(“HCTV”), herby replies to the Opposition of Time Warner Entertainment Company, L.P., d/b/a Oceanic Time Warner Cable (“Oceanic”) filed in opposition to HCTV’s Complaint requesting that the Commission order Oceanic to carry local commercial television station KUPU(DT), Waimanalo, Hawaii (the “Station”) in accordance with the Commission’s must carry rules and policies throughout the Honolulu, Hawaii designated market area (the “DMA”).1 I.
