Their case was very well presented and very positively received to the extent that the ASAQS was granted the privilege of hosting ICEC 2012 in South Africa. The Southern African Project Controls Institute (SAPCI) and the Your profession South African Council for the Quantity Surveying Profession (SACQSP) subsequently became co-hosts of the Other event. IN MEMORIAM : DR FRANK BERRY A well-known Free State QS, Frank Berry, passed away on Sunday. Frank Herman Berry joined the University of the Free State in 1983 as lecturer; he obtained his MSc (QS) in 2008 and PhD in 2012. He was the author of many academic articles and entertained papers and editor of the publications "Bouvaria" for more than 20 years. He joined Basie Verster in 1992 to form Verster Berry Partnership and was responsible for many major projects PCS Specialist Recruiters in Bloemfontein and the Free State province. Frank was an exceptional person with the highest level of integrity and dedication to his work and most specifically to his beloved students. His main aim as lecturer was to drive the students with kindness and discipline to become the very best quantity surveyors. As quantity surveyor he served the profession with professionalism and ethical standards that stands as an example to all. Frank was born in Kroonstad in 1953 and was awarded the BSc (QS) from the University of the Free State in 1975. He leaves his wife Liezél and Herman a Pr. (QS), Jessie and Louis. This non-residential training programme consists of two modules delivered over five days. Module one can be taken on its own and is charged at a reduced fee. Successful completion of both modules is recognised by RICS as 50 hours of CPD, and certifies you as a RICS accredited Mediator. The webmaster and staff of the ASAQS have-, and are still receiving, training on a regular basis to master the Dimension X software for measuring new systems and procedures that are required. This website has been in existence since the 19th May 1997 and moving it to it's new home is proving to be a mammoth task. Hundreds of documents need to be moved and then linked-in on the new pages while the "look- and-feel" is being finalised, We are already on the third iteration of the home page and during the past weekend the "Closed User Group" was totally redone to ensure easier navigation to essential documents. (By the way the CUG is being renamed and will in future be known as the MOR, or Member Only Resources.) Essentially the new website will be a "front-end" to the database developed by YourMembership (read more about it here). The new platform will enable our members to look at- and even update their information on the ASAQS database,interact with one another, set up profiles for themselves and "mini-websites" for their firms and a whole lot more! We will guide you into using the new system by giving you short weekly tutorials and notes so that you can use the new system to your advantage. Needless to say, we can't wait to show you! MEASURING BUILDING WORK – WORKED EXAMPLES, 2nd EDITION The second edition of the above book, authored by Professor Fanie Buys, was published in December 2010 and file:////BERTPC/Weekend%20Property%20News/Issues/2012%20Issues/201012.htm[2013/04/08 12:11:09] Weekend Property & Construction News P I Financial Risk Services is now available. This book was compiled to assist quantity surveying and construction management students and young practitioners in understanding the measurement of quantities for building work in accordance with the Standard System of Measuring Building Work (6th Edition), published by the Association of South African Quantity Surveyors. Although this second edition contains some of the measuring examples included in the first edition, a more advanced building has been included to demonstrate how the elements of a small building are JBCC Electronic service measured. In addition, it also includes measuring examples of electrical and mechanical installations (air- conditioning and ventilation). The book also includes examples of measuring structural steelwork, reinforced concrete, piling and alterations. Professor Gaye le Roux commented as follows on the publication: "This book presents an extremely useful range of worked examples which set the standard for 'Taking-off', including essential measuring lists, correct setting out of descriptions and measurements, clear references to the sources of those measurements (taken from well- CES Group presented drawings) and separation of different sections of the measured work; it deserves a place on the bookshelves of students and their mentors in the South African quantity surveying and construction management professions." The book can be ordered from Fanie Buys, [email protected] or the ASAQS at a cost of R130-00 (excluding postage) JBCC QUESTIONS AND ANSWERS JBCC PBA CLAUSE 3 Question: Could you please elaborate on the reasons for the provision of guarantees rather than retention and how the quantum of the guarantees is determined? Answer: In addressing your query I would like to stand back and consider the security issue as a whole in relation to the building contract. Firstly it must be appreciated that it is impractical for the parties should seek "absolute" security from each other. Assuming no change in the contract sum this would result in the employer and contractor each providing a 100% guarantee of the contract value on a reducing basis to each other over the period of the contract. This is obviously commercially impractical and unreasonable. The practical and reasonable route is therefore to seek financial cover at a level that will potentially (but not absolutely) "guarantee" the potential risk due to the failure of the defaulting party not meeting its obligations. Experience and financial practicality over many years have shown that security cover not exceeding 12.5% of the contract sum is reasonable and affordable in almost all instances.
