    Avantages accordés à l'investissement au titre de la Loi n° 16-09 du 03 août 2016 relative à la promotion de l’investissement. La Loi n°16-09 du 03 août 2016 relative à la promotion de l’investissement prévoit trois paliers d’avantages : - les avantages communs à tous les investissements éligibles, - les avantages supplémentaires au profit des activités privilégiées et/ou créatrices d’emplois, - les avantages exceptionnels au profit des investissements présentant un intérêt particulier pour l’économie nationale. I. Avantages communs aux investissements éligibles 1/ Projets réalisés dans le NORD Outre les incitations fiscales, parafiscales et douanières prévues par le droit commun, les investissements, bénéficient : A. Au titre de la phase de réalisation : - Exonération de droits de douane pour les biens importés et entrant directement dans la réalisation de l’investissement ; - Franchise de la TVA pour les biens et services importés ou acquis localement entrant directement dans la réalisation de l’investissement ; - Exemption du droit de mutation à titre onéreux et de la taxe de publicité foncière, pour toutes les acquisitions immobilières effectuées dans le cadre de l’investissement concerné ; - Exemption des droits d’enregistrement, de la taxe de publicité foncière, ainsi que de la rémunération domaniale portant sur les concessions des biens immobiliers bâtis et non bâtis destinés à la réalisation de projets d’investissement.     L’Algérie profonde / Est Plan d'aménagement du territoire d’Oum El-Bouaghi Le taux d'urbanisation a atteint 75% L'urba nisatio n a été struct urée par l'inscri ption de 29 PDAU qui ont permi s de dégag er 277 POS à traver s toute la wilaya. ©D. R. Il englobe l'ensemble des villes et agglomérations de la wilaya. Dans le cadre du plan d'aménagement du territoire, le couloir d'urbanisation dans la wilaya d'Oum El-Bouaghi s'étend de Aïn M'lila jusqu'à Maskiana, en passant par Aïn Fakroun, Oum El-Bouaghi et Aïn Beïda. Il englobe l'ensemble des villes et agglomérations de la wilaya laquelle enregistre, selon la direction de l'urbanisme, de l'architecture et de la construction, un taux d'urbanisation de 75%. L'urbanisation des différentes agglomérations a été structurée par l'inscription de 29 PDAU (plan directeur d'aménagement et d'urbanisme) qui ont permis de dégager 277 POS (plan d'occupation des sols) à travers toute la wilaya. Il est prévu pour l'année en cours, l'achèvement de 45 POS et l'approbation de 5 études de POS. Cela étant, 6 communes de la wilaya disposent de foncier urbanisable à long terme et que sont Oum El-Bouaghi, Aïn Babouche, Berriche, Zorg, Aïn Beïda et F'kirina. Huit communes en disposent à moyen terme (Aïn Zitoun, Souk Naâmane, Bir Chouhada, Ouled Zouaï, Ouled Gacem, Aïn Fakroun, Oued Nini et Sigus), 8 à court terme (Aïn M'lila, Aïn Kercha, El-Amiria, Meskiana, Behir Chergui, Ksar Sbahi, R'hiaet Bougherara-Saoudi) et enfin 7 communes qui ne disposent pas de foncier urbanisable, il s'agit de Henchir Toumghani, Ouled Hamla, Dalaâ, El- Harmlia, El-Djazia, Belala et Aïn Diss.

    L’Algérie profonde / Actualités Oum El Bouaghi Les transporteurs imposent leur diktat Face aux décisions anarchiques prises par les transporteurs quant à l’augmentation du prix du ticket sur de nombreuses lignes, soumises à un prix normalement réglementé, la direction des transports se trouve contrainte de solutionner le problème au cas par cas pour ne pas perturber les déplacements des citoyens et éviter par là même le risque de mouvement de grève des transporteurs. Cela étant, après le retour au prix initial du transport sur les axes Aïn Beïda-Oued Nini-Fkirina, Aïn Beïda-Oum El Bouaghi, Aïn Babouche-Oum El Bouaghi, la réponse des transporteurs à l’appel de la direction des transports et la suppression de l’augmentation de 5 DA décidée unilatéralement, l’augmentation du prix est maintenue encore sur les lignes de Berriche-Aïn Fakroun-Oum El Bouaghi et Ksar Sbahi-Oum El Bouaghi. Sachant déjà que le secteur du transport manque d’une manière accrue de professionnalisme, enregistrant une défaillance et des besoins énormes en l’absence d’investisseurs, selon le directeur des transports, les transporteurs, cherchant le gain facile, imposent leur diktat aux usagers. Certes, les prix pratiqués actuellement sont loin de couvrir les charges d’exploitation, reconnaît le directeur, mais cela ne veut pas dire que le transporteur est maître à bord quant à la fixation des prix. Dans l’attente d’une nouvelle tarification tenant compte des réalités du terrain, la direction des transports, faute de moyens, ne peut être présente sur tout le réseau pour parer à toute difficulté, dira le directeur des transports, et de ce fait, les transporteurs devaient se conformer à la tarification en vigueur fixée pour les lignes de moins de 30 km à 0,25 DA/km sans les taxes.
