Public Disclosure Copy Implementation Status Overview As raised earlier by the Mid-term Review of the Project in 2011 and as a results of the latest implementation support mission in April 2012, on May 4, 2012 the Bank received from the Government a formal request for the Project restructuring with proposed formulation of the revised Project Development Objectives (PDO), Results Framework, and the Project

components.

The Project implementation is in the critical phase. To date 55% of the loan amount has been disbursed. Four works contracts are completed (Balti, Cahul, Ungheni and Floresti) and seven others are ongoing (Causeni, Orhei and Ungheni under Part 1, and Sarata Noua, Valeni, Bestemac and Colibasi under Part 2). One civil works contract is in the bidding stage and one other is in the signature stage. Five of the eight planned activities for procurement of goods have already been completed, and eleven out of the thirteen planned consultancy contracts are either completed or at an advanced stage. Implementation schedule remains critical for the Project's Part 2 (Rural water component).

Key Decisions Regarding Implementation The project restructuring will be processed to reflect the needed adjustments to the project objectives, targets, and scope with the activities to be financed, as requested by the Government of Moldova. The Bank team is reviewing the proposal and will prepare the restructuring package. These changes will be included and formalized in an amendment to the Financing Agreement to be countersigned by the Government (Ministry of Finance) and IDA.

Project success and completion by the closing date in June 2013 will require a pro-active approach by the Moldovan counterparts and the PIU to comply with each implementation milestone. Failure to comply with the agreed milestones or the need for further re-biddings would jeopardize timely completion of works that could lead to potential cancellation of the loan proceeds. Regular and timely communication to the Bank on the Project developments is critical. It was agreed that during this period the Project Implementation Unit will regularly update the Bank team through weekly progress updates and regular monthly video-conferences.
