    Tren Urbano Heavy Rail Project Before-and-After Study (2008) San Juan, Puerto Rico Learn more: www.transit.dot.gov/before-and-after-studies Federal Transit Administration August 2007 2.1 Puerto Rico Highway and Transportation Authority– Tren Urbano Light Rail Project Puerto Rico Highway and Transportation Authority (PRHTA) and FTA signed an FFGA in March 1996 for the 10.7 mile double track heavy rail system. An amended FFGA was signed in July 1999 and increased the number of stations by 2 for a total of 16 and the number of rail vehicles by 10 for a total of 74, with an anticipated revenue operations date of May, 2002. From 1999 to 2004, total estimated project cost increased from $1.65 billion to $2.25 billion. Thus, in 2000 amid concerns about schedule, costs and project management, FTA and OIG required PRHTA to submit a Recovery Plan. However, as of 2004, FTA and OIG had not been able to approve of the cost recovery plan causing PRHTA to absorb the rise in construction costs locally. Consequently, no additional federal funds were obligated after the 1999 FFGA amendment. In May 2002 FTA approved an extension of the Revenue Operations Date to June 30, 2004. The project opened for revenue service on December 17, 2004. 2.1.1 Project Background Rail transit has been considered in the San Juan region since 1967 when a 27-mile, 2 route heavy rail system was proposed in the Regional Transportation Study. A feasibility study conducted in 1979 proposed a one line 14-mile heavy rail alternative that incorporated aerial structures, underground and at grade segments into a route that traversed from Miramar to Bayamon and was dubbed the “Bayamon Crescent.” This project was approved into the Regional Transportation Plan in 1982.

    CHAPTER SEVEN: IMPLEMENTING AND FUNDING THE SJBE MANAGEMENT PLAN THE SAN JUAN BAY ESTUARY (SJBE) Program is unique among the existing 28 national estuary programs (NEPs) in the United States. It is the only NEP located in a densely populated, intensely industrialized, highly developed, and ecologically sensitive tropical island. Also, since San Juan, Puerto Rico is the oldest city within the United States, its historical and archeological features have immense social and cultural value. These diverse characteristics Torrecilla Lagoon. present a true challenge and an exciting opportunity of paramount importance for estuarine conservation and management in the western hemisphere. The experience of the SJBE Program in managing valuable and threatened natural resources will be extremely useful to Latin American countries and other Caribbean island nations. Additionally, Puerto Rico, with its extensive bilingual and multi-cultural history, has the opportunity to improve communications with Spanish speaking countries and enhance information exchange across the western hemisphere. 228 Management Plan July 2000 The implementation of the Management Plan will have a tremendous impact on Puerto Rico. San Juan has an extensive water body system interconnecting San Juan Bay and several coastal lagoons through channels to the Atlantic Ocean. This system is anchored on the western portion by San Juan Bay, the major port of entry to Puerto Rico, and the busiest commercial port in the Caribbean. The eastern portion of the system has several lagoons and canals providing a continuous inland waterway from the Piñones State Forest to the Old San Juan tourist area. Some areas of the estuary are bordered by poor marginal communities which require high priority attention due to the public health effects of pollution.

In the capital of San Juan, hotels and restaurants are back up and running, while the rest of the island continues to rebuild. The resilient spirit of the Puerto Rican people and their desire to share their island with visitors, regardless of the state of recovery, makes the island worthy of a visit. Why head there now? “The music is unbelievable. People are happy here,” says Juan Jose Cuevas, executive chef at 1919 restaurant in the newly reopened Hotel Condado Vanderbilt. “It’s a very good place to relax — we love and need tourists.” Simply by visiting, travelers are helping the island get back on its feet. Puerto Rico is a U.S. territory, so U.S. citizens and lawful permanent residents don’t need a passport to visit, and cell phones with U.S. domestic phone plans often work as they do at home, without additional fees. El Gran Combo’s parent band, Cortijo y su Combo (which drew most of its members from the Santurce neighborhood of la Parada 21) helped forge diasporic connec- tions between diverse black communities in the Caribbean and Latin America in the 1950s. El Gran Combo has continued and expanded that legacy over almost five decades, through a strong community ethic. We argue that the transnational reach of these musicians is due in part to: 1) centuries of immigration from other islands that created a hybrid and inclusive musical culture in Cangrejos; and 2) 20th century economic developments that positioned Santurce at the crossroads of international entertainment, media, and labor migration.

    Commonwealth of Puerto Rico Office of the Governor La Fortaleza www.fortaleza.gobierno.pr August 28, 2006 PRESS RELEASE Construction of the first hotel of the Convention Center District begins San Juan, Puerto Rico – To foster economic development in the Island and as part of the Ciudad Mayor project promoted by this administration to transform the metropolitan area into the Caribbean Metropolis, Governor Aníbal Acevedo Vilá announced today the beginning of the construction of the Sheraton Hotel at the Puerto Rico Convention Center, the first hotel to be constructed at the site. “Beginning the construction of what will be the main hotel of the Convention District is fundamental to the activities of the district, making it more competitive and increasing its appeal as a tourist destination. The development of new hotel rooms in the vicinity of the Convention Center, and in particular in the district, is essential to guaranteeing that the site is successfully used at its full potential”, the Governor said. The Governor made these remarks after taking part of the groundbreaking ceremony for the construction of the new hotel together with the Convention Center District director, Manuel Sánchez-Biscombe; the Secretary of Economic Development and Commerce, Ricardo Rivera, the Executive Director of the Puerto Rico Tourism Company, Terestella González Denton; and with directives of the Sheraton Hotel Chain, among others. Governor Acevedo-Vilá stressed that the development of the Convention Center District and its location near the San Juan Port, airports, the banking and financial zone, sports complexes and coliseums, place Puerto Rico at vanguard to compete in an industry that generates over $122,000 per year in the United States.
