Abstract In this thesis, I argue that discourses of victimhood, victory, and xenophobia underpin both Sinhalese and Tamil nationalist and religious fundamentalist movements. Ethnic discourse has allowed citizens to affirm collective ideals in the face of disparate experiences, reclaim power and autonomy in contexts of fundamental instability, but has also deepened ethnic divides in the post-war era. In the first chapter, I argue that mutually exclusive narratives of victimhood lie at the root of ethnic solitudes, and provide barriers to mechanisms of transitional justice and memorialization. The second chapter includes an analysis of the politicization of mythic figures and events from the Rāmāyaṇa and Mahāvaṃsa in nationalist discourses of victory, supremacy, and legacy. Finally, in the third chapter, I explore the Liberation Tiger of Tamil Eelam’s (LTTE) rhetoric and symbolism, and contend that a xenophobic discourse of terrorism has been imposed and transferred from Tamil to Muslim minorities. Ultimately, these discourses prevent Sri Lankans from embracing a multi-ethnic and multi- religious nationality, and hinder efforts at transitional justice.

Introduction The Invention of an Ethnic Nationalism he Hindu nationalist movement started to monopolize the front pages of Indian newspapers in the 1990s when the political T party that represented it in the political arena, the Bharatiya Janata Party (BJP—which translates roughly as Indian People’s Party), rose to power. From 2 seats in the Lok Sabha, the lower house of the Indian parliament, the BJP increased its tally to 88 in 1989, 120 in 1991, 161 in 1996—at which time it became the largest party in that assembly—and to 178 in 1998. At that point it was in a position to form a coalition government, an achievement it repeated after the 1999 mid-term elections. For the first time in Indian history, Hindu nationalism had managed to take over power. The BJP and its allies remained in office for five full years, until 2004. The general public discovered Hindu nationalism in operation over these years. But it had of course already been active in Indian politics and society for decades; in fact, this ism is one of the oldest ideological streams in India. It took concrete shape in the 1920s and even harks back to more nascent shapes in the nineteenth century. As a movement, too, Hindu nationalism is heir to a long tradition. Its main incarnation today, the Rashtriya Swayamsevak Sangh (RSS—or the National Volunteer Corps), was founded in 1925, soon after the first Indian communist party, and before the first Indian socialist party.

In such a theology, the notion of “trans-difference” appreciates the differences between cultures and religions with the aim of building bridges between them. It is argued that Gandhi’s understanding of Judaism was limited, mainly because he looked at Judaism through Christian lenses. He reduced Judaism to a religion without considering its peoplehood dimension. This reduction, together with his political endeavors in favor of the Hindu–Muslim unity and with his advice of satyagraha to the Jews in the 1930s determined his view on Zionism. Notwithstanding Gandhi’s problematic views on Judaism and Zionism, his satyagraha opens a wide-open window to possibilities and challenges in the Near East. In the spirit of an interreligious theology, bridges are built between Gandhi’s satyagraha and Jewish transformational dialogical thinking.     Chapter Ten Hindu Nationalists and the Cold War Rahul Sagar It is generally accepted that during the Cold War divergences between “hope and reality” rendered India and America “estranged democracies.”1 Te pre- cise nature of the Indo- American relationship during these decades remains a subject of fruitful study. For instance, Rudra Chaudhuri has argued that the Cold War’s many crises actually prompted India and the United States to “forge” a more nuanced relationship than scholars have realized.2 Tis chapter does not join this discussion. It examines a diferent side of the story. Rather than study the workings of the Congress Party–afliated political and bureaucratic elite in power during the Cold War, it focuses on the principal Opposition—the ideas and policies of the Hindu Mahasabha, the Jan Sangh, and the Bharatiya Janata Party (bJP), which have championed the cause of Hindu nationalism. Te Cold War–era policies of these parties have not been studied carefully thus far. A common assumption is that these parties had little to say about international afairs or that, to the extent that they had something to say, their outlook was resolutely militant. Tis chapter corrects this misperception. It shows that these parties’ policies alternated between being attracted to and being repulsed by the West. Distaste for communism and commitment to democracy drove them to seek friendship with the West, while resentment at U.S. eforts to contain India as well as fears about ma- terialism and Westernization prompted them to demand that the West be kept at a safe distance. 229 false sTarTs Surprisingly little has been written about the diversity of Indian views on international relations in the Cold War era.

    What is India? Gandhi vs Savarkar: Debating Civic and Ethnic Nationalism Mohd. Tanweer Alam Introduction The 'Idea of India' is one of the most debated themes in contemporary India, given that an alternative idea of India gaining ground. Nationalism is one of the important components of the idea of India, and has been much debated and discussed subject in India. It is important because it tells us the identity of India, and what kind of a nation we would like to be, especially, when we are witnessing the changing relationship between religion and politics in contemporary Indian society. There have been different forms of nationalism i.e. civic, ethnic, and religious. Modern India is the result of these competing ideas of nationalism. Here, we would focus on two competing ideas of nationalism: a) Gandhis's model of Nationalism, as discussed in Hind Swaraj or Indian Home Rule, a book written by him in 1909; and b) Savarkar's idea which he articulated in Hindutva: Who is A Hindu, first published in 1923, though the ideas in it were formulated during Savarkar's stay in England from 1906 to 1910. Both are fundamental ideas, among others, dominating Indian polity and society for the last 100 years since its emergence. At a time when the present government in India has decided to make nationalism its rallying point, it is useful to compare the differing and alternative attitudes and visions of Gandhi Mr Mohd.     Hindu Nationalism: What's Religion Got to Do With It? It is sometimes said that generals fight the last war. Similarly, political analysts tend to find the most recent global scourge in every societal ailment they encounter. In the 1940s and 1950s many populist movements and regimes were mistakenly viewed as "fascist"; in the 1960s and 1970s numerous third world nationalist movements were perceived as and professed to be communist; and since the Iranian revolution of 1979 "fundamentalisms" seem to have flourished. Sometimes more than one of these labels has been applied to the same movement. In India, Hindu Nationalism was - and often still is - perceived as fascist, particularly by its Indian critics, while outside observers have found it altogether too easy to treat it as the Hindu equivalent of Islamic radicalism. Consequently, we should consider whether Hindu nationalism is religious at all. The first part of this paper accordingly will examine the evolution of Hindu Nationalist ideology to emphasize a point that has been made many times: whether or not Hindu Nationalism is "fascist" it is most assuredly not "fundamentalist." Hindu Nationalists are concerned with the strength and unity of Hindus as a political community not with their forms of worship. They have charged religious minorities with divided loyalty and been responsible for organized mass violence against Muslims. However, they have not, historically, been concerned with imposing any view of Hindu religion on its practitioners or punishing Hindus who violate the precepts of the "true" religion. In short, for Hindu Nationalists, there are traitors, but not apostates. The second part of the paper will review the evolution of Hindu Nationalist organizations.

Schoenhaus: Indian Dalits and <i>Hindutva</i> Strategies INDIAN DALITS AND HINDUTVA STRATEGIES Indian Dalits and Hindutva Strategies Seth Schoenhaus The Bharatiya Janata Party, or BJP, is a right-wing nationalist political party charged by its parent organization, the Rashtriya Swayamsevak Singh (RSS), to spread its ideology of Hindutva (Hindu nationalism) through the political process.1 In doing this, the BJP has gained national prominence, as seen most recently in its resounding 2014 victory in which Narendra Modi shot to power as Prime Minister of India.2 However, the party has made itself into the stalwart political arm of In- dia’s burgeoning middle class: conservative, fairly wealthy voters who tend to see themselves as the backbone of India’s emerging global might and economic prow- ess.3 In order to increase its share of power, the BJP and other Hindutva organiza- tions have increasingly realized the need to reach out to Scheduled Caste voters, specifically Dalits: those who have largely existed at the bottom of the Indian caste system, below even those considered “untouchable.”4 Dalits often find themselves on the fringe of acceptable Indian society due to their historically low caste posi- tion, so their receptiveness to Hindutva politics is quite curious.

    1 A Note to Readers: Thank you for taking the time to read this paper. It is part of a larger manuscript currently titled “What is Religious Freedom? The Case of Conversion in Israel and India.” The book argues that it would be a mistake to interpret the problems of conversion and religious freedom in Israel and India as tensions between liberal rights and religious collectives. Rather, the politics of conversion in Israel and India should be understood in terms of the ways in which Zionists (secular and religious) and Indian nationalists (secular and Hindu nationalist) appropriate some of the basic tenets of the modern nation state—such as the uniformity and sovereignty of law, as well as the importance of individual conviction in matters of religion. As such, anxieties about conversion in Israel and India embody both the rejection of a modern, individualist right of religious freedom as well as the internalization of this modern, individualist framework. For these reasons, one simply cannot divorce notions of religious freedom (and conversion as the epitome of this notion) from the realities, structures, and ideologies of particular sovereign nation states. While Israel and India may represent extreme cases of the difficulty of separating arguments about religious freedom from arguments about sovereign, national identity, the book contends that these more blatant cases can help us to observe some of the ways in which American and European conceptions of religious freedom are also bound to debates about national identity. The present paper is very much a work in progress and is a draft of the first chapter which attempts to set the background for debates about conversion after the states of India and Israel were established.

While some of them are pro-liberalization, some others are anti-capitalism. The ideological differences also exist in social sphere with some political factions swearing by Hindu nationalism and the rest seem quite content with progressive westernization. The Bharatiya Janata Party (BJP), expressing full faith in Hindu nationalism, socialism, secularism, integral humanism and democracy, lays emphasis on nationalism based on cultural and civilizational ethos. From Ram Janambhoomi movement, Uniform Civil Code to good governance, the party has been prudently selecting and taking stand on issues of national importance to gain better visibility. I. INTRODUCTION The ideology of the BJP could be traced back to the roots of the Bhartiya Jana Sangh. After the foundation of the Jana Sangh, Deendayal Upadhyaya developed a set of concepts under the name of integral humanism. This concept was developed in 1965 and came to be accepted like the Jana Sangh‟s official doctrine. Upadhyaya‟s integral humanism emphasizes the significance of a complete man comprising body, mind, soul and intellect. He advocated democracy, yet opposed both capitalism and communism.1 The Jana Sangh laid emphasis on the establishment of value-based politics and swadeshi as a motto in relation to industrializing the country so as to produce indigenous articles according to people‟s needs.2 It also set out its philosophy in terms of one people, one nation and one culture.

Comparing India and Israel The emergence of India and Israel as independent states in 1947-48 highlighted the power of religious identity to shape political outcomes. While India was partitioned as a result of the demand for a separate Pakistan for the subcontinent‟s Muslims, Israel came into being as the fulfilment of the Zionist vision of Palestine as a homeland for Jews throughout the world. Yet the post-independence leadership of both countries sought to create states informed by secular rather than religious political principles. This paper examines the role of religion in foreign policy in India and Israel with particular reference to the recent salience of Hindu nationalism and religious Zionism. It explores the influence of religion in shaping the foreign policy environment and the perceptions of Indian and Israeli policymakers, focusing in particular on the relationship between secular state interest and nationalism predicated on religious identity. The argument is that for both countries it is imperative to transcend religious nationalism if they are to secure their international position. Few observers concerned themselves with the significance of „Hindu‟ nationalism for Indian foreign policy until the rise of the Bharatiya Janata Party (BJP) to lead the national government, followed almost immediately by the nuclear tests of May 1998.
