunity usually occur in densely populated areas throughout the country. Most snatch-and-grabs involve young male assailants between the ages of 13 and 25. Criminals often carry knives or homemade handguns, and occasionally work in small groups to target unsuspecting victims.

The Article challenges the international community to take a mental leap by recognizing that the contemporary version of official corruption is so fundamentally different from its historical antecedents that it de- serves to (a) be called a different name: indigenous spoliation or patrimonicide; and (b), to be treated as an extraordinary crime that rises up to the level of a crime against humanity.

Due to a number of reasons, and especially because a number of aircraft operators use services of management companies, some of those operators have not been identified in the latest update of the EEA- wide list of aircraft operators adopted on 5 February 2014.
